
Overview of the meeting.
According to the Government's Submission on the draft Law on Digital Transformation, Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation clearly stated the guiding viewpoint: "Institutions, human resources, infrastructure, data and strategic technology are the key and core contents, in which institutions are a prerequisite, need to be perfected and go one step ahead". The Resolution also identified the tasks and solutions as "urgently and resolutely perfecting institutions; eliminating all ideas, concepts and barriers that are hindering development; making institutions a competitive advantage in science, technology, innovation and digital transformation development".
The development of the Law on Digital Transformation is necessary to achieve the following main goals: Perfecting the legal system on national digital transformation, creating an inter-sectoral legal system on digital transformation in industries and fields; Regulating the relationship between entities participating in activities in the digital environment; promoting the comprehensive digital transformation process; enhancing international cooperation and integration.
The Law on Digital Transformation consists of 8 chapters and 79 articles, regulating digital transformation, including: infrastructure for digital transformation; digital government and digital transformation of activities of agencies in the political system; digital economy ; digital society and measures to ensure digital transformation. This law applies to Vietnamese agencies, organizations, individuals, foreign organizations and individuals directly participating in or having activities related to digital transformation in Vietnam. The Government agreed to submit the Law on Digital Transformation to the National Assembly for consideration, comments and approval at the 10th session (October 2025).

Speaking at the meeting, Deputy Chairman of the Committee for Science, Technology and Environment Nguyen Phuong Tuan affirmed that the promulgation of the Law on Digital Transformation is necessary to perfect the institution, establish an inter-sectoral legal framework and promote the comprehensive digital transformation process. The Committee assessed that the draft Law on Digital Transformation was submitted by the Government to the National Assembly following a shortened order and procedure, and the dossier of the draft Law has been seriously prepared, basically meeting the requirements specified in Clause 5, Article 51 of the Law on Promulgation of Legal Documents 2025, and is qualified to be submitted to the National Assembly Standing Committee for consideration before submitting to the National Assembly at the 10th Session.
However, the Committee believes that the draft Law needs to expand its scope of regulation. The provisions in Clause 1, Article 6 only focus on digital transformation in state management agencies, and do not fully reflect the digital transformation activities of people and businesses such as: Learning, innovating production models, creating, sharing and consuming services in the digital environment... Therefore, the Committee recommends that the drafting agency research and supplement activities to ensure that Article 6 correctly reflects the three pillars of Digital Government - Digital Economy - Digital Society.
Regarding the responsibility of state agencies in exploiting data and not being required to resubmit documents, the Standing Committee of the Committee proposed to review the regulations on handling cases where state agencies violate regulations related to exploiting and using electronic data from national databases, specialized databases, shared information systems containing original data and not being required to resubmit documents and information already in this database to ensure compliance with the Law on Cadres and Civil Servants and the Law on Handling of Administrative Violations, clarifying the necessity of the regulation to publicize information on violations on the National Public Service Information Portal.
Many National Assembly deputies agreed on the necessity of promulgating the Law on Digital Transformation to contribute to promoting socio-economy, and at the same time contributed many specific opinions.
Delegate Phan Xuan Dung (National Assembly delegation of Khanh Hoa province) said that it is necessary to clarify the concepts of digital transformation, digital government, digital economy, and digital society so that people and businesses can easily understand and implement them. Delegate Nguyen Chu Hoi (National Assembly delegation of Hai Phong city) proposed to widely disseminate the "Digital Education for All" movement, helping people access, learn, and practice basic digital skills on phone and computer platforms, and at the same time, there should be warnings so that businesses and people are more aware of the positive aspects as well as the limitations in the process of applying Artificial Intelligence (AI) to life.
Delegate Nguyen Thi Lan Anh (National Assembly delegation of Lao Cai province) proposed that it is necessary to focus on policies for infrastructure development, land incentives, bidding, capital sources, training activities in state agencies and enterprises implementing digital transformation. In particular, it is necessary to pay attention to investing in digital infrastructure in ethnic minority areas and difficult areas after localities merge and implement 2-level local government. In addition, there should be a budget to support academies and schools for scientific research and digital data management.

On behalf of the agency drafting the Law on Digital Transformation, Permanent Deputy Minister of Science and Technology Vu Hai Quan affirmed the importance of the law in contributing to solving difficulties in current digital transformation activities as well as promoting socio-economic development.
Regarding the opinions and suggestions of the delegates, Deputy Minister of Science and Technology Vu Hai Quan said that the Ministry will take full advantage of the contributions in the process of completing the draft Law to send to the review agency before submitting it to the National Assembly for consideration and comments at the upcoming 10th Session.
Concluding the meeting, Vice Chairman of the Committee for Science, Technology and Environment Nguyen Phuong Tuan highly appreciated the delegates' contributions and proposals on the draft Law on Digital Transformation. At the same time, he requested the Ministry of Science and Technology and relevant units to fully absorb the contributions to promptly complete the draft Law to send to the Committee for Science, Technology and Environment to submit to the National Assembly Standing Committee for consideration at the 50th session before submitting to the National Assembly at the upcoming 10th session./.
