The 129 km long Gia Nghia - Chon Thanh Expressway, passing through Dak Nong and Binh Phuoc provinces, is proposed to be invested in phase one with a total capital of VND25,540 billion.
The People's Committee of Binh Phuoc province has just completed the Pre-Feasibility Study Report of the Gia Nghia - Chon Thanh Expressway project based on the appraisal opinions of ministries, branches and localities where the expressway passes through. According to the latest plan, the expressway passes through Dak Nong province for nearly 28 km and Binh Phuoc for 101 km.
In phase one, the highway is designed with 4 lanes, roadbed width of 24.75 m (Dong Xoai City section is 25.5 m wide), design speed of 100-120 km/h depending on terrain, investment form of public-private partnership (PPP).

If approved by competent authorities, localities will clear the land in 2024, construction will start from the end of 2024, and be completed in 2026. The land clearance work will be carried out at once on a scale of 6 expressway lanes, with a roadbed width of 32.25 m.
Binh Phuoc province proposed to divide the project into 5 projects, including 2 component projects for site clearance and 2 projects for construction of service roads and overpasses across the expressway, invested by Dak Nong and Binh Phuoc provinces with state budget capital. The main road construction component project has a cost of more than 19,610 billion VND, including state budget capital of 6,840 billion VND and investor capital of 12,770 billion VND.
Regarding the toll collection plan, the proposed starting fee is 2,100 VND/km for standard vehicles, with a payback period of 18 years and one month.
In order to minimize risks for investors, Binh Phuoc province proposed to apply a mechanism to share the increase and decrease in revenue according to Article 82 of the PPP Investment Law. The expected source of capital to pay for the decrease in revenue is taken from the central budget reserve.
The Gia Nghia - Chon Thanh Expressway project, when put into operation, will promote socio-economic development in Binh Phuoc and Dak Nong, connecting the Southeast region with the Central Highlands in the future, reducing the load on National Highway 14 - the main route connecting the two provinces.
