Implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the Central Executive Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient; conclusions of the Politburo and Secretariat; closely following the direction of the Government and the Ministry of Finance , Petrolimex is a pioneer in implementing the reorganization and streamlining of the apparatus from the Group's Executive Board to member companies.

In order to meet the requirements of improving the capacity of Leadership, direction, operation and management of the Group's production and business activities at present and in the coming period. The organizational and administrative model of the Group's Executive Block is arranged based on the principle of inheriting and promoting the advantages of the current organizational model, merging departments with similar or related functions, and supporting impacts to improve efficiency in consulting work. Dissolving and establishing new Departments and Divisions, arranging and assigning officers and workers to each position based on work efficiency and in accordance with the capacity of each person so that the Group's production and business activities can take place normally and effectively during and after restructuring. At the same time, the restructuring ensures unity and consistency in organization, management, direction and operation; meeting the requirements of streamlining, improving the efficiency and effectiveness of the Group's operations in the direction of "Slim - Lean - Strong", in sync with the streamlining of member units.
Petrolimex Tay Ninh One Member Co., Ltd. is the predecessor of Long An Petroleum Company and Tay Ninh Petroleum Company.
Notably, early identification of challenges affecting the Group's units when the State reorganizes provincial-level administrative units according to Resolution No. 202/2025/QH15. The Group has proactively implemented the organization, arrangement, and reduction of the Group's affiliated units in accordance with the two-level local government, through choosing the form of consolidation so that each province and city has only 01 petroleum business unit.
Petrolimex Bac Ninh One Member Co., Ltd. is the predecessor of Ha Bac Petroleum Company and Bac Ninh Petroleum Company.
In particular, the petrol stations in the old province/city selected as the administrative center of the new province will be directly managed by the new Company. For petrol stations in the old province that are not the administrative center of the new province, based on the actual situation, the formation of affiliated branches will be studied. After the arrangement and streamlining, from October 1, 2025, the Group will have 34 petrol stations in 34 provinces/cities, a reduction of 17 companies. The arrangement is supported by the functional agencies of the province/city, so it will not affect business operations; it will not affect the implementation of the production and business plan for 2025 and the following years. The new organizational model has officially been operating smoothly since October 1, 2025.
Petrol Station No. 56 of Petrolimex Bac Ninh Company Limited will operate normally after October 1, 2025.

Assessing the task of restructuring the organizational apparatus of the Group's Executive Board and rearranging the affiliated units, Deputy Secretary of the Party Committee and General Director of Petrolimex Luu Van Tuyen said: The organization and rearrangement plan implemented by the Group is based on the policies and orientations of the Party and State on streamlining the apparatus for effective and efficient operation; the Group's restructuring project for the period 2021 - 2025, vision 2035; the Group's development strategy to 2030, vision 2035; the results of merging provinces and centrally-run cities; and the orientation of applying science and technology, innovation, supporting the management and operation of the Group and the organizational experience of energy corporations in the world.
The restructuring of the Group's Executive Board and the arrangement of its affiliated units were carried out methodically and carefully; ensuring the absolute leadership of the Party and the role of the leader in organizing and arranging; strictly complying with legal regulations, simplifying procedures, implementing quickly and having inheritance.
The Group's leaders aim for a new organizational model that can quickly adapt to market fluctuations, increase scale and maintain competitiveness in order to improve management quality and increase efficiency. The reorganization process is carried out in a transparent and fair manner, ensuring the rights of all parties involved, especially employees.
