At the Meeting, delegates watched a report reviewing the tradition of the Mass Mobilization sector since its formation and development until now. Accordingly, in October 1999, commemorating the 50th anniversary of President Ho Chi Minh writing the work "Mass Mobilization", the Politburo (VIII term) decided to take October 15, 1930 as the Party's Traditional Day of Mass Mobilization and October 15 every year as "Mass Mobilization Day of the whole country". Since then, October 15 every year has entered the political life of our Party and People.

In the historical process of formation and development, the Party's propaganda and mass mobilization cadres, including the cadres of Lai Chau province, have always upheld the spirit of responsibility - dedication - steadfastness - innovation - creativity; done well in ideological work, propaganda and mobilization of the people, contributing to maintaining the great solidarity of ethnic groups, creating consensus in society, and consolidating the people's trust in the Party's leadership.

Over the past years, the Provincial Party Committee, Party committees and authorities at all levels in the province have paid attention to leading and directing the comprehensive implementation of the tasks of mass mobilization work, identifying this as the task of the entire political system. Resolutions have been issued, effectively led and directed in combination with the effective implementation of ethnic and mountainous policies; the tasks of mass mobilization work have been included in resolutions, projects, plans and action programs to carry out political tasks and achieve many outstanding results.

In the period of 2020 - 2025, the poverty rate decreased rapidly, an average of 3.9%/year, in particular, the poor districts decreased by 5.4%/year, to about 16.3%. The "Skillful Mass Mobilization" movement was widely implemented with many good models and creative ways; 66 collectives and 620 individuals were commended by the President and the Prime Minister. The People's Committee of Lai Chau province commended nearly 3,400 collectives and over 11,400 individuals; agencies, units and localities awarded Certificates of Merit to tens of thousands of collectives and over 53,000 typical advanced individuals, contributing to spreading widely, creating trust and consensus among the people, strengthening the great national unity bloc.

The Meeting is an opportunity to review the glorious and proud journey of propaganda and mass mobilization work - fields that hold a particularly important position in the Party's revolutionary cause; an opportunity to express gratitude for the great contributions of generations of propaganda and mass mobilization cadres through the ages; to encourage and motivate the spirit, responsibility and belief of today's cadres to continue to strive and contribute to the cause of construction and development of the province.

Speaking at the meeting, Comrade Le Minh Ngan - Secretary of the Provincial Party Committee acknowledged, commended and congratulated the efforts, endeavors, enthusiasm, dedication and outstanding achievements that the staff working in the province's propaganda and mass mobilization work have achieved in the past time. At the same time, he requested the province's Propaganda and Mass Mobilization sector to be proactive, creative, closely follow reality, and focus on performing well a number of key tasks such as: Effectively implementing the orientation and propaganda work on the Party's guidelines and policies and the State's laws; focusing on propagating and implementing extensively the Resolution of the 15th Provincial Party Congress and the Resolution of the Party Congresses at all levels for the 2025 - 2030 term, the province's programs, projects and proposals, creating consensus in implementation. Continuing to innovate the content and methods of propaganda and mass mobilization work in a practical, easy-to-understand, close-to-the-people direction, in line with the two-level local government model, for each subject and locality. Promote the application of information technology, carry out comprehensive digital transformation, effectively promote new media platforms to improve the quality of propaganda, increase the spread of positive information, and orient public opinion. At the same time, proactively fight and refute wrong, hostile views, and toxic information, firmly protect the Party's ideological foundation. Improve the quality and replicate the "Skilled Mass Mobilization" model associated with building new rural areas, civilized urban areas and digital transformation...
