
On the morning of October 9, comrade Nguyen Trong Tue, Head of the Economic - Budget Committee of the City People's Council chaired the working program of the Committee with the Department of Health on the results of implementing public investment projects in the period of 2021 - 2025 and investment needs in the period of 2026 - 2030.

Through a field survey at Hai Phong Lung Hospital, Kien An Hospital and listening to reports from the health and finance sectors, Comrade Bui Duc Quang, Vice Chairman of the City People's Council, acknowledged the efforts of hospitals, medical facilities, and the health sector to overcome difficulties and shortages in facilities and equipment, and to continuously improve the capacity to examine, treat, and care for people's health in the city as well as neighboring areas.
In the period of 2021 - 2025, the demand for investment in developing the health sector is very large, but public investment sources can only meet a small part. The implementation capacity to ensure project progress, disbursement rate, and capital absorption are generally limited, entangled, and spread out, not yet focused and key to promoting industry development.

The Vice Chairman of the City People's Council requested the health sector to coordinate with the Department of Finance to review and closely follow the Resolution of the City Party Congress for the 2026 - 2030 term, Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo "on a number of breakthrough solutions, strengthening the protection, care and improvement of people's health" to propose investment projects and works in line with the orientation, with focus and key points to serve the development of the sector. Note that priority is given to investing resources in developing specialized hospitals that attract less private investment; investing in upgrading hospitals and medical facilities to approach conditions that can increase financial autonomy, reduce the burden on the state budget, and at the same time meet the development goals of the sector and expand the service area.

According to the Department of Health's report, in the period of 2021 - 2025, the health sector will be allocated a budget of nearly 4.2 trillion VND to implement projects to renovate, construct and purchase essential and modern equipment. Specifically, the eastern Hai Phong area will receive 9 public investment projects with a total cost of about 945 billion VND. Of which, 4 projects have been completed and put into use in 2024; 5 projects are in the implementation phase. In the western Hai Phong area, there are 11 public investment projects with a total cost of about 3,232 billion VND. 3 projects have been completed and put into use; 3 projects are expected to be completed in 2025 and 2026; the remaining projects are in the implementation phase.
To meet the needs of infrastructure development for medical examination and treatment facilities in the city in the period of 2026 - 2030, the health sector estimates that the total budget needed is more than 29 trillion VND. Of which, the proposed capital demand from public investment sources is about 15.8 trillion VND. The regular expenditure source needs nearly 1.2 trillion VND. Attracting non-public health investment is more than 12 trillion VND.

Regarding the proposed public investment demand of about 15.8 trillion VND, it is expected to allocate investment for city-level medical facilities of more than 7.9 trillion VND, accounting for 50.4%; hospitals and regional medical centers of more than 5.8 trillion VND, accounting for 36.7%; commune-level health stations of more than 2 trillion VND, accounting for 12.9%... In the immediate future, the Department of Health proposed to prioritize the implementation of 21 public investment projects in the period of 2026 - 2030, with a total expected investment of more than 5.7 trillion VND.
In addition, to meet the need to supplement the missing basic medical equipment at medical examination and treatment facilities in the city in the period of 2026 - 2030, a total budget of about 6.9 trillion VND is needed.

At the working program, representatives of departments, branches and hospitals discussed and clarified some difficulties and obstacles in investing in infrastructure development and improving the capacity of the public health system. From there, it was proposed that the city pay attention to removing obstacles and prioritizing the allocation of resources for the health sector to implement solutions and tasks on infrastructure investment in the period 2026 - 2030.

On behalf of the working delegation, comrade Nguyen Trong Tue, Head of the Economic - Budget Committee of the City People's Council, received the opinions and recommendations of the health sector and will synthesize a report to the Standing Committee of the City People's Council, providing advice to the city in developing a medium-term public investment plan for the period 2026 - 2030.
