At the meeting, the local government reported on the achievements and pointed out difficulties and problems in the process of implementing two-level local government.
According to the report, after merging the two administrative units, Duc Trong commune has a population of more than 85,000 people; of which, nearly 32,000 are ethnic minorities, living in 49 villages.
From July 1 to September 10, 2025, the commune's One-Stop-Shop received 4,601 applications; of which, 99.17% were submitted online. The rate of on-time application processing reached 98.9%, demonstrating outstanding efficiency in applying digital technology to serve the people.

Besides the achieved results, Duc Trong Commune People's Committee also faced many difficulties such as: Inexperienced staff; increased workload, leading to work quality and progress sometimes not meeting requirements.
Notably, in the initial phase of conversion, the commune recorded 35 overdue records due to many reasons, including an unstable information technology system and especially pressure from the sudden increase in the number of household registration records.

Faced with difficulties and obstacles, the leaders of Duc Trong commune requested the Ministry of Home Affairs to organize specialized training courses to guide localities on how to calculate scores, evaluate and improve criteria in the Index for serving people and businesses.
Comrade Pham Duc Toan, Deputy Head of the Central Emulation and Commendation Committee (Ministry of Home Affairs) acknowledged the opinions and proposals of the commune; at the same time, explained and clarified some contents within its authority. Other opinions will be compiled and reported by the working group to find timely solutions, creating favorable conditions for Duc Trong commune in implementing the activities of the two-level local government.
