These projects clearly demonstrate the province's determination to concretize the industrial space development planning, aiming to form a modern industrial - urban - service chain, while creating a breakthrough in infrastructure to strongly attract investment capital for the 2025-2030 period.
Completed inventory and approved compensation plan.
Long Thanh Airport, together with Phuoc An Port and the urban areas of Tran Bien, Long Thanh, and Nhon Trach, are identified as four driving forces for socio -economic development according to the Resolution of the 1st Provincial Party Congress, term 2025-2030. In particular, industry is the key sector, creating the foundation for the formation of a modern industrial - logistics - service center of the province as well as the Southeast region.
Based on the provincial planning and local proposals, the Prime Minister approved the investment policy and at the same time approved investors to implement 3 industrial park projects, including: Long Duc 3, area of over 244 hectares; Bau Can - Tan Hiep (phase 1) area of 1,000 hectares and Xuan Que - Song Nhan (phase 1) 1,000 hectares.
Mr. Chu Tien Dung, Deputy Director of the Provincial Land Fund Development Center, said: Up to now, the industrial parks have completed the inventory of 100% of the rubber land area. The land used by households is basically complete, except for Bau Can - Tan Hiep Industrial Park, where about 10% of the land used by households has not been inventoried.
The work of approving compensation and support plans at Xuan Que - Song Nhan Industrial Park and Long Duc 3 Industrial Park has been implemented; for Bau Can - Tan Hiep Industrial Park, Phuoc Thai and Long Phuoc communes have held Compensation Council meetings, appraised the plans and are waiting for approval.
“The center has completed the inventory, but cannot yet apply the price and make a compensation plan because there is no specific land price to calculate the compensation. Localities need to quickly determine the specific land price so that the center has a basis to make a plan and publicly post it according to regulations,” Mr. Dung suggested.
In Xuan Que commune, Mr. Le Van Binh, Chairman of the Commune People's Committee informed: Xuan Que - Song Nhan Industrial Park Project reclaimed 321 plots of land, including 233 rubber plots, 74 household plots and the rest is public land. The locality has completed measuring, counting and confirming the land origin for rubber land; the remaining households are completing their documents. Also according to Mr. Binh, at the end of September, the commune held a meeting to approve the compensation, support and resettlement plan for Dong Nai Rubber Corporation Limited Company (Dong Nai Rubber Company). The company representative agreed with the policy, but proposed to consider additional compensation for assets on the land, investment costs on the remaining land and support for basic construction of the garden.
Comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said: Recently, the Provincial People's Committee has organized 3 meetings to resolve problems related to compensation work and prepare documents to start construction of technical infrastructure for 3 industrial parks. According to reports from departments, branches and localities, many tasks have progressed and achieved results. That is, 100% of the organization's land area has been counted, 2/3 of the compensation plan for the organization has been approved.
Construction started simultaneously on December 19
According to the Chairman of the Provincial People's Committee, there are still some tasks that departments, branches and localities are slow to complete according to the province's requirements. Specifically, the communes of Xuan Que, Phuoc Thai and Long Phuoc have not yet determined specific land prices to calculate compensation for households. The Departments of Finance, Agriculture and Environment, Industry and Trade and the Management Board of Industrial Parks and Economic Zones of Dong Nai need to be more proactive to ensure the progress of the groundbreaking on December 19, 2025.
The Provincial People's Committee assigned the Provincial Land Fund Development Center to direct the Long Thanh branch to handle and support the remaining land investment costs for Dong Nai Rubber Company according to regulations. After the communes approved the plan to supplement the land investment costs, the Provincial Land Fund Development Center organized the payment of additional compensation. The Vietnam Rubber Industry Group directed Dong Nai Rubber Company to receive the money, liquidate the rubber trees and hand over the site on schedule.
For industrial park investors, the Provincial People's Committee requires reviewing the project implementation progress, reporting on the priority areas for handing over the ground for the groundbreaking ceremony to Dong Nai Rubber Company to organize the tree liquidation first. At the same time, proactively coordinate with the rubber industry in urging the liquidation of tree gardens according to regulations.
For the People's Committees of the communes: Xuan Que, Phuoc Thai, Long Phuoc urgently coordinate with the construction consulting unit, submit for approval specific land prices as a basis for compensation payment to households; at the same time, urgently confirm the origin of land, houses, and assets on land in October 2025, as a basis for establishing and approving compensation, support, and resettlement plans.
The Chairman of the Provincial People's Committee assigned relevant departments and branches to actively support project investors in handling arising problems to ensure that the project has sufficient land and legal procedures to start construction as planned. Review and report on investment in connecting roads; ensure synchronization of electricity and water infrastructure when the industrial parks come into operation.
“The simultaneous commencement of 3 industrial parks at the end of this year is of great significance in attracting investment, developing industry and creating new growth momentum for the province. Therefore, relevant parties need to coordinate closely, thoroughly resolve problems and hand over the site on schedule,” emphasized Chairman of the Provincial People’s Committee Vo Tan Duc.
Mr. Nguyen Tuan Anh, representative of Long Duc 3 Industrial Park Joint Stock Company, said: Investors are ready to start the project. He suggested: Localities should speed up the approval of compensation and support plans, and the investors will transfer funds for the authorities to pay according to regulations.
