BTO-On the afternoon of March 1, the monitoring delegation of the Provincial National Assembly Delegation led by Comrade Nguyen Huu Thong - Deputy Head of the Provincial National Assembly Delegation, Head of the monitoring delegation had a working session at the Department of Agriculture and Rural Development on "Implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of operations of public service units in the period of 2018 - 2023".
Reporting at the working session, the representative of the Department of Agriculture and Rural Development said that in the period of 2018 - 2023, the Department of Agriculture and Rural Development and the public service units under the Department have effectively implemented the work of information, propaganda, raising awareness and responsibility of the whole industry in implementing Resolution No. 19-NQ/TW. Timely concretizing and effectively organizing the implementation of relevant legal policies according to regulations; reviewing and rearranging the organizational structure of public service units, developing a project to streamline the payroll, annual training and fostering plans for civil servants... in accordance with procedures and regulations, in accordance with the operating situation of the units, thereby improving the quality and efficiency of the operations of public service units in the industry.
At the same time, the organizational structure of public service units under the Department has been gradually innovated, improved, and arranged in a streamlined direction, operating effectively and efficiently, in accordance with assigned functions and tasks.
As of December 31, 2023, there are 22 public service units under the Department (of which: 1 unit self-insures regular expenditures; 3 units self-insures part of regular expenditures; 18 units have regular expenditures guaranteed by the state budget); a decrease of 5 units compared to 2015 and a decrease of 3 units compared to 2017. In the period 2015 - 2021, the number of staff at public service units decreased by 39 staff and in the period 2022 - 2023, it decreased by 2 staff...
In addition to the achieved results, the implementation at the Department still has difficulties and limitations such as: the increased number of jobs at some public service units after the reorganization has created a lot of pressure in the direction, management, and consulting work of the units. The payroll of public service units is low but every year it must continue to be reduced according to regulations. In addition, the provision of public service services by public service units still faces many difficulties; the number of public service units directly under the Department of Agriculture and Rural Development whose budget ensures regular expenditure is still high (18 units) because the revenue of the units is unstable or low...
On behalf of the monitoring delegation, Mr. Nguyen Huu Thong acknowledged and highly appreciated the results in the work of innovating the organizational and management system, improving the quality and efficiency of public service units at the Department of Agriculture and Rural Development in recent times. At the same time, he requested the Department's leaders to continue directing the improvement of the quality of operations of public service units in general, as well as public service units after the merger.
