On the morning of October 5, at the Government Headquarters, Prime Minister Pham Minh Chinh - Chairman of the Central Emulation and Reward Council chaired the launching ceremony of emulation to achieve achievements in celebration of the 14th National Congress of the Party, accelerating and breaking through to successfully complete the goals and tasks of the Resolution of the 13th National Party Congress.

Also attending were Deputy Prime Ministers ; leaders of ministries, departments, branches and central agencies. The program was broadcast live to 34 provinces and cities across the country.

Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized that in the proud and sacred atmosphere, our country joyfully celebrates major holidays and the spirit of organizing party congresses at all levels, today, we are happy to organize the launching ceremony of emulation to achieve achievements in celebration of the 14th National Party Congress; speed up and make a breakthrough to complete the goals and tasks of the Resolution of the 13th National Party Congress.

The Prime Minister pointed out that over the past 77 years, since President Ho Chi Minh issued the Call for Patriotic Emulation (June 11, 1948), the spirit of emulation and patriotism has become a source of strength, strongly arousing patriotism and the will for self-reliance and self-strengthening of our entire Party, people and army.

Emulation movements throughout historical periods have become a great endogenous strength, helping the country overcome countless difficulties and achieve glorious victories. Currently, all levels, sectors and localities are making every effort to successfully implement the goals and targets set out in the Resolution of the 13th National Party Congress. Recently, under the leadership of the Central Committee, the Politburo, the Secretariat, headed by General Secretary To Lam, we have resolutely implemented historic decisions, creating momentum, strength, position and confidence to bring the country into a new era.

Once again, the spirit of “Competition is patriotism, patriotism requires competition” continues to be strongly promoted. With the participation of the entire political system, the consensus and agreement of the majority of people and the business community, we have successfully implemented the revolution of “rearranging the country”, operating a two-level local government, making timely decisions to “turn the situation around, change the state”, maintaining political stability and achieving very positive and comprehensive results in socio-economic development.

There have been miracles created from recently launched emulation movements such as: The movement to eliminate temporary and dilapidated houses finished 5 years and 4 months early; completion of the 500 kV line 3, Quang Trach - Pho Noi and deployment of the 500 kV line, Lao Cai - Vinh Yen in a record short time; 500 days and nights to complete 3,000 km of expressway...

The Prime Minister stated that the 14th National Party Congress is a major political event, deciding the country's development guidelines and goals in the new era. Therefore, this peak emulation period is the final stage for us to accelerate, break through, and strive to successfully complete the goals and tasks set out in the Resolution of the 13th National Party Congress, with the spirit of "high determination, drastic and effective action": This emulation period is the connecting thread between implementing the goals of the 13th National Party Congress and welcoming the 14th National Party Congress, creating momentum, strength, and position for the country to enter a new era - the era of the nation's rise to develop civilization, wealth, prosperity, and happiness.

Highly determined to turn this emulation movement into a vibrant, widespread political activity so that "everyone as one" can agree and successfully implement strategic goals. Take drastic actions to turn political determination into concrete products; quantifiable to turn assigned goals, targets, and tasks into practical results. Practical effectiveness is the final destination of the emulation movement - that is the victorious results, the "sweet fruit" that all people can enjoy, the prosperous development of the country; the material and spiritual life of the people is raised day by day. Every action, every movement must ensure "3 no's": no superficial formality, no talking without doing, no doing without effectiveness.

In order for "the entire people to be united, compete in action, successfully carry out tasks, and move towards the success of the 14th National Party Congress", the Prime Minister suggested:

At all levels, sectors, and localities, each cadre, party member, civil servant, and public employee, especially the leader, must be a typical "nucleus", competing to "innovate thinking, be determined to act, be creative together, be exemplary leaders, wholeheartedly contribute, create development, and serve the people".

The business community, entrepreneurs, and workers must be the center and subject, enthusiastically competing and working hard, creating day and night, enjoying the results, sharing joy, and actively contributing to building an independent, self-reliant, deeply integrated, substantial, and effective economy.

People of all walks of life continue to uphold patriotism, the desire to contribute, unite, have absolute trust in the Party's leadership, strive to compete in production and labor, maintain security, social order and protect the environment, and defend the independence and freedom of the Fatherland.

