The vote is based on a survey of nearly 20,000 travelers in cities around the world to find answers to the best cities for art and culture.
Each city was scored on both the quality and affordability of its cultural offerings, with only the highest-scoring cities in each country making the long list. Time Out 's global network of cultural experts then voted on their favourite destinations.
The result is 20 of the most dynamic, exciting cultural hubs on the planet today, where experiencing art in all its forms is affordable and accessible. Here are the world’s 20 most culturally appealing cities:
1. Paris, France

5. Sydney, Australia
Sydney's diverse arts and culture scene is a big part of what makes it special. Australia's most populous city, along with Paris, was Time Out's most popular city, scoring 42 percent. They rated their city's cultural scene positively, highlighting events like the Sydney Film Festival, Mardi Gras and Sydney Fringe, along with the iconic Sydney Opera House.

6. Barcelona, Spain

8. Lisbon, Portugal
With a 72 percent score for quality and a 66 percent score for affordability, Lisbon's cultural scene is one to watch. The city is home to Portugal's largest concert venue at CCB, a massive international art collection at Gulbenkian, and a huge number of festivals and events, from traditional street parades like Festas dos Santos Populares to major music festivals like Nos Alive, held on the banks of the Algés River.

9. Hanoi
"The charm of modern, youthful Hanoi is that the past is never far away. In the Old Quarter, the Dong Kinh Co Nhac group breathes new life into ancient silk string instruments, while across the city at Hanoi Rock City, emerging local bands dominate packed dance floors. 100km south in the Mai Chau mountains, the 'rave in a cave' Equation Festival, now in its seventh year, is increasingly attracting international attention. Hanoi is the most affordable city for arts and culture on the list, with 82 percent of locals rating the Vietnamese capital highly for affordability. Take a walk on the weekend walking street – the most recommended of all the city’s cultural activities in Time Out’s survey – where the streets of the Old Quarter and around Hoan Kiem Lake are cleared of traffic to make way for street performances, traditional dance and live music

The city receives rave reviews for its food, beauty - and of course its great arts and culture scene.
