Building a sustainable learning community
Implementing the plan of the Hanoi Department of Education and Training, the Department of Culture and Society of Ngoc Ha ward organized a training course to guide the implementation of software for universal education and illiteracy eradication in 2025 for teachers and staff of kindergartens, primary schools, and secondary schools; staff directly entering data and in charge of residential groups in the ward.
The conference listened to the Reporter of the Center for Educational Technology Solutions guide the use of PCGD-XMC software in an online form, updating, extracting data, statistics and reporting according to the prescribed form. Thereby, teachers were able to share experiences in handling operations on the software and actually implementing the survey form.
The training session helped the staff, teachers and employees working in PCGD-XMC of Ngoc Ha ward improve their management capacity and software usage skills, and at the same time unify the implementation process, ensuring that universal data by 2025 is synchronized and accurate.
According to Ms. Ngo Thi Thuy Lan - Head of Culture - Society of Ngoc Ha ward, identifying the importance of universalizing and eliminating illiteracy, the ward has decided to establish a Steering Committee for universalizing education and eliminating illiteracy by 2025, assigning cadres and teachers to monitor and supervise to promptly help illiteracy eradication classes.
Direct units to complete records, update accurate data according to the direction of the City Steering Committee, maintain and improve the results of universalizing preschool education for 5-year-old children, universalizing primary education level 3, lower secondary education level 3, and eliminating illiteracy level 2 in the entire ward by 2025.
Develop a plan to implement universal education and illiteracy eradication by 2025 at each level, and direct units to effectively implement universal education and illiteracy eradication. Take specific measures to improve the quality of universal education and illiteracy eradication by 2025.
Develop plans, continue to provide professional training, and provide training on software for universal education and literacy eradication for key staff and teachers working in universal education and literacy eradication.
Unify the use of the information system for managing universal education and illiteracy eradication based on the database to update, store, manage, and exploit information on universal education and illiteracy eradication in accordance with the regulations of the Ministry of Education and Training on conditions for ensuring and the content, process, and procedures for testing and recognizing the achievement of universal education and illiteracy eradication standards.
Plan to build schools that meet national standards, re-accredit and increase the level of standards for schools that meet national standards according to the roadmap at all levels to serve the monitoring of universal education and illiteracy eradication. Strengthen the socialization of education to ensure effectiveness and compliance with regulations.
In the coming time, Ngoc Ha ward will continue to promote propaganda, inspection, supervision, as well as apply digital transformation in universal management, contributing to maintaining and improving the quality of education in the area, towards the goal of building a sustainable "Learning ward, learning community".

Continue to implement vigorously
Mr. Nguyen Xuan Thuy - Deputy Director of the Department of Vocational Education and Continuing Education (Ministry of Education and Training) said: The work of eliminating illiteracy has been closely directed and resolutely implemented by the Ministry of Education and Training and other units and localities. This work will continue to be promoted when implementing the 2-level local government, which is the criterion for building a learning society.
To continue and promote the strong development of the construction of a learning society in the 2021-2030 period, on July 30, 2021, the Prime Minister issued Decision No. 1373/QD-TTg approving the Project "Building a learning society in the 2021-2030 period" with four goals; in which, the first goal is to eliminate illiteracy and universalize education.
The Ministry of Education and Training has issued circulars on the literacy program, evaluated students studying the literacy program; coordinated with units and organizations to sign action programs to promote literacy work; organized training on teaching the literacy program for school teachers and officers and soldiers of border posts...
The work of eliminating illiteracy has achieved many positive results, but the implementation process has also encountered many difficulties due to the limited awareness of the people, who have not clearly seen the meaning, role and benefits of literacy for the life of each individual and the general development of the community. The coordination between agencies, organizations and unions in the work of eliminating illiteracy in some localities is not really close, regular and effective.
The school system and facilities for teaching and learning in some mountainous and highland communes are still facing many difficulties and shortages, failing to meet the needs of learning and improving quality. Classes are mainly held at primary schools; cultural houses in villages and hamlets... Investment from the state budget is still low, and policies for teachers and those participating in the work of eliminating illiteracy still have many shortcomings.
The Prime Minister has issued a Plan to implement Directive No. 29-CT/TW of the Politburo on universal education, compulsory education, adult literacy and promoting student streaming in general education by 2030. One of the goals of the plan is to complete basic literacy and move towards functional literacy for adults, especially ethnic minorities, women and workers in disadvantaged areas.
