Survey of wages at 3,400 enterprises to consider adjusting regional minimum wages in 2025

The salary survey was conducted in accordance with Decision No. 1225/QD-BLDTBXH on the 2024 survey on labor and wages in enterprises, which has just been issued by the Ministry of Labor, War Invalids and Social Affairs. The results of the survey will serve the management and publication of average wages in the labor market for businesses and employees to refer to as a basis for salary negotiations.

Accordingly, the Ministry of Labor, War Invalids and Social Affairs will conduct an investigation into the situation of enterprises adjusting wages when the State adjusts the latest regional minimum wage; the impact on business costs; and the level of compliance of enterprises.

Average salary, overtime pay, salary structure, lowest salary of employees in different types of enterprises in 2023 and 2024.

According to the plan, the survey will be conducted at 3,400 enterprises in 18 provinces and cities representing 8 economic regions of the country with a large number of enterprises and developed labor markets.

Specifically including: Red River Delta (Hanoi City, Hai Phong City, Hai Duong Province, Bac Ninh Province and Vinh Phuc Province); Northeast (Quang Ninh); Northwest (Hoa Binh); North Central (Thanh Hoa, Nghe An); South Central Coast (Da Nang City, Khanh Hoa); Central Highlands (Dak Lak); Southeast (Ho Chi Minh City, Dong Nai, Binh Duong, Ba Ria - Vung Tau) and Mekong Delta ( Long An , Can Tho City).

According to the provisions of the Labor Code, the minimum wage is the lowest wage paid to workers doing the simplest work under normal working conditions, to ensure the minimum living standard of workers and their families, in accordance with socio-economic development conditions.

This minimum wage is determined by region and announced by the Government based on the recommendations of the National Wage Council.

Every year the National Wage Council meets to advise the Government on appropriate minimum wage adjustments to ensure a minimum standard of living for workers.

Most recently, the National Wage Council advised the Government to issue Decree 74/2024. Accordingly, from July 1, the regional minimum wage will increase by an average of 6% compared to the 2023 level.

According to the Decree, the specific regional minimum wage currently applied is: Region I is 4.96 million VND/month; Region II is 4.41 million VND/month; Region III is 3.86 million VND/month; Region IV is 3.45 million VND/month. The purpose of this survey is to collect information on the production and business situation of enterprises as a basis for adjusting the regional minimum wage in 2025; To serve the management work, periodically announce the average wage level in the labor market for enterprises and employees to refer to in negotiating wages.
