The Standing Secretariat requested Thanh Hoa province to give top priority to ensuring people's lives, stabilizing and caring for their lives. He emphasized the need to provide timely and adequate support for essential necessities such as food, medicine, drinking water, along with support for housing repairs, environmental sanitation, and absolutely not to let there be a shortage of schools, classes, or medical facilities.

The Central Committee of the Vietnam Fatherland Front also presented 500 million VND from the Central Relief Fund to support the locality. The timely direction, material and spiritual support from the Central Government has added great strength, helping Thanh Hoa to quickly overcome difficulties, quickly stabilize life and restore production after the storm and flood.
With the spirit of “human life comes first and foremost” and the motto “wherever there is difficulty and danger, there are soldiers”, immediately after the storm subsided, the Thanh Hoa Provincial Military immediately took action. In Nong Cong commune - one of the most severely flooded areas with more than 3,000 households isolated by floodwaters rising up to 2 meters, the government, military and police forces urgently used motorboats and rowing boats to approach the isolated areas.
Colonel Le Van Khanh, Political Commissar of the Defense Command of Region 5 - Tinh Gia, who directly commanded the troops at the scene, said: We have mobilized the maximum force to be on duty continuously at Nong Cong, organizing rescue and supplying necessities to the people. Thousands of essential supplies such as instant noodles, dry food, bread, drinking water, medicine, clean water and life jackets were transferred by soldiers to boats and distributed to each household. The elderly and children were urgently evacuated from the danger zone to a safe place by the authorities.
Mr. Nguyen Van Ha (65 years old, Nong Cong commune) received a life jacket and other necessities from the soldiers. As soon as he put on the jacket, he breathed a sigh of relief: "With food and drink, and life jackets like this, people feel much more secure. The water is up to our chests, and we have to travel around the village by boat. Without the rescue force, we don't know where to turn."

The tornado in the early morning of September 29 left hundreds of households in the two communes of Hoang Phu and Hoang Giang living in the open air, with schools at all levels in disarray with uprooted trees, collapsed fences, roofs, and ruins. Immediately after receiving the request from the locality, officers and staff of the CHPT Board of Area 2 - Ha Trung started to work to fix the problem, clean up fallen trees, collect garbage, clean classrooms and equipment, and ensure a clean and safe environment to be ready to welcome students back to school.
In the midst of hardship, the officers and soldiers of the Thanh Hoa Provincial Armed Forces, with the spirit of "human life is above all" and the motto "wherever there is difficulty and danger, there are soldiers".
