Building a synchronous digital infrastructure platform - the foundation for modern digital government

One of the focuses emphasized by experts is to build a provincial digital architecture framework linked to the national master architecture framework. This not only ensures consistency and synchronization, but also helps connect, share data and common platforms among government levels, businesses and people. When data is exploited effectively, public services will be more transparent, cost-effective and serve people better.

Dong Nai is recommended to review and standardize data, invest in connection infrastructure and shared digital platforms according to the implementation list of the Ministry of Science and Technology . This is a necessary step for the locality to quickly form a comprehensive digital government where decisions are made based on data and technology, instead of emotions or traditional procedures.

A notable highlight is the proposal to build a digital trading floor for Dong Nai 's key agricultural export cashew nuts. According to Mr. Tran Minh Tuan, Director of the Department of Digital Economy and Society, Dong Nai cashew products have many strengths and advantages in export. Therefore, implementing a digital trading floor solution for this cashew product will bring many benefits and meanings.

Specifically, this trading floor helps to make the supply chain transparent by applying new technologies such as: Blockchain technology, traceability via QR code for cashew products... Thereby, helping to ensure the quality and increase the value of Dong Nai's cashew products.

Not only an e-commerce channel, the trading floor also integrates data analysis and artificial intelligence (AI) to forecast global cashew market trends, helping local businesses proactively adjust production strategies, selling prices, and exports. If deployed under a sandbox testing mechanism, this will be a model for applying digital technology to smart agriculture, linking production with the market, and increasing localization value.

Developing intellectual property systems - a driving force for innovation

Head of the Southern Office of the Intellectual Property Office Tran Giang Khue assessed: Dong Nai has a strategic location, is the industrial "capital" with a large population and area, and is the dynamic economic center of the Southern Key Economic Zone.

In recent times, the province has established an innovation ecosystem associated with creative research and innovation start-up activities, achieving many remarkable achievements. The province has also issued many policies, programs, and tasks to support the development of intellectual property.

However, for innovation to truly become a driving force for development, experts say it is necessary to develop a synchronous and effective intellectual property system at all stages, from creation, establishment to exploitation and protection of rights.

Simplifying administrative procedures, improving the effectiveness of intellectual property rights enforcement, developing specialized human resources and forming a network of technology transfer and intellectual property support centers at universities, research institutes, enterprises, etc. are key solutions to help Dong Nai improve its local innovation index (PII) and create an environment that encourages research and invention.

Dong Nai is the province with the largest number of industrial parks in the country. The deployment of the Internet of Things (IoT) in the management and operation of industrial infrastructure is considered an inevitable step to achieve the goal of green growth and sustainable development. IoT solutions help monitor and control equipment remotely, optimize energy, predict maintenance, improve safety and reduce carbon emissions.

In particular, in the context that the whole country is promoting the implementation of the Green Growth Strategy, IoT application not only saves operating costs, but also contributes to converting traditional industrial parks into smart industrial parks, linking production with environmental protection in line with Dong Nai's orientation on sustainable industrial development.

Digital infrastructure is considered a fundamental factor, playing the role of "blood vessels" connecting the entire socio-economic system of the province. Expanding fixed broadband infrastructure, investing in data centers, developing cloud computing and ensuring network information security are identified as top priorities.

When the digital infrastructure is solid, businesses and people can access digital services more conveniently, state management agencies operate more transparently, and digital economic - digital society - digital government models are more closely linked. That is the foundation for Dong Nai to become a high-tech center of the Southern key economic region in the near future.

Experts also emphasized the importance of building smart industrial parks and smart cities. This solution includes developing smart urban operations centers (IOC), standardizing data structures, and building digital twins of the city to simulate, forecast, and make strategic decisions.

Smart cities are not only places where technology is applied to manage traffic, energy or the environment, but also a comprehensive development model, connecting people - businesses - government, creating high-quality living spaces and attractive investment environments.

One approach that many delegates agreed on was to strengthen the connection between the State - Schools - Enterprises. This is a model that has proven effective in many localities and developed countries. When coordinated synchronously, this model will help transform scientific research into commercial products, promote technological innovation, train high-quality human resources and expand the innovation value chain.

Dong Nai has a great advantage with a system of industrial parks, universities, research institutes and dynamic enterprises. If these resources are well utilized, the locality can form strategic technology programs, develop high-tech industries and creative startups, which are important pillars in implementing Resolution 57-NQ/TW.
