Dong Nai promotes the development of social housing, applying AI to serve residents

Dong Nai identifies social housing development as a key task, in which the Eco Residence project applying AI is considered a breakthrough in improving the quality of urban security.

Dong Nai is entering a period of strong economic and social development, leading to a great demand for accommodation, especially social housing with quality, synchronous facilities and suitable prices for workers, officials and employees.

Mr. Nguyen Anh Tuan - Director of Dong Nai Department of Construction said that developing social housing is not only a responsibility but also a top priority of the province to ensure social security and improve the quality of life for people.

"One of the typical highlights is the Long Binh Tan social housing project (Eco Residence) - the first project in Dong Nai to apply artificial intelligence (AI) in customer service and resident management. The application of AI in management is considered a breakthrough, helping to optimize operations, improve resident experience and monitoring efficiency for management agencies," said Mr. Anh Tuan.

The Eco Residence project, invested by Chuong Duong Homeland Joint Stock Company, started construction in May 2024 on an area of ​​1.4 hectares, with a scale of nearly 1,100 apartments. The apartments are designed in a variety of ways, suitable for many groups of people - from singles, young families to multi-generational households. The People's Committee of Dong Nai province requested the investor to speed up the construction progress to meet the urgent housing needs of low-income people, while contributing to sustainable urban development in the area.

As one of the fastest industrializing localities in the country, Dong Nai currently concentrates hundreds of thousands of workers in industrial zones, causing the demand for social housing to increase. In that context, preferential credit policies are considered an important "bridge", helping low-income people realize their dream of settling down and starting a business.

According to the 2025 target, the Prime Minister assigned Dong Nai and Binh Phuoc to complete more than 4,200 social housing units. However, by the end of 2024, Dong Nai had only completed nearly 1,700 units, reaching nearly 8% of the plan for the 2021-2030 period (22,500 units).

Mr. Vo Tan Duc, Chairman of Dong Nai Provincial People's Committee, said that the province regularly holds meetings to resolve difficulties for businesses, and at the same time issues documents to guide and simplify the process of investing in social housing. Up to now, the province has planned about 700 hectares of land specifically for the development of social housing and worker housing, along with 400 hectares of 20% land fund in commercial projects. In addition, Dong Nai also organizes a competition for social housing design models to support businesses in implementing smoothly and synchronously.

However, the results are still modest due to legal problems, lack of preferential capital and lengthy investment procedures, especially after new laws such as the Land Law, Housing Law and Real Estate Business Law came into effect.

To overcome this, the province is reviewing and urging the progress of ongoing projects; supporting investors to complete them on schedule. For projects that have been approved but have not yet started, the authorities will guide and support procedures to start construction this year.

Dong Nai is also studying the application of a pilot mechanism under Resolution 201/2025/QH15, allowing investors to register without bidding, helping to shorten the investment preparation time. At the same time, the province plans to use the budget to build a number of social housing projects for officials, civil servants and public employees after the province's merger; at the same time, requiring commercial project investors to fulfill social housing obligations on the 20% land fund as prescribed.

Dong Nai identifies this as a key task in the socio-economic development plan, contributing to ensuring sustainable social security for the people.

With abundant land fund, open policies and high determination from the government, Dong Nai is expected to accelerate in the coming period, shortening the gap between goals and results, moving towards the image of a harmoniously developed urban area - where workers can truly settle down and make a living.