The Vietnam Fatherland Front and socio-political organizations continue to promote their role in mobilizing the participation and response of all classes of people; promote the spirit of "Three Readies", "Three Responsibilities", "Three Firsts", "Five Volunteers", "Sea Waves", "Great Wind", "Northern Ly Drum"... in the new era.

The press and media agencies actively and proactively compete in communication, create motivation, inspire, spread trust, replicate typical advanced examples, good practices, innovative and effective models, contributing to making the movement a widespread trend in the community, bringing practical and effective benefits to the people.

The Prime Minister expressed his hope and belief that the peak emulation period will spread a vibrant competitive atmosphere, arouse the spirit of solidarity, strong development aspirations of the entire nation, passionate patriotism, unlimited creativity of each collective and individual, and unite to successfully complete the strategic goals of our country.

With the spirit of "Everyone competes/Industries compete/Every day competes", the Prime Minister wishes each individual to be a pioneering emulation soldier on all fronts; wishes the emulation movement to gain many great victories, create new miracles, and bring the country firmly into an era of rich, prosperous, civilized and happy development.

On behalf of the Central Emulation and Reward Council, the Prime Minister respectfully announced the launch of an emulation campaign to achieve achievements in celebration of the 14th National Party Congress; speed up and make a breakthrough in completing the goals and tasks of the Resolution of the 13th National Party Congress.

At the ceremony, responding to the call of the Prime Minister, Chairman of the Central Emulation and Commendation Council, the Central Committee of the Vietnam Fatherland Front pledged:

Firstly, closely coordinate with the Government, central ministries, branches, organizations, and provinces and cities nationwide to effectively implement the five key tasks that the Prime Minister directed at today's launching ceremony.

Second, widely organize patriotic emulation movements and campaigns to reach all classes of people, ethnic groups, religions, and overseas Vietnamese to promote the spirit of creative emulation, mobilize all social resources to create strength to contribute to the successful implementation of socio-economic development goals and tasks, ensure national defense and security, and build a clean and strong political system.

Strongly promote the achievements of emulation movements and campaigns that have been deployed such as: "All people unite to build new rural areas and civilized urban areas", "Vietnamese people prioritize using Vietnamese goods", "The whole country joins hands for the poor - leaving no one behind", "Unite creativity, improve productivity, quality, efficiency, international integration"..., at the same time, focus on and focus on emulation movements and campaigns such as: "Digital literacy movement", gradually forming digital citizens, building a digital society; campaign to build schools for students in border communes...", the deployment of emulation movements and campaigns must ensure the motto "6 clear: clear people, clear work, clear time, clear responsibility, clear authority, clear products", continue to focus on the grassroots, arouse the spirit of emulation in each community, each clan, each family, so that emulation truly becomes a revolutionary action movement of the people. People. The Fatherland Front and its member organizations play a core role in mobilizing society to implement social security policies for the people. In the immediate future, promptly mobilize the whole society to care for and support people in localities that have just suffered damage caused by storm No. 10 to soon stabilize their lives.

Third, the Fatherland Front and socio-political organizations strongly promote their core political role in participating in Party building, State building, and people's foreign affairs activities; organize and create forums for Party members, union members, and association members to actively contribute ideas to documents and action programs to implement resolutions of Party Congresses at all levels; participate in organizing and implementing tasks and solutions to successfully complete socio-economic development goals, contributing to realizing the aspiration to develop a rich and prosperous country in the new era.

Fourth, strongly promote the role of the Vietnam Fatherland Front in practicing democracy and promoting people's democratic rights in social life. Well perform the function of social supervision and criticism, focusing first of all on issues directly related to the legitimate rights and interests of the people in the implementation of programs, projects and socio-economic development plans in localities, especially supervising the operation of the government apparatus according to the 2-level local government model; supervising the implementation of Party regulations and State laws on preventing corruption, waste and negativity. Promote people's mastery, especially practicing democracy at the grassroots level through the work of introducing and consulting on the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, ensuring compliance with the provisions of law.

Fifth, promote propaganda work combining mass media with individual mobilization, promptly reflect and replicate innovative models or creative ways of doing things; good examples of good people and good deeds among the people and party members. Timely encourage, commend and reward to create motivation and strong influence in society.
