Devote all efforts to protecting people's lives and property
On the night of September 29, the river water rose up, the waves crashed against the Dao River dike (Thanh Vinh ward, Nghe An province). Each streak of water overflowing the dike made everyone hold their breath, because just one mistake could threaten the safety of thousands of households inside. It was pitch black, the barracks as well as the families of officers and soldiers of the Regional Defense Command (PTKV) 1-Van An, Nghe An Provincial Military Command were still in disarray and had not been cleaned up yet, but they still put aside their personal matters and immediately set out to protect the dike. The headlights of trucks lit up a section of the dike. Hundreds of officers and soldiers, along with the militia and self-defense forces and local people, wearing raincoats, braved the rain and wind, urgently transported soil, rocks, sand and gravel, tightly held each sandbag, and inserted each bamboo stake into the vulnerable spot. Present at the scene, Colonel Nguyen Tien Luong, Commander of PTKV 1-Van An Command, spoke firmly amid the sound of wind and rain: "The Dao River dike is a shield protecting thousands of households. We determined that the most urgent task is to devote all our efforts, determined not to let any incidents happen."

Storm No. 10 with prolonged heavy rains has submerged the northwestern areas of Nghe An province. The normally gentle streams and rivers suddenly turned into raging floods, threatening the lives and properties of the people. In Nghia Loc commune, the river water rose rapidly, Khe Sai 1 hamlet was completely isolated, 6 households were stuck in a dangerous situation. Upon receiving the news, the Commune Military Command, along with the local militia and police, immediately arrived, urgently bringing each household and their properties to safe high ground. Their feet were submerged in cold floodwater, their shoulders were soaked, but on the faces of the soldiers, they were determined to keep the people safe. In Tay Hieu ward, the river water rose, flooding the blocks of Tay Ho 1, Quang Vinh, Quang Trung, causing flooding of many houses and properties. The Ward Military Command mobilized 30 militia soldiers to cross deep water, knock on each door, help each elderly person, carry children, and transport belongings to high ground.
In particular, in Nghia Mai commune, floodwaters rose to record levels, threatening hundreds of households. Mr. Dau Van Hoe's family, a large livestock farmer in the commune, faced the risk of losing everything when nearly 500 pigs weighing 90kg or more could be swept away at any time. Comrade Nguyen Trong Anh, Commander of the Nghia Mai Commune Military Command, recalled: "On the night of September 29 and early morning of September 30, more than 30 militia soldiers were in the acacia forest, the water was rising and cold, facing snakes and centipedes, lurking dangers, but no one flinched. By all means, we had to save the pigs, save the people's great assets."
Mr. Dau Van Hoe choked up as he shared: “To build a livestock farm, our family invested more than 10 billion VND, most of which was bank loans. When the water rose, my whole family could only cry out, thinking that everything was lost. When the militia and police waded through the water, used rafts and ropes to pull each animal out of the pen, I stood there and cried. Without them, my family would have been left with nothing. I will never forget this kindness.”

Urgently overcome the consequences after the storm
On September 30, when the weather was relatively stable, the Ha Tinh Provincial Armed Forces mobilized the maximum number of troops, quickly moved to key areas, focused on helping people stabilize their lives soon, restore production, and work with schools to bring students back to school soon. The Provincial Armed Forces divided into many units, in many directions, spreading to difficult areas to help people stabilize their lives soon.
Colonel Nguyen Tu Tai, Deputy Commander of the Military Command of Ha Tinh Province, said: “After the storm, we identified the urgent task, first of all, to help schools repair damage to ensure students can return to class as soon as possible. At the same time, the provincial military focused on supporting the repair of houses, medical facilities, public works, traffic clearance, environmental sanitation, disease prevention and control, and ensuring people's lives.”

