Vice Chairman of Hanoi People's Committee Vu Thu Ha has just signed and issued Official Dispatch No. 5487/UBND-KGVX dated October 8, 2025 on implementing tuition policy; exemption, reduction, support of tuition fees and other fees in the field of education and training for the 2025-2026 school year.
Accordingly, from the 2025-2026 school year, all preschool children, high school students, and students of general education programs in public educational institutions in the City will be exempt from tuition fees, according to the provisions of Decree No. 238/2025/ND-CP of the Government .

Synchronous and transparent implementation, no "overcharging"
The City People's Committee assigned the Department of Education and Training to preside over the implementation of specific contents, emphasizing the need to thoroughly disseminate to all public preschool and general education institutions the tuition exemption policy and tuition support policy in accordance with regulations.
The Department is also requested to coordinate with the Department of Finance, the Department of Justice and relevant units to urgently complete the draft Resolution of the City People's Council regulating tuition fees and State budget support for public institutions, and at the same time determine the tuition support level for students and children at private institutions according to the prescribed tuition fee framework.
The City People's Committee noted that the collection of service fees and educational support fees in public schools must be carried out publicly, transparently, and in accordance with the provisions of Articles 3 and 4 of Decree No. 238/2025/ND-CP. All collections must be agreed upon with parents and management agencies to avoid incorrect collection, over-collection, or "over-collection" at the beginning of the school year.
Educational institutions are required to publicly make commitments on training quality, quality assurance conditions and financial revenues and expenditures according to Circular No. 09/2024/TT-BGDDT; at the same time, manage and use funding in accordance with regulations in Circular No. 16/2018/TT-BGDDT and Circular No. 13/2025/TT-BGDDT of the Ministry of Education and Training.
Promoting digital transformation in solving tuition support policies
An important new point in this year's directive is that preschool children and primary school students do not need to apply for tuition exemption, reduction or support. Policy review and payment will be automated through electronic data mining from the National Population Database and specialized databases, to reduce administrative procedures, save time and create maximum convenience for people.
The People's Committees of districts, towns and cities are assigned the task of thoroughly grasping and supervising the implementation of tuition exemption policies at public educational institutions; at the same time, ensuring that tuition exemption, reduction and support policies are fully, promptly and properly implemented.
For vocational training institutions and Hanoi Capital University, the City People's Committee requires strict implementation of Decree No. 238/2025/ND-CP, especially reviewing tuition fees for the 2025-2026 school year not to exceed the ceiling prescribed in Articles 9 and 10 of the Decree.
The implementation of the tuition-free policy for public students from the 2025-2026 school year demonstrates the Party and State's major policy in ensuring fairness and access to education for all people, especially children and students in disadvantaged areas.
This policy not only contributes to reducing the financial burden on families, but is also an important step in the process of building a fair, quality, learner-centered education system - in line with the development orientation of the Capital in the new period.
