Education - a sustainable driving force for development
Education and training is the top national policy, investment in education is investment for the future, this is specified in Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee on fundamental and comprehensive innovation of education and training, Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks of developing Hanoi Capital to 2030, with a vision to 2045, Action Program No. 27-CTr/TU dated February 17, 2014 of the Hanoi Party Committee, Plan No. 140/KH-UBND dated August 6, 2014 of the City People's Committee.
Over the past years, implementing the Resolutions of the Central Committee and the direction of the City Party Committee and People's Committee, the Hanoi Department of Education and Training has strived and achieved many outstanding achievements, contributing positively to the comprehensive development of the capital. Up to now, the scale of schools at all levels has been stable and developed, school facilities have been strengthened, meeting the needs of teaching and learning, the quality of comprehensive education has been improved, the quality of key education has changed dramatically. Hanoi is the leading locality in the country in the quality of mass education and key education.
According to Director of the Hanoi Department of Education and Training Tran The Cuong, Resolution No. 29-NQ/TW of the Central Executive Committee clearly stated: Developing a team of teachers and educational managers is one of the solutions to implement fundamental and comprehensive educational innovation. With that spirit, the Hanoi Department of Education and Training is always aware that to have good educational products, there must be a team of good managers and teachers; the capital's education and training is aiming for the development of an advanced and modern education system like the advanced and modern education systems of developed countries in the region and the world.
Hanoi City has issued many mechanisms and policies to develop the team of teachers and education managers and focused a large amount of resources, allocating funds to invest in school facilities. The Education and Training sector has basically completed the work of building orientations for the development of the preschool, general education and continuing education system; developing the network of preschools, general schools and continuing education in the city until 2030, with a vision to 2050; coordinating with the host unit to update the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050 and the Project to adjust the Hanoi Capital Planning until 2045, with a vision to 2065 according to regulations. The sector focuses on building schools that meet national standards for preschool and general education facilities.

As of October 3, 2025, with 80.6% of schools meeting national standards, Hanoi has completed the targets of the Party Congress Resolution for the 2020-2025 term. Of which, preschool level reached 82.5% (671 schools meeting standards out of a total of 813 preschools); primary level reached 78.5% (568/724); secondary level reached 82.5% (506/613); high school level reached 54.9% (67/122). This result shows the great efforts of schools, local authorities and the support of parents.
From digital transformation to happy schools
As one of the priority areas in the National Digital Transformation Program to 2025, oriented to 2030 with the goal of improving the quality of education and training, aiming to build an open education system, to improve the quality of education, Hanoi city proactively pioneers the application of information technology in management and training towards comprehensive digital transformation.
Implementing Plan No. 57/KH-UBND dated February 7, 2024 of the City People's Committee on Digital Transformation, building a smart Hanoi city by 2024, the Hanoi Department of Education and Training issued Plan No. 668/KH-SGDĐT dated March 8, 2024 on Digital Transformation, information security, building a smart Hanoi city in the Education and Training sector by 2024; Plan No. 864/KH-SGDĐT dated March 26, 2024 on piloting the implementation of digital transcripts of high schools in the Education and Training sector of Hanoi city.
In recent years, administrative reform, application of information technology, digital transformation in the field of education and training have received attention; the administrative reform index of the Hanoi Department of Education and Training is in the top 10 departments, branches, and agencies of the city. Hanoi is the leading unit in the country in the results of implementing digital transcripts at the primary level with 97.64% of students from grades 1 to 4 successfully creating digital transcripts (the national average is 41%); implementing digital transcripts en masse in high schools in the city...
According to Head of Primary Education Department (Hanoi Department of Education and Training) Dao Tan Ly, 100% of schools have been equipped with computers connected to the Internet; 100% of student records have been assigned identification codes; more than 60% of teachers have been equipped with personal digital signatures... These are favorable conditions for Hanoi to successfully pilot the digital transcript. Digitalized learning data helps parents reduce the difficulty of transferring schools or submitting admission applications, while increasing transparency, accuracy and reliability in managing students' learning and training results.
A notable highlight of the digital transformation of the Hanoi Education sector in recent school years is that the Hanoi Department of Education and Training has resolutely directed and guided schools to prepare conditions for online enrollment, ending the situation of parents lining up at the school gate to submit enrollment applications, which has caused public outrage.
According to Director of the Hanoi Department of Education and Training Tran The Cuong, the entire sector has identified digital transformation as a priority for resource allocation. The entire sector is focusing on deploying the use of digital signatures among teachers; developing a digital learning resource warehouse and exploiting and promoting the effectiveness of the Hanoi.Study Online Review and Testing System. The Department has reported to the city on increasing investment in infrastructure to serve digital transformation; implementing a plan to improve skills for teachers...

Digital transformation in the capital's education is not only an inevitable trend but also a key solution in the 2020-2025 term, bringing about many clear changes. First of all, thanks to the application of technology, school management has become more transparent, scientific and effective. Tasks that used to take a lot of time such as taking attendance, entering scores, summarizing reports, and evaluating students' abilities are now done quickly, significantly reducing administrative pressure on teachers. From there, teachers have more time and energy to focus on teaching, creating new methods, and paying more attention to each student.
Not only does it improve management efficiency, digital transformation also opens up a modern, intuitive and experiential learning space. Electronic lectures, digital learning resources or simulation software help knowledge become vivid, close and easy to absorb. Students are confident and excited when learning becomes an enjoyable experience instead of a heavy duty, and the joy of going to school is also naturally aroused.
More importantly, technology also contributes to strengthening the relationship between teachers - students and schools - parents. Online interactive channels help information to be exchanged quickly and promptly, building a more open, trustworthy and humane school environment. Teachers are not only the ones who impart knowledge but also have many conditions to become companions, listen and share with students. It can be said that digital transformation is not only a tool to modernize education but also a "bridge" to bring schools closer to the model of happy schools - where knowledge, joy and the bond between teachers and students are nurtured for a long time.
From the strong movements in the field of education - where knowledge is considered the foundation of sustainable development, we can clearly see the aspiration to build a comprehensive Capital human being with both capacity and personality.
