Lam Dong province proposed to amend Decree No. 29/2024/ND-CP, including supplementing standards for leadership and management positions at the commune level; amending Decree No. 150/2025/ND-CP to increase the number of specialized departments at the commune level, increase the number of Vice Chairmen of the People's Committee at the commune level, and deputy heads of specialized departments according to population size.
After the arrangement, the government apparatus has stabilized.
On October 9, 2025, Comrade Pham Thi Thanh Tra, Member of the Party Central Committee, Minister of Home Affairs and the working delegation of the Ministry of Home Affairs worked with Lam Dong province to review the implementation of the 2-level local government model in the province.
Attending the meeting were leaders of the Department of Home Affairs, Department of Agriculture and Environment, along with leaders of specialized departments and offices and representatives of the People's Committees of 10 communes (including Don Duong, Ka Do, Quang Lap, D'ran, Hiep Thanh, Duc Trong, Tan Hoi, Ninh Gia, Ta Hine, Ta Nang).
Reporting to the Minister of Home Affairs and the working delegation, the leaders of the Department of Home Affairs of Lam Dong province outlined the implementation of the 2-level local government model of the province after merging with Binh Thuan and Dak Nong provinces (according to Resolution No. 202/2025/QH15 of the National Assembly).
Accordingly, Lam Dong province currently has 124 communes, wards and special zones. Up to now, 10/10 communes in Duc Trong - Don Duong area in particular and commune-level units in the whole province in general have completed the establishment of specialized agencies including: Office of People's Council and People's Committee, Department of Culture - Society, Department of Economy, Center for Public Administration Services.
Basically, the government apparatus has been stable, meeting the requirements of state management tasks and handling administrative procedures for the people.
The civil servants are responsible, enthusiastic and receive timely support from departments and branches. Facilities and working equipment are fully arranged; many communes have been assigned cars to serve the work.
In the process of implementing the two-level local government model, a number of communes, wards and special zones in the province have had creative and practical solutions and approaches, contributing to improving operational efficiency.
Commune level overloaded, lack of deputy level in densely populated areas
However, the process of operating the new government model also revealed difficulties and problems, focusing mainly on staffing and job positions.
Specifically, the commune level is currently undertaking up to 1,065 tasks transferred from the district level. Meanwhile, each commune has only two specialized departments, but must simultaneously be under the management and professional direction of 05-06 provincial departments and branches. This leads to a situation of overload in terms of workload, especially in the work of synthesis, reporting and statistics.
Besides, the total number of commune-level officials and civil servants of Lam Dong province is 663 people short of the assigned staff in 2025.
For localities with large populations (over 60,000 people, such as Duc Trong commune), the regulation that one Vice Chairman at the commune level is also the Director of the Public Administration Service Center is leading to a shortage of deputies to advise and assist the Chairman of the People's Committee (PC) in managing other important areas, especially socio-economics.

Proposal to increase the number of specialized departments at the commune level
In order to ensure smooth, effective and efficient operation of the two-level local government, at the Conference, delegates made many proposals and recommendations to the Minister of Home Affairs and the Government such as:
- Timely resolve difficulties in payment of benefits for those who quit their jobs according to Decree No. 178/2024/ND-CP;
- Advise the Government to amend Decree No. 29/2024/ND-CP stipulating standards for leadership and management positions in state administrative agencies. Including adding standards for leadership and management positions at the commune level.
- Review and submit to the Government amendments to Decree No. 150/2025/ND-CP to increase the number of specialized departments at the commune level and increase the number of Vice Chairmen of the People's Committee at the commune level and deputy heads of specialized departments according to population size;
-Soon advise the Government to issue a Decree on job positions and have orientations for staff allocation in 2026 and the period 2026 - 2031;
There is a support policy for agricultural officials when transferred to the commune level.
- Consider and allow the transfer of technical staff (belonging to stations of the Department of Agriculture and Environment) to civil servant staff to serve local work;
- There are additional support policies (regimes, public housing) for agricultural officials when transferred to the commune level, and at the same time, review the professional qualifications of civil servants at the commune level to arrange suitable personnel, avoiding the situation of working in the wrong field of training;...
In her concluding remarks at the meeting, Minister of Home Affairs Pham Thi Thanh Tra acknowledged the achievements, especially the shortcomings in the practical implementation of the new model.
At the same time, the Minister of Home Affairs discussed and clarified recommendations and proposals of Lam Dong province, especially at the commune level, to continue perfecting and operating the two-level local government model smoothly and effectively./.
