Da Nang deploys key tasks on science, technology, innovation and digital transformation

On October 13, the City People's Committee issued Official Dispatch No. 2823/UBND-KGVX on the implementation of tasks in Notice No. 45-TB/TGV dated September 30, 2025 of the Working Group of the Central Steering Committee on science and technology development, innovation and digital transformation.

Promoting the " 3-house " cooperation model

The City People's Committee requested the University of Danang - one of the four universities selected by the Central Government for key investment as a model for the university education system, to thoroughly organize and fully implement the goals by 2030 and the goals that need to be implemented right from the 2026-2027 school year in Notice No. 45-TB/TGV.

Danang University is tasked with developing an action plan to reach the Top 150 in Asia by 2030, with at least one field ranked in the top 100 in the world according to prestigious international university rankings, with a clear roadmap for each year (to be completed in November 2025).

Danang University urgently proposes to the Ministry of Education and Training projects to invest in science and technology infrastructure, combining research programs and postgraduate training; focusing on identified strategic technology sectors that are suitable to its strengths.

The City People's Committee assigned the Department of Science and Technology to preside over and coordinate with relevant units to advise on and implement key goals by 2030 regarding the innovation and startup ecosystem; preside over the development of the Project to develop an international-class innovation and startup center (to be completed by December 2025).

Developing and upgrading high-tech zones

The City People's Committee assigned the Management Board of the Da Nang High-Tech Park and Industrial Parks to organize and develop a specific plan to realize the goals for the development of the Da Nang High-Tech Park by 2030; focusing on strategic technology groups...

The Management Board of Da Nang High-Tech Park and Industrial Parks is tasked with completing a regional-scale semiconductor innovation cluster; filling phase 1 of the High-Tech Park (about 50 projects); forming a technology cluster specializing in marine economy and smart tourism; successfully incubating at least 200 innovative startup projects, affirming its position as an innovation center of the Central region.

In 2025, the Department of Finance and the Management Board of the High-Tech Park and Industrial Parks of Da Nang will focus on attracting at least 15 investment projects in the fields of new technology, mechatronics/robotics and environmental technology; take the lead in advising and coordinating with the Ministry of Finance to research and develop a pilot investment incentive package, including corporate income tax exemption/reduction policies for R&D trial production projects.

The Management Board of Da Nang High-Tech Park and Industrial Zones advised and coordinated with the Ministry of Education and Training to open an Applied R&D Center to serve the needs of businesses in Da Nang High-Tech Park; and at the same time, implemented a 6-month study-work program to create high-quality human resources.

The City People's Committee assigned the Department of Science and Technology to preside over and coordinate with the Department of Construction and relevant units to advise on the implementation of the startup space (Central Startup Hub), and at the same time, assign smart urban problems to the "3-house" cooperation model to solve.

The Department of Agriculture and Environment is in charge of advising and coordinating with the Ministry of Agriculture and Environment to design a controlled testing mechanism (sandbox) for the marine economy and environment sector.

Aiming for top 5 global smart city rankings

The People's Committee of Da Nang City thoroughly grasps and implements the goal that by 2030, Da Nang City will be in the top 5 of the global smart city rankings, developing in a people-centered direction.

The Department of Construction shall preside over the implementation of the Decree on smart urban development; the set of criteria for evaluating smart urban areas; the framework for evaluating smart urban areas and guiding documents and circulars after they are issued by the Ministry of Construction.

The Department of Foreign Affairs is assigned to take the lead in promoting and connecting international cooperation in smart urban development, especially with experienced partners who have had successful cooperation models with Vietnam or with other countries.

The City People's Committee assigned departments, branches and sectors to develop, synchronously integrate and organize the implementation of smart contents and components in the city's overall project, especially the Department of Health and the Department of Education and Training related to smart health and smart education components in the spirit of Resolution No. 71-NQ/TW dated August 22, 2025 and Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo.

Regarding the development of artificial intelligence in national digital transformation, the City People's Committee assigned the Department of Science and Technology to advise on the promulgation and implementation of a plan to apply artificial intelligence technology in key sectors and fields (healthcare, education, construction, transportation, agriculture, environment, etc.); report implementation results before December 15, 2025.
