
There are many reasons for delays in compensation and site clearance (GPMB) such as: no land price, no landowner found, landowner has not agreed to the compensation price, complaints... In these cases, the major responsibility lies with the local government and a number of related sectors. In fact, the consequences of not having a site for the contractor to construct are affected in many aspects. First, the contractor has to bear many additional costs such as: renting a yard to gather materials, vehicles, personnel costs, bank loan interest... Even more serious is that if the disbursement of public investment capital is not achieved, the provincial leaders will be criticized by the Central Government, the term of use of the Central Government's capital will expire, losing confidence in the next projects and finally causing damage to the economy when the project is slow to be put into use. In the "picture" of many projects with land issues, the project to upgrade and expand Ba Ta - Tra Tan road is a bright spot because the project was supposed to be completed by the end of the year, but up to now, construction has reached 98% and is expected to finish before the contract deadline.
Mr. Le Hoai Phuong - Road Construction Commander said: The project to upgrade and expand Ba Ta - Tra Tan road has a route length of 15.1 km, roadbed width of 7.5 m, road surface width of 6.5 m (including reinforced curb). Road surface structure is asphalt concrete, earthen curb; Upgrading and expanding 1 reinforced concrete bridge, drainage system and traffic safety system. The project has a total investment of more than 102.1 billion VND, capital from the provincial budget. The construction unit is the Truong Long - Hoa Binh Joint Venture. The project started on January 11, 2024, expected to be completed by the end of 2025. To date, the project has completed about 98% of the contract volume, specifically: The road part has been completed with asphalt, the drainage system has been basically completed. Ba Ta bridge has also been completed. It is expected to complete the route about 1 month ahead of schedule.
The road was constructed on schedule thanks to the land, according to the People's Committee of Suoi Kiet commune, the road passing through the commune has a total land area to be recovered of 19.86 hectares/140 records including 136 households and 4 organizations. For 2 households arising from compensation work to expand Ba Ta - Tra Tan road, an area of about 23.8 m2 in the Ba Ta bridge area has completed land surveying, and the records have been handed over to the Tanh Linh Land Fund Development Board to continue implementing compensation and support procedures.

During the field inspection trip, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai highly appreciated the contractor's efforts to complete the construction on schedule. At the same time, he encouraged and directed the People's Committee of Suoi Kiet commune to quickly complete legal procedures and compensate people as soon as possible so that the project can be fully completed in terms of compensation, site clearance, and construction. The Ba Ta - Tra Tan route is considered an "inter-regional" connection route because it connects with DT 766, DT 720, National Highway 55, National Highway 1A and the expressway. Therefore, when completed, it will not only serve the largest rubber plantation area but also open up space for the development of industry in Tanh Linh, Suoi Kiet, and Tra Tan communes...
