
Permanent Deputy Minister of Education and Training Le Tan Dung said that the policy of rearranging, restructuring, merging and dissolving universities and vocational training institutions has been clearly affirmed by the Politburo in Resolution No. 71-NQ/TU dated August 22, 2025 on breakthroughs in education and training development.
Resolution No. 71-NQ/TU clearly states the viewpoints and policies and must be implemented seriously, urgently, scientifically and resolutely. In particular, the arrangement and merger will affect the thoughts and feelings of many people, so the implementation must be careful, scientific, methodical and resolute.
The Ministry of Education and Training has clearly defined its responsibility for this important matter. However, this is a major policy, so the Ministry of Education and Training cannot do it alone, but must have the cooperation and consensus of central ministries, branches, localities, especially universities and vocational training institutions nationwide.

Deputy Minister Le Tan Dung said that currently, the Ministry of Education and Training is assigned to develop a project to rearrange and reorganize higher education and vocational training institutions. The second project is to transfer a number of higher education and vocational training institutions to local areas and the Ministry of Education and Training will soon submit it to the competent authority, specifically the Prime Minister, to decide on this content and will implement it in 2026.
One of the important issues being discussed today is to solve the problem of training being linked to practice, training according to the requirements of society as well as the labor market. This is an important issue that needs attention, especially for universities themselves. On the part of the Ministry of Education and Training, it is determined that the upcoming Project must be based on the viewpoints, Resolutions of the Party, Resolutions of the National Assembly, Resolutions of the Government to build and implement.
The Ministry of Education and Training also bases on the strategy for developing higher education and vocational education approved by the Prime Minister; and on the approved planning of the network of higher education and vocational education facilities for implementation.
Along with that, the Ministry of Education and Training bases on the country's socio-economic development goals in the coming period; therefore, this goal requires universities to link training with practice; training to help students have jobs, linked to the market.
According to the Permanent Deputy Minister of Education and Training Le Tan Dung, international experience and practical conditions in our country show that this Project clearly defines the missions of universities or vocational training institutions. On that basis, the construction of the Project is based on specific and clear principles and criteria to ensure transparency when implementing, avoiding situations of asking - giving, taking advantage, lobbying, and negativity.
According to the Permanent Deputy Minister of Education and Training, after the Project is approved by the competent authority, it will be made public for implementation. At that time, the Ministry of Education and Training will provide full information to the media and press agencies for publication.
