Prime Minister Pham Minh Chinh has just signed and issued Directive No. 31 on developing the 5-year socio-economic development plan for 2026-2030.

According to the directive, the main target system of the 5-year plan 2026-2030 must ensure feasibility, clarity, suitability with reality and closely follow the 10-year strategy 2021-2030.

The expected socio-economic development plan for the next 5 years includes the following contents: Context for developing the 5-year socio-economic development plan for 2026-2030; general goals of the 5-year socio-economic development plan for the period 2026-2030; main targets and some major balances, in which, we must strive to achieve some main targets of the country such as: average GDP growth rate for the period 2026-2030 reaching 10%/year or more; GDP per capita; growth rate of social labor productivity; proportion of processing and manufacturing industry/GDP...

Many main directions and tasks are stated in the directive. Specifically, focusing on reviewing and cutting down administrative procedures, shifting from "pre-inspection" to "post-inspection", reducing compliance costs for people and businesses. Ensuring discipline and administrative order in performing public duties. Continuing to improve the mechanism for detecting, attracting, recruiting, promoting and rewarding talents to work in state agencies and public service units.

Establish a new growth model, restructure the economy, promote industrialization and modernization, with science and technology, innovation and digital transformation as the main driving force, creating a strong breakthrough; rapid but sustainable growth associated with inflation control, maintaining macroeconomic stability and enhancing resource mobilization for development.

Private economic development is the leading driving force for growth and innovation; prioritize the building of regional and global private economic groups; actively support small and medium enterprises, and foster the household and cooperative economic sectors.

Continue to promote breakthrough implementation of science and technology development, innovation and national digital transformation according to Resolution No. 57 of the Politburo . Develop and implement breakthrough mechanisms and policies, prioritize resources for science and technology development, focusing on 11 strategic technology groups.

Focus on developing high-quality human resources according to international standards, meeting the requirements of developing strategic industries and technologies; continue to improve the quality of education and training, comprehensively develop the capacity, qualities and physical fitness of learners associated with building and promoting the system of cultural values ​​and Vietnamese people, meeting the requirements in the new situation. The education system must be extensively innovated, focusing on developing creative skills, entrepreneurship skills, STEM (science, technology, engineering, mathematics), foreign languages ​​(making English the second language in schools), digital skills and modern technology.

Developing synchronous and modern infrastructure, effectively exploiting new development space, developing urban areas and promoting new rural construction. The focus includes: Focusing on investment, basically completing the national infrastructure framework (such as the North-South expressway in the East, gateway seaports combined with international transit, major airports...), developing the urban railway system in Hanoi and Ho Chi Minh City, connecting Tan Son Nhat and Long Thanh airports and expressways to ensure the target of 5,000km of expressways; restarting the construction of two nuclear power plants in Ninh Thuan, with the goal of completing the investment and construction work before December 31, 2030...

Develop culture and society, achieve social progress and justice; improve the material and spiritual life and health of the people. The Directive requires that, based on the above-mentioned goals, orientations and main tasks, ministries, central and local agencies specify solutions and policies to develop the 5-year socio-economic development plan for 2026-2030, ensuring consistency in principles and common goals, in accordance with practical conditions and development level of each sector, field and locality; closely following the list of key national projects proposed in the draft Document of the 14th National Congress of the Party.
