Promoting public investment disbursement in 2025: Determined to achieve the target of 100%

Investment capital allocation: The rate has reached over 95% of the plan.

The Ministry of Finance said that of the total allocated capital, the recorded figure to date is 987,441 billion VND. If not counting the increased local budget balance capital plan (141,341 billion VND), the total allocated capital is 846,100 billion VND, reaching 95.65% of the capital plan assigned by the Prime Minister.

However, there is still a part of capital that has not been allocated. Specifically, 18/42 ministries, central agencies and 29/34 localities have not yet allocated in detail the capital of 38,485.5 billion VND of Central Budget capital (NSTW), accounting for 4.35% of the plan assigned by the Prime Minister . Of which, capital by sector and field is 37,358.4 billion VND; capital of the National Target Program (NTP) is 1,127.1 billion VND.

The main reasons come from: 1,937.5 billion VND of unallocated central budget capital compared to the plan assigned by the Prime Minister at the beginning of the year. 31,764.2 billion VND has not been allocated due to the new additional allocation from the increased central budget revenue in 2024 and additional capital for the National Target Program in the second and third phases. 4,696.8 billion VND is being submitted to the National Assembly Standing Committee for consideration and adjustment to supplement other ministries, branches and localities in need.

Regarding the adjustment plan, 18 ministries, central agencies and 10 localities have proposed to reduce the 2025 central budget capital plan (including unallocated and detailed allocated amounts) by VND 9,993.02 billion.

The Government has submitted to the National Assembly Standing Committee for consideration and adjustment to reduce VND 4,696.8 billion to supplement 3 ministries, central agencies and 17 localities according to the direction in Resolution No. 124/NQ-CP dated May 8, 2025. For the remaining capital of VND 5,296.2 billion, the Ministry of Finance will continue to review, synthesize and report to competent authorities in the coming time.

Disbursement progress: The target still has many challenges

According to the Ministry of Finance, the cumulative disbursement up to July 31, 2025 is VND 358,188.8 billion, reaching 32.84% of the total plan. By the end of August 2025, the estimated disbursement amount is VND 434,006.5 billion, equivalent to 39.79% of the total plan.

Regarding the planned capital of previous years extended to 2025, the cumulative disbursement up to July 31 reached VND 19,690 billion (30.33% of the plan). By August 31, the estimated disbursement reached VND 24,832 billion, equal to 38.25% of the plan.

As for the disbursement of planned capital for 2025, the cumulative disbursement up to July was VND 338,498.8 billion, equivalent to 33% of the plan. If calculated according to the plan assigned by the Prime Minister at the beginning of the year, the rate reached 41%. By August, the estimated disbursement was VND 409,174.5 billion, reaching 39.9% of the plan, equivalent to 46.3% of the plan assigned by the Prime Minister. Compared to the same period in 2024, this rate is higher (36.9% of the plan and 40.4% of the plan assigned by the Prime Minister).

The Ministry of Finance said that from the beginning of the year, the Government set a target of 100% disbursement of public investment capital in 2025. Directive documents have been issued such as: Official Dispatch No. 47/CD-TTg dated April 22, 2025; Official Dispatch No. 60/CD-TTg dated May 9, 2025; Directive No. 05/CT-TTg dated March 1, 2025; Resolution No. 226/NQ-CP dated August 5, 2025. Although the disbursement rate in August was higher than the same period last year, the growth rate showed signs of slowing down compared to July. This requires ministries, branches and localities to continue to make stronger, more synchronous and drastic efforts.

To ensure the set goals, the Government and ministries and branches have proposed and implemented many solutions.

Firstly, reorganize administrative units and switch to a two-tier government model. Relevant ministries and branches need to promptly handle problems and avoid interruptions in allocation and disbursement.

Second, urgently allocate unallocated capital in detail until September 30, 2025, ensuring timely disbursement at the end of the year. Strive to achieve at least 60% of the plan by the end of the third quarter, and 100% for the whole year.

Third, review and synthesize problems in mechanisms and policies to promptly report and propose to competent authorities for resolution.

Fourth, focus on removing difficulties in site clearance, considering this a major "bottleneck" in project implementation.

Fifth, speed up the progress of important national projects, especially in the field of transportation, striving to complete 3,000km of expressway, over 1,000km of coastal road and many other key projects in 2025.

Sixth, promote disbursement of ODA projects, complete procedures, and coordinate closely with the Ministry of Finance and donors. In addition, it is necessary to proactively source local budget funds, increase budget collection from land, and promptly propose additional funding when revenue is short. Speed ​​up the implementation of national target programs, and review and adjust unused capital to repay the central budget.

Strictly comply with reporting and data update regulations of the Ministry of Finance and the Government.

Recently, at the meeting of Steering Committee 751 (on resolving difficulties and problems of backlogged projects), the Government leader said that 4 working groups had been established to work directly in 9 localities, including Hanoi, Thai Nguyen, Hue, Da Nang, Ho Chi Minh City, Dong Nai... Thereby, many problems in large projects have been resolved.

Government leaders requested to continue to step up inspection and examination activities for backlogged projects, ensuring strictness, publicity, transparency, and progress according to set requirements.

At the same time, the Steering Committee members are requested to continue urging localities to review and report on projects with difficulties and problems in accordance with the instructions of the Prime Minister and the Steering Committee.

It is necessary to have the participation of ministries, branches, localities, and the support of contractors and investors, with the goal of disbursing 100% of the public investment plan by 2025, contributing an important driving force to promote socio-economic development, improve infrastructure and improve people's lives.
