The Ha Tinh Health Sector has advised the Provincial People's Committee on a plan to rearrange and reorganize health service units. One of the notable points for service units is that medical centers and hospitals will retain two regional hospitals: Ky Anh Town General Hospital and Loc Ha General Hospital. The name of Ky Anh Town General Hospital will be changed to Nam Ha Tinh Regional General Hospital.
Reorganize 12 medical centers currently under the Department of Health in the direction of transferring functions, tasks and personnel in the field of preventive medicine and population to commune-level health stations (after establishment); dissolve Hoanh Son Medical Center and reorganize the remaining 11 multi-functional medical centers into general hospitals operating in inter-ward and commune areas.
Mr. Le Chanh Thanh - Deputy Director of the Department of Health affirmed that the arrangement and reorganization of 11 multi-functional medical centers as present into regional general hospitals and the transfer of functions, tasks, human resources, medical equipment in the field of preventive medicine and population to health stations is consistent with the 2-level local government model. On the other hand, in the field of preventive medicine, at the provincial level there is the Provincial Center for Disease Control and at the commune level there are health stations, so if the health centers continue to perform specialized tasks in the field of preventive medicine, it will overlap with the functions and tasks of the Provincial Center for Disease Control.
Also according to the analysis of Mr. Le Chanh Thanh, currently, 11/12 multi-functional medical centers are implementing 2 financial mechanisms in one unit. The field of medical examination and treatment implements financial autonomy in groups II and III; the field of preventive medicine and population is guaranteed by the state budget for all regular expenses, so there are still difficulties in management. Therefore, when arranging and organizing 11 multi-functional medical centers as present into regional general hospitals, it will help medical facilities concentrate resources and finances to implement autonomy, invest in facilities, human resources, develop specialized techniques, thereby improving the capacity of medical examination and treatment for the people.
The Department of Health proposed to establish 69 health stations according to commune-level administrative units on the basis of 209 current health stations and supplement the functions, tasks, human resources, medical equipment in the fields of preventive medicine and population of health centers.
Health stations are public service units under the People's Committee at the commune level and have health stations to meet the needs of disease prevention, primary health care, medical examination and basic treatment for people in the area.
“According to Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo , by 2027, each health station will have 4-5 doctors. However, currently, Ha Tinh is still short of 108 doctors, while recruiting doctors to work at health stations is very difficult. With the addition of functions, tasks, human resources, medical equipment in the field of preventive medicine and population of health centers, it will increase from 35-45 doctors from health centers to health stations, thereby meeting the requirements of primary health care and protection for the people" - Mr. Le Chanh Thanh added.
It is known that, based on the advice of the Department of Health, the plan to arrange and organize medical service units has been reported by the Provincial People's Committee to the Government and the Ministry of Home Affairs. However, because the Ministry of Health has not yet issued a circular regulating the functions, tasks, powers and organizational structure of medical stations, the arrangement of medical stations cannot be implemented.
Anyway, all preparations have been completed by Ha Tinh. As soon as the Ministry of Health has a circular guiding the Ha Tinh Department of Health will quickly organize to advise the province to deploy the arrangement, thereby stably and synchronously operating the health sector apparatus from the province to the commune level.
