Strive for the digital economy to reach at least 30% of GDP by 2030.

Leaders promote the development of cultural and entertainment industries. Focus on improving the quality of health services, shifting from medical examination and treatment to health care and protection for the people, from family planning to population and development; strongly develop pharmaceutical industry and traditional medicine. Complete and modernize the model of social organization and management, solve social problems. Improve social welfare for all people, ensure that all people enjoy the fruits of development.

Leaders synchronously and effectively implement solutions, creating fundamental changes in responding to climate change, preventing and combating natural disasters, and protecting the environment; fundamentally handling environmental pollution in both urban and rural areas, especially air pollution in Hanoi and Ho Chi Minh City.

Lead and direct the building of a regular, elite, modern armed force; promote breakthroughs in the development of the defense industry, security, autonomy, self-reliance, self-strengthening, dual-use, modernity; firmly protect the Fatherland in all situations, including high-tech warfare.
