Implementing the 2024 Training and Development Plan, this afternoon, August 26, the Standing Committee of the Party Committee of the Hanoi City Agencies Bloc organized a training course on professional skills in inspection, supervision and discipline enforcement within the Party.
Participating in the training are cadres of the Party Committee of the Block and cadres doing inspection work of the subordinate grassroots Party committees.
On behalf of the Standing Committee of the Party Committee of the Block, giving the opening speech of the training course, Standing Deputy Secretary of the Party Committee of the City Agencies Block Phung Khai Loi affirmed that he was well aware of the importance of inspection and supervision work; with the specific characteristics of the team doing inspection and supervision work at the grassroots Party Committees all holding part-time positions without full-time staff; every year the Standing Committee of the Party Committee of the Block has organized conferences and training courses to disseminate and thoroughly grasp the regulations and instructions on implementing inspection, supervision and discipline work of the Party to Party Committees at all levels, the Inspection Committee (UBKT) of the grassroots Party Committees. At the same time, it has deployed in writing to direct Party Committees at all levels to implement throughout the Party.
In recent times, the work of inspection, supervision and enforcement of party discipline by Party committees, grassroots Party committees' Inspection Commissions and Party cells has been gradually improved. In the first 6 months of 2024, grassroots Party committees and Party cells conducted thematic inspections of 41 Party organizations and 27 Party members; supervised 50 Party organizations and 23 Party members. The grassroots Party committees' Inspection Commissions conducted inspections when there were signs of violations against 3 Party members; inspected the implementation of inspection, supervision and enforcement of party discipline tasks for 54 Party organizations; inspected the collection, payment, management and use of Party fees for 20 Party organizations; supervised 32 Party organizations and 30 Party members.
In general, the implementation of inspection and supervision work by Party committees and Party Inspection Commissions at grassroots levels has seen many changes, increasingly improved in quantity and quality; a number of units have comprehensively deployed tasks according to the Party Charter.
According to the Standing Deputy Secretary of the Party Committee of the Bloc, there are still some grassroots Party committees and Party Committee Inspection Commissions that have not really performed well in the inspection and supervision work, and have not carried out inspections and supervisions according to the annual plan, especially for the grassroots Party cells under their management. At the same time, they have not clearly understood the process of conducting inspections, supervisions, and disciplinary enforcement; some Party Committee Inspection Commissions have not proactively detected and inspected signs of violations against Party organizations and Party members...
“In order to overcome the shortcomings and improve the quality and effectiveness of the Party's inspection, supervision and discipline work in the entire Party Committee of the Bloc, the Standing Committee of the Party Committee of the Bloc organized today's training course to equip members of the Party Committee's Inspection Commission with knowledge and skills on inspection, supervision and Party discipline enforcement; leaders and experts of the Party Committee's Offices and Committees; Chairmen, Vice Chairmen and all members of the Party Committee's Inspection Commission at the grassroots level, helping them grasp the Party's regulations. Based on the knowledge that has been equipped, combined with practical experience, skills in inspection and supervision activities will be formed, thereby contributing to improving the Party's capacity and fighting strength, successfully carrying out the political tasks and Party building work of the unit; performing well the task of advising and serving the work of preparing Party committee personnel and delegate personnel to attend Party Congresses at all levels for the 2025-2030 term" - the Standing Deputy Secretary of the Party Committee of the Bloc emphasized.
At the training course, the reporter, Associate Professor, Dr. Le Van Cuong - Deputy Director of the Institute of Party Building, Ho Chi Minh National Academy of Politics, imparted to the trainees the topic "Leadership and organization skills in implementing inspection, supervision and enforcement of party discipline". Next, Member of the Standing Committee, Chairman of the Party Inspection Committee of the City's Agencies Bloc Dam Quoc Lich quickly informed about the content of Decision 7034-QD/TU dated July 24, 2024 of the Standing Committee of the Hanoi Party Committee on the process of inspection, supervision, enforcement of party discipline, and handling of denunciations of party cells.
The Standing Committee of the Party Committee of the Bloc recommends that immediately after this afternoon's training course, the grassroots Party cells and committees choose a suitable form to organize learning and dissemination to ensure that all Party members clearly and fully understand the basic contents of the regulations of the Central and City Party Committees on inspection, supervision and enforcement of Party discipline.
