On October 16, the National Assembly Delegation of the 15th term of the province led by Comrade Ly Thi Lan, Member of the Provincial Party Standing Committee, Head of the full-time National Assembly Delegation of the 15th term of the province had a working session with the Department of Education and Training on contents related to the 10th session of the 15th National Assembly.

According to the report of the Department of Education and Training, the whole province has 1,052 schools and 85 independent groups/classes of preschool and general education; 18 continuing education centers; 1 university, 2 colleges. In recent times, the decentralization and delegation of authority in education management implemented according to the two-level local government model has created positive changes, contributing to streamlining the apparatus, promoting the initiative and responsibility of the grassroots level, ensuring unity in direction and operation. The Department of Education and Training also frankly pointed out a number of shortcomings and limitations such as: The rate of solid classrooms is still low; the system of legal documents and instructions for implementing decentralization and delegation of power is still inconsistent; facilities and equipment in remote and isolated areas are still lacking; the number of teachers does not meet the requirements of teaching according to the new curriculum; the information technology infrastructure is not yet synchronized, affecting the progress of digital transformation in education...

At the working session, leaders of the Department of Education and Training, principals of a number of educational institutions in the area made many recommendations and proposals to the Government, the Ministry of Education and Training , the Provincial People's Committee, and the Provincial National Assembly Delegation to remove obstacles and difficulties; contribute opinions on policies and regulations that need to be amended and supplemented in draft laws; propose mechanisms and policies to implement Resolution 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development...

Concluding the working session, Head of the Provincial Delegation of National Assembly Deputies, term XV, Ly Thi Lan acknowledged and highly appreciated the careful and serious preparation of the Department of Education and Training. The Department's report provided comprehensive information on the situation of the education sector, frankly pointed out the achievements, shortcomings, limitations and made specific and dedicated recommendations and proposals. This is an important practical basis to help the Provincial Delegation of National Assembly Deputies participate in the forums of the National Assembly , directly at the 10th session.

He suggested that in the coming time, the Department of Education and Training should proactively remove difficulties, stabilize management work after decentralization; focus on solutions to overcome the shortage of teachers and improve the quality of staff. The Department should proactively advise the province on policies to recruit, attract and retain teachers; improve the efficiency of public investment and promote digital transformation; continue to innovate and improve the quality of comprehensive education.

The Provincial Delegation of National Assembly Deputies receives all proposals and recommendations from the Department of Education and Training and schools in the province. Regarding issues related to the authority of the National Assembly, the Government, ministries and central branches, the Provincial Delegation of National Assembly Deputies will synthesize and make recommendations to the relevant authorities.