At Loc Ha Kindergarten, Loc Ha Commune, Ha Tinh Province, the storm blew off the roofs of many classrooms, and trees were scattered all over the school yard. Nearly 50 officers and soldiers of Regiment 841 and Cua Sot Border Guard Station focused on cleaning up, repairing facilities, cutting and transporting fallen trees. Storm No. 10 caused heavy damage to the school, with the entire row of grade 4 classrooms having their roofs blown off, and the playground and school supplies damaged. Ms. Tran Thi Thuy, the school's principal, emotionally shared: “In the most difficult times, the soldiers were present in a timely manner. What made us extremely admire was not only their enthusiasm and daring spirit, but also their method of organizing, commanding, and assigning work very closely, scientifically, and effectively. Each group of soldiers worked in harmony, some cleaning, some collecting, some repairing... in just a short time, the messy scene was cleared up. That help not only contributed to overcoming the immediate damage but also gave the school community more confidence and determination to soon stabilize teaching and welcome the children back to school. On behalf of the teachers and parents, I would like to express my deep gratitude and always remember the soldiers' feelings and responsibility towards the school and the children.”
The Quang Tri Provincial Civil Defense Command has established a forward command post to direct and carry out search and rescue missions for ships and crew members missing due to storm No. 10. The forward command post is under the direction of the Department of Search and Rescue (General Staff of the Vietnam People's Army) and the Command of Military Region 4, Quang Tri Provincial People's Committee. Comrade Hoang Nam, Permanent Vice Chairman of the Provincial People's Committee, Permanent Deputy Head of the Quang Tri Provincial Civil Defense Command, was assigned the general command task. Units and localities, including: Provincial Military Command, Provincial Police, Provincial Border Guard Command, Department of Agriculture and Environment, Department of Health, Bac Trach Commune, Bac Gianh Ward, Cua Viet Commune, Nam Cua Viet Commune sent forces to ensure the operation of the forward command post. The main forward command post is located at Border Guard Squadron 1 (Thanh Khe village, Bac Trach commune); The light command post is located at Border Guard Squadron 2 (Pho Hoi village, Nam Cua Viet commune).
In recent days, forces, vehicles, and on-site logistics facilities have been mobilized to the maximum to serve the rescue work. In particular, the forces and means for searching at sea use 2 ships of the Standing Militia Squadron (40 comrades); 2 squadrons of the Border Guard Command (including 6 ships and boats with 44 officers and soldiers). In addition, the Maritime Search and Rescue Coordination Center of Region 2 has mobilized the SAR 631 ship and 17 crew members to coordinate the search at sea. Along with that, localities and units have mobilized hundreds of officers and soldiers of the regular army, border guards, police and mobile militia along with many vehicles to participate in the search along the shore. The scope of search and rescue is deployed in the area of Gianh Port and Cua Viet Port, the sea, coastal communes, and Con Co special zone.

According to statistics, in Quang Tri province, 6 houses collapsed, 3,284 houses had their roofs blown off by storm No. 10; of which Phu Trach commune suffered the most damage with more than 2,150 houses having their roofs blown off or damaged. After the storm passed, the PTKV 1-Dong Le Command (Quang Tri Provincial Military Command) mobilized nearly 100 officers and employees of the unit and the Dao La Mixed Platoon along with the Phu Trach commune militia force to promptly help families and schools in the area. Comrade Tuong Ba Giai, Commander of Phu Trach Commune Military Command, informed: The local Party Committee and government have mobilized 3 mobile militia platoons and 78 local militia soldiers to overcome the damage. However, the consequences of storm No. 10 were very severe, with a wide range of influence, so the brothers had to work hard in the past two days. Up to now, we have basically collected fallen trees, ensuring smooth traffic on the roads; Overcoming the consequences at schools; re-roofing houses for about 40% of households; repairing and fixing damaged seafood cages. It is expected that in the next 3 days, we will complete the work of overcoming the consequences of natural disasters, helping people stabilize their lives."
Thanh Hoa Military Forces - a solid support in the midst of the flood On the morning of September 30, Comrade Tran Cam Tu, Politburo member and Standing member of the Secretariat, visited and encouraged the Party Committee, government and people of Thanh Hoa province. He praised the efforts and urgent participation of the political system. The Standing member of the Secretariat requested Thanh Hoa province to give the highest priority to ensuring people's lives, stabilizing and caring for their lives, along with timely support for necessities. In particular, he emphasized that there must be absolutely no shortage of schools, classes, or medical examination and treatment facilities. On this occasion, Comrade Tran Cam Tu presented support from the Party and State leaders; the Central Committee of the Vietnam Fatherland Front also presented 500 million VND to support the locality. This timely direction, material and spiritual support has added great strength to Thanh Hoa. In Nong Cong commune - the flood epicenter with more than 3,000 households isolated by water rising up to 2m, soldiers urgently used motorboats and rowing boats to approach the isolated areas. Officers and staff of the Defense Command of Region 5 - Tinh Gia worked at full capacity, supplying necessities in the afternoon and transporting the elderly and children to evacuation areas in the afternoon. Thousands of necessities (instant noodles, dry food, life jackets, clean water) were distributed by soldiers to the people. The image of soldiers handing out life jackets brought peace of mind to the people. On the direction of the Defense Command of Area 2 - Ha Trung, the unit urgently lowered 2 motorboats to supply isolated households in Binh Lam village, Ha Trung commune. The unit also stayed up all night to protect the Hoat river dike and continued to participate in reinforcing the Buoi river dike at Cong Ba Nua. Immediately after the tornado damaged the school system in the two communes of Hoang Phu and Hoang Giang, the Defense Command of Area 2 - Ha Trung immediately started to repair, clear fallen trees, clean classrooms, and ensure safety to be ready to welcome students back to school. |
