In order to strengthen connection and exchange to find solutions to deal with non-traditional security threats at sea in the Southeast Asia - South Pacific region , within the framework of the 16th International Scientific Conference on the East Sea, on the afternoon of October 22, in Quang Ninh , the Diplomatic Academy organized a side event: "Southeast Asia Dialogue: Solidarity in Action to Respond to Natural Disasters".
The event was attended by Vietnamese and international Ambassadors, diplomats, Southeast Asian and Vietnamese scholars. Dr. Nguyen Hung Son, Deputy Director of the Diplomatic Academy chaired the event.
At the event, delegates said that many countries in the Southeast Asian region are facing challenges related to natural disaster risks such as storms, floods, forest fires, droughts... which are diverse and unpredictable, with consequences that are increasingly difficult to control.
Delegates shared lessons learned from super typhoon Yagi in the East Sea, which severely affected many countries, including the Philippines, China, Laos, Myanmar, Thailand and Vietnam.
The terrible consequences of Typhoon Yagi pose challenges in disaster response, and at the same time show the urgency of strengthening international cooperation in responding to natural disasters, catastrophes as well as post-disaster recovery.
Southeast Asia is considered a region heavily affected by climate change and is forecast to face increasing frequency and intensity of natural disasters. Therefore, it is clear that disaster risk management is a cooperation area that needs to receive more attention from ASEAN.

Delegates agreed that ASEAN needs to strengthen cooperation mechanisms to respond to natural disaster risks. Currently, ASEAN has the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre), the ASEAN Committee on Disaster Management (ACDM), meetings of ACDM + China, ACDM + Japan, ACDM + Korea, ASEAN Forum on Disaster Resilience, etc.
Many Vietnamese delegates emphasized that Vietnam is ready to cooperate with countries in disaster management and is ready to send rescue forces to other countries.
This effort was implemented when Vietnam sent rescue forces to Türkiye when it suffered a historic earthquake in February 2023. Delegates highlighted the factor of building trust in cooperation to prevent natural disasters and respond effectively to transnational disasters.
The cooperation between Vietnam and China in the face of the recent challenge of Typhoon Yagi is also one of the successful lessons in international coordination in the face of natural disasters.
Within the framework of the event, delegates mentioned issues such as the role of technology in early warning of natural disasters, raising awareness of natural disaster risks, the role of a united and united ASEAN in promoting common cooperation, building a strong ASEAN Community, and sustainable development...
