Slow due to site clearance
According to the report of the Management Board (MB) of the Provincial Agricultural and Traffic Construction Investment Project (investor), the Inter-regional Traffic Road Project has a total preliminary land area of nearly 129 hectares, of which agricultural land is more than 8.6 hectares; residential land is about 6.7 hectares; traffic land is nearly 24.8 hectares; forest land proposed to convert forest use to other purposes is nearly 75.6 hectares. The project passes through 3 communes: Khanh Vinh, Khanh Son and Tay Khanh Son. To date, the inventory work has been completed in 1,023/1,032 cases, reaching 99.12%. Localities have posted compensation, support and resettlement plans for 626 cases, reaching 60.65%; approved compensation, support and resettlement plans for 480 cases, reaching 46.51%.

Mr. Pham Ngoc Cuong - Chairman of Khanh Vinh Commune People's Committee said: Up to now, the commune has mobilized 151 cases that have had their compensation plans approved to hand over the entire site. For the remaining 286 cases, the commune plans to approve the second phase for 50 cases and the third phase for 58 cases. By the end of November 2025, the approval of the remaining cases will be completed for compensation payment. Mr. Nguyen Ngoc Hai - Vice Chairman of Khanh Son Commune People's Committee said: The commune has 218 cases affected by the project. Up to now, 118 cases have been approved and 10.7/20 billion VND has been paid. "People will hand over the land as soon as they receive money. It is expected that by October 25, the commune will complete counting the remaining 100 cases and by mid-November 2025, it will complete payment to these 100 households," said Mr. Hai.
Recently, the investor, localities and construction units have actively coordinated to mobilize people to hand over about 3km of land in Khanh Vinh commune to construct the roadbed, 3/15 bridges and complete 8 culverts, and are implementing 3 culvert locations of various types. Up to now, the total capital allocated for the project is more than 1,122 billion VND (including: central capital of 1,000 billion VND, local capital of more than 122 billion VND), of which only 50.24% has been disbursed, and it is expected that by the end of 2025, about 80% will be disbursed. According to the leader of the Provincial Management Board of Investment and Construction of Agricultural and Transport Works, the project is behind schedule due to site clearance problems.
Urgently resolve problems and speed up implementation progress
According to the report of the Management Board of the Provincial Agricultural and Traffic Construction Investment Project, the Inter-regional Traffic Road Project has been approved by the Provincial People's Committee to change the purpose of the forest to another purpose to implement the project with a total area of 62.21 hectares of forest use (60.58 hectares of natural forest, 1.63 hectares of planted forest). The forest owners are the Management Board of Hon Ba Nature Reserve, the Management Board of Cam Lam - Cam Ranh - Khanh Son Protective Forest, Khanh Hoa Forest Products One Member Co., Ltd. and the People's Committee of Khanh Vinh Commune. Up to now, the forest owners have completed the inventory and made a plan for forest exploitation. As for the Management Board of Hon Ba Nature Reserve, due to the terrain through the Hon Ba forest area being high and mountainous, rugged and affected by the recent continuous rainy weather, the progress of the plan has been slow.

The leader of the Department of Agriculture and Environment said that the Management Board of Hon Ba Nature Reserve has requested an extension until October 27 to complete the inventory. Currently, all three units that have completed the inventory have chosen the form of auctioning the value of forest products in the forest. The Department has reported to the Provincial People's Committee for comments. After approval, the Department will focus on directing the forest rangers, forest owners and exploitation units to coordinate closely, withdraw as far as possible, exploit the forest without affecting the area outside the converted area, and promptly hand over the site to the construction unit, ensuring the overall progress of the project.
Mr. Pham Van Hoa - Deputy Director of the Provincial Project Management Board for Investment and Construction of Agricultural and Transport Works said: According to the project's design documents, the section from Km10+00 to Km42+00 is the main section to take advantage of stone materials to serve the project's construction. However, up to now, the site has not been handed over, so it is not possible to exploit the local stone source. In order not to interrupt the progress, the construction unit has proactively used commercial stone, accepting the additional construction costs for the bridge and culvert items. In addition to striving to complete site clearance in 2025, the investor will direct the construction unit to work overtime and increase shifts to complete this project in 2027. Specifically, the first 10km of the route and more than 14km of the last route will be completed in the third quarter of 2026; the middle section of the route will be completed in the fourth quarter of 2027.
Concluding the meeting, comrade Nguyen Ngoc Son requested the Provincial People's Committee to absorb the opinions at the meeting and complete the report to send to the monitoring delegation. He emphasized that the implementation of the Inter-regional Traffic Road Project plays an important role in completing the traffic system connecting the two regions of Khanh Son and Khanh Vinh according to the traffic system planning of Khanh Hoa province; creating conditions for socio-economic development of the two mountainous regions of Khanh Son and Khanh Vinh in particular and Khanh Hoa province in general, increasing the ability to connect traffic and transport goods between regions with Lam Dong province. The project also plays an important role in concretizing the development goals of Khanh Hoa province according to Resolution No. 09 of the Politburo on building and developing Khanh Hoa province to 2030, with a vision to 2045. Therefore, comrade Nguyen Ngoc Son requested the investor, contractor, and localities where the project passes through to urgently resolve difficulties and problems, speed up the progress of site clearance, conversion of forest land purposes, and relocation of technical infrastructure to bring the project to the finish line on schedule.
The Inter-regional Road Project invests in about 56.7km of grade III mountainous road, with a design speed of 60km/h; the section through difficult, rugged terrain, steep slopes, and curves, with a design speed of 40km/h. The route has 2 lanes; the total width of the roadbed is 9m, of which the road surface is 6m wide.
