Since 2020, the Government has issued many strategic decisions such as Decision No. 749/QD-TTg approving the National Digital Transformation Program to 2025, with a vision to 2030, with three pillars: Digital Government, digital economy , digital society.
Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation is being vigorously implemented.
The Ministry of Science and Technology is urgently completing important documents to promote the national digital transformation process, including the Law on Digital Transformation.
According to the National Digital Transformation Agency (Ministry of Science and Technology), thanks to consistent direction and synchronous actions, Vietnam's digital transformation has achieved many remarkable results: Vietnam rose 15 places in the United Nations Digital Government rankings (from 86th in 2022 to 71/193 in 2024); IT industry revenue increased by 24%; hardware and electronics exports increased by 29%; nearly 22 million digital signature certificates have been issued (equivalent to more than 35% of the adult population); more than 64 million VNeID accounts have been activated...
Despite many positive results, the digital transformation process is still facing many barriers, notably institutional, infrastructure and human "bottlenecks" such as the policy and legal systems that have not kept up with practical requirements; infrastructure and data are still lacking in synchronization, connection and interconnectivity are still limited; IT human resources, especially at the grassroots level, are still both lacking and weak.
Digital transformation is not only the task of the State or businesses, but is a process that requires the active participation of each citizen. From policy to action, many policies have emphasized the central role of the people. But for the entire population to digitally transform, it is not just a slogan, it is necessary to move from people being beneficiaries to people actively using and spreading technology.
People are truly at the center when they are listened to, guided and supported to master technology. Models such as “Community Digital Technology Team” or “National Digital Learning Festival” are remarkable initiatives, turning policies into social movements, where people can experience, learn and share digital skills in a close way.
Many localities have launched the campaign “Going to every alley, knocking on every door, instructing every citizen on digital skills”, helping to popularize public services, electronic payments, digital identification, etc. When each official and civil servant becomes a “digital ambassador”, wholeheartedly guiding and creating trust, people will not hesitate to change their habits. With a change in awareness, the role of people is no longer limited to “beneficiaries”, but becomes “creators of digital society”. Because only when people proactively participate, technology can truly promote its value and the digital transformation process can go deep into life.
And when technology truly serves people, and people become the center of all changes, "digital transformation closer to the people" will not only be the theme of a year, but also the way we create the digital future of the country.
