The exercise, with the theme of Command 86 coordinating with forces to switch to combat readiness, organize preparations and practice cyberspace combat operations to protect the socialist Vietnamese Fatherland.

The exercise aims to test and evaluate the actual capacity and qualifications of the team of cadres, professional and technical staff, the quality of equipment and means. Thereby, agencies and units can better perform staff work with the Central Military Commission, the Ministry of National Defense, and the General Staff to have a basis to adjust and supplement the cyberspace operations plan to meet the requirements and tasks in the new situation. At the same time, improve the qualifications and coordination ability of commanders and agencies and units in transitioning to a state of combat readiness, organizing preparations and practicing cyberspace operations.

The exercise includes three phases: Changing to combat readiness; organizing combat preparations and practicing operations.

Speaking at the opening ceremony, General Nguyen Tan Cuong emphasized that the 2025 cyber warfare exercise is extremely important and necessary, especially at the present time when we are preparing to organize Party Congresses at all levels, towards the 14th National Party Congress. This is a highly specialized exercise, with many technical and professional forces participating in the actual combat.

In order for the exercise to take place as planned, achieve its goals and requirements, and ensure absolute safety for people, weapons, and technical equipment, General Nguyen Tan Cuong requested the Steering Committee and Steering Committee agencies at all levels to maintain and strictly implement the exercise content in accordance with the exercise intention and the command scenario of the Chief of the General Staff; practice realistically, in accordance with the current conditions and situations in the localities.

During the exercise, the unit is ready to handle all situations well and does not affect the regular tasks of the unit. The forces participating in the exercise strictly comply with the regulations, proactively coordinate with relevant agencies, units and localities, organize and practice the contents in accordance with the exercise's intentions and the direction of the Steering Committee, ensuring practicality, efficiency and safety in all aspects. The force serves and ensures good operations at the Command Center at all levels such as presentations, communications, cryptography... ensuring good logistics and techniques for the actual forces.

The Chief of the General Staff requested that, after the exercise, agencies and units should seriously draw lessons and propose solutions to improve the capacity of commanders and agencies in organizing and practicing combat; continue to research, supplement, and complete combat plans and strategies suitable to the requirements of the tasks in the new situation.
