Assessment of the implementation of Resolution No. 57-NQ/TW in the third quarter of 2025 and key tasks and solutions in the fourth quarter of 2025

(laichau.gov.vn) This afternoon (October 16), the Provincial Steering Committee on Science, Technology Development, Innovation and Digital Transformation (Steering Committee for the implementation of Resolution No. 57-NQ/TW of the province) held a Conference to evaluate the implementation of Resolution No. 57-NQ/TW in the third quarter of 2025 and key tasks and solutions in the fourth quarter of 2025. Comrade Le Minh Ngan - Secretary of the Provincial Party Committee, Head of the Steering Committee for the implementation of Resolution 57-NQ/TW of the province chaired the Conference.

The conference was organized in a combination of in-person and online formats to the Party Committees and People's Committees of communes and wards in the province.

Attending the Conference were comrades: Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee for the implementation of Resolution 57-NQ/TW of the province; Sung A Ho - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Deputy Head of the Steering Committee for the implementation of Resolution 57-NQ/TW of the province; comrades members of the Steering Committee for the implementation of Resolution No. 57-NQ/TW of the province; comrades members of the Working Group assisting the Steering Committee for the implementation of Resolution No. 57-NQ/TW of the province; representatives of leaders and experts of agencies: Provincial Party Committee Office, Department of Science and Technology, Provincial People's Committee Office.

In the third quarter of 2025, Party committees and authorities at all levels will strengthen leadership and direction to promote propaganda, thoroughly grasp and concretize Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. Thereby, raising awareness and making breakthroughs in innovation of thinking for cadres and party members, determining strong political determination, resolute leadership and direction, creating new impetus and new momentum in the whole society in science and technology development, innovation and national digital transformation; contributing to the completion of most of the assigned tasks. In Resolution No. 57-NQ/TW of the Politburo, Lai Chau province was assigned 145 tasks, by the end of the third quarter of 2025, the province had completed 85 tasks.

Party committees and authorities at all levels have actively responded to the "Digital Popular Education" movement, leading and directing the construction and effective operation of the province's Digital Popular Education Information Portal. Up to now, 12 courses have been implemented with 118,604 students, including officials, civil servants, public employees and people, registering to participate.

The province has actively directed and implemented the work of building and perfecting institutions, policies and regulations for science, technology, innovation and digital transformation; 31 programs, plans and documents have been issued to guide and organize the implementation of tasks related to science, technology, innovation and digital transformation in the area.

Comrade Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee spoke at the Conference.

The technological and technical infrastructure has been gradually completed with a total of 2,104 BTS stations; a dedicated level II data transmission network connecting to state agencies in the province has been deployed to ensure stable and smooth operations. The network system operates basically stably, ensuring the operations of communes and wards after the arrangement and merger; the management and operation of state agencies at the provincial and commune levels are guaranteed to be safe and smooth on the shared data transmission network.

Comrade Nguyen Ngoc Vinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee spoke at the Conference.

The province has allocated funds to purchase and upgrade working equipment, prioritizing the Public Administration Service Centers of communes to ensure synchronization according to regulations. Completed restructuring of processes, integration, and provision on the National Public Service Portal for 55/75 essential public services according to Project 06/CP and the Prime Minister 's decisions related to national public services. The total number of administrative procedures published and publicly announced in the province is 2,247, of which 1,857 are at the provincial level and 390 are at the commune level; completed the announcement of administrative procedures according to decentralization, delegation of authority, and publicization after the decisions to announce administrative procedures of the province were issued. Completed upgrading to serve the connection and sharing of national data on population with specialized databases.

Strictly implement the provision of full and partial online public services on the National Public Service Portal. The province has provided and integrated 325 online public services (including 86 full online public services and 239 partial online public services) on the National Public Service Portal. The province has established 40 Public Administration Service Centers and One-Stop-Shops to operate smoothly and effectively, ensuring the required contents in Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government.

The work of ensuring network security, information security, and data safety is focused on 56 information systems classified by information security level. Attention is paid to training digital skills and digital system usage skills for cadres, civil servants, and public employees in the whole province with the participation of 11,200 students who are cadres, civil servants, public employees, teachers, etc.

Comrade Pham Hong Truong - Chief of Office of the Provincial People's Committee spoke at the Conference.

Discussing at the Conference, representatives of leaders of a number of departments, branches and localities focused on a number of issues such as: Solutions to improve the operational efficiency of the Community Digital Technology Team in digital transformation in Binh Lu commune; enhancing the exchange and coordination of information sharing related to policies on infrastructure development, traffic infrastructure systems and trade at border gates; improving the quality of administrative procedure settlement and online public services in the province... proposing solutions to develop science, technology, innovation and digital transformation at agencies, units and localities.

In the fourth quarter of 2025, the Provincial Steering Committee for the implementation of Resolution 57-NQ/TW continues to propose solutions such as increasing investment, perfecting infrastructure for science, technology, innovation and national digital transformation; strongly promoting science, technology, innovation and digital transformation activities in enterprises; developing and utilizing high-quality human resources and talents to meet the requirements of science, technology, innovation and national digital transformation development...

Comrade Le Minh Ngan - Provincial Party Secretary, Head of the Provincial Steering Committee for the implementation of Resolution 57-NQ/TW delivered a concluding speech at the Conference.

Concluding the Conference, Comrade Le Minh Ngan - Secretary of the Provincial Party Committee, Head of the Steering Committee for the implementation of Resolution 57-NQ/TW of the province requested the Standing Office of the Steering Committee to absorb the opinions of the delegates at the Conference. At the same time, he requested Party committees at all levels to thoroughly implement the announcement of the Conclusion of General Secretary To Lam at the 13th Central Conference, which clearly defined the operating principle as "Discipline comes first - Resources go together - Results are the measure". Science, technology, innovation and digital transformation must truly be the main driving force, creating productivity and new methods, focusing on the digital economy and data economy. All digital transformations and all technological products must aim towards the ultimate goal of serving people and businesses...

The Provincial Party Secretary requested the subordinate Party Committees, provincial departments, branches, and localities to urgently review and perfect the Steering Committees at all levels to operate in an orderly and effective manner. Promote the exemplary role of the heads of Party committees and authorities in implementing tasks. Focus on perfecting the policy mechanism on data management and information security for innovation, promptly remove bottlenecks in institutions, human resources, infrastructure, finance, etc. Strengthen the work of ensuring network security and information security for people and businesses in cyberspace. Increase the rate of online records in the whole province and digitize 100% of newly generated administrative records, etc. Members of the Steering Committee, departments, branches, and localities should enhance their sense of responsibility, promote their intelligence, innovate leadership and management methods, stick to reality, focus on actions, and be determined to complete the set goals and tasks.
