Competition creates motivation to develop synchronous and modern infrastructure

The city's strategic infrastructure projects are symbols of the spirit of creative competition and determination to break through, creating momentum for Hai Phong to rise to the position of the leading urban and seaport center in the region.

Expanding urban space

The common mark in the implementation of the emulation movement to develop infrastructure in Hai Phong and Hai Duong in the past was that all projects ensured savings and avoided waste. Capital was concentrated on key projects, applying the public-private partnership (PPP) model to mobilize more resources. This method not only reduced pressure on the state budget but also ensured the progress and quality of the projects, created consensus and trust among the people, and effectively implemented the movement to promote the development of synchronous and modern infrastructure.

In 5 years (2020 - 2025), Hai Phong city has achieved remarkable results. The urbanization rate reached 68.9%, higher than the national average (over 44%). Urban space expanded in 3 strategic directions with a series of new residential areas and urban areas built in the North of Cam River, Duong Kinh, Kien An, An Duong... contributing to making the city one of the localities with the fastest urban development rate in the country.

At the same time, Hai Duong province has made many new strides. The urbanization rate reached 45%, reflecting a strong shift from purely agricultural to industrial and service sectors. Hai Duong has planned many strategic traffic axes, mobilized social resources to invest in 4 major traffic projects, coordinated the construction of 6 bridges across rivers, and simultaneously deployed 2 large-scale inland waterway ports.

The city's social housing program also made a special mark. According to Director of the Department of Construction Le Quy Tiep, in the 2021 - 2025 period, the new Hai Phong after the merger will complete about 17,291 social housing units, exceeding the Government's target by 736 units. This helps thousands of households move from old, degraded apartments to better housing and affirms the city's commitment to taking care of social security in parallel with infrastructure development.

The city also focuses on developing transport infrastructure, many large-scale projects are being implemented such as Nguyen Trai Bridge, Ring Road 2 section Tan Vu - Hung Dao - Bui Vien, along with Ring Road 3, North - South axis, May Chai Bridge... These projects not only increase transport capacity but also expand development space, connecting Hai Phong with localities in the Northern key economic region.

Seaport infrastructure continues to play a key role. In 2025 alone, 4 berths at Lach Huyen deep-water port area will come into operation. At the end of September, TIL Hai Phong International Port Company Limited (HTIT), under Hai Phong Port Joint Stock Company, successfully welcomed the MSC KALINA container ship of MSC shipping line, 366.06 m long, 162,867 DWT deadweight tonnage - the largest container ship ever to dock at Lach Huyen port area. Cat Bi international airport has also been expanded, increasing its capacity to meet the increasing demand for travel, trade and tourism.

The emulation movement has also spread strongly in rural areas. Thousands of kilometers of inter-village and inter-commune roads have been paved; many irrigation works, electricity, schools, and medical stations have been invested in and upgraded. The movement to build a new model rural area associated with infrastructure improvement has created a bright - green - clean - beautiful appearance, approaching urban criteria, contributing to improving the quality of life of the people.

Synchronous infrastructure helps Hai Phong city maintain a double-digit GRDP growth rate for 10 consecutive years, ranking among the top in the country. The output of goods through the seaport system is increasing. The developed logistics infrastructure makes Hai Phong the largest cargo transit center in the North, and at the same time leads the country in attracting FDI. Many new residential areas and urban areas are developing in a green and smart direction, bringing practical benefits to the people.

The emulation movement has encouraged the spirit of innovation and creativity, mobilizing the participation of the entire political system and the consensus of the people. This is demonstrated when many projects and land clearance works have high consensus, especially people voluntarily donate land to build roads and build model new rural works; many construction projects are completed ahead of schedule; many businesses participate in infrastructure investment, especially seaport infrastructure, social housing... Through emulation, many typical collectives and individuals have appeared, spreading the driving force for development.

After the merger, the new Hai Phong city has an area of ​​nearly 3,200 km2 , a population of more than 4.6 million people, with 114 commune-level administrative units. The economic scale reaches nearly 660,000 billion VND, ranking third in the country after Hanoi and Ho Chi Minh City. This is the foundation for the city to strongly launch emulation movements to develop infrastructure, considering modern infrastructure as a key driving force, creating new momentum for urbanization, industrialization and international integration.

From the results achieved, Hai Phong has set a long-term vision, striving to basically meet the criteria of a special urban area by 2030. To realize that goal, the city continues to plan to create new development space; research investment in East-West traffic connection. Another highlight is the plan to connect Gia Binh airport with Lach Huyen port, forming an economic-urban space in the North of the city...

These orientations show that the emulation movement to develop synchronous and modern infrastructure continues to spread, creating motivation and resources for larger projects. With the determination of the political system, the companionship of businesses and the support of the people, Hai Phong is getting closer to the goal of becoming a "super city", a civilized, modern, smart and sustainable seaport city.
