Also at the first meeting of the City Party Executive Committee, Hai Phong City Party Secretary Le Tien Chau requested the City People's Committee Party Committee to direct the implementation of procedures and complete the establishment of a Special Economic Zone in 2025.
According to the Party Committee of Hai Phong City People's Committee, the Special Economic Zone is of special importance to the city. Once established and put into operation, it will become a new growth pole in the western region, the gateway of Hai Phong City, creating balanced development with the two existing coastal economic zones. On that basis, Hai Phong's development space is allocated more reasonably, forming a close connection between the coastal area - international seaport and the inland area - high-tech production center, logistics and innovation; contributing to creating new growth momentum, reasonably restructuring the development space, and at the same time clearing bottlenecks for the city to make a strong breakthrough in the coming period.
With its central location in the Nanning - Lang Son - Hanoi - Hai Phong - Quang Ninh economic corridor, the Special Economic Zone, once formed, will help Hai Phong expand its influence from the coastal area to the entire Red River Delta, while consolidating its role as a hub for international goods, services and investment.
The Specialized Economic Zone will become a new growth pole in the Western region - the inland gateway of Hai Phong city, supplementing the balance with the two existing coastal economic zones of Hai Phong, namely Dinh Vu - Cat Hai Economic Zone and Nam Hai Phong Economic Zone. The formation of the Specialized Economic Zone will not only create a sustainable value chain linking the inland center and the coastal area, but also help the city develop harmoniously and balanced.
This economic zone, when put into operation, will create a complementary role and connect development with coastal economic zones. After its establishment, it will join Dinh Vu - Cat Hai and Nam Hai Phong in a strategic development triangle with important growth pillars not only for Hai Phong city but also for the entire northern dynamic region.
In this structure, Dinh Vu - Cat Hai focuses on international logistics, seaports and heavy industry; Nam Hai Phong orients the development of coastal urban areas, tourism and services, trade, seaports; Specialized economic zones take on the role of centers for high-tech manufacturing, supporting industries, domestic logistics and innovation. The mutual support between these three economic zones not only helps to allocate resources effectively, reduce pressure on coastal cities, but also creates a regional value chain, enhances competitiveness in attracting investment, making Hai Phong and the entire Northern key economic region become the leading growth drivers of the North and the whole country.
The Special Economic Zone is built in the western area of Hai Phong city (formerly Hai Duong) with a total expected area of about 5,300 hectares located in 6 communes: Thuong Hong, Nguyen Luong Bang, Bac Thanh Mien, Thanh Mien, Hai Hung and Binh Giang. As planned, the Special Economic Zone will form 11 industrial parks, with a total expected area of about 2,813.67 hectares; develop 04 industrial clusters with a total area of about 199.04 hectares.
Along with that, in the Economic Zone there will be a commercial service, logistics, and duty-free zone of about 230 hectares, including: a logistics service center with an area of about 50 hectares, a commercial and general service area of about 120 hectares, and a duty-free zone associated with a service and commercial complex with an area of about 60 hectares.
The specialized economic zone also includes: an innovation, research and training center of about 60 hectares with the main functions of promoting research and development; supporting startups and businesses; connecting and cooperating; training and developing human resources; applying and commercializing technology; testing and developing products; promoting creativity and innovative thinking.
Public infrastructure development area with an expected area of about 160 hectares, focusing on developing infrastructure including: Education and training area; Medical area; Modern central park area with full facilities; Sports area, modern cultural center...
In the Economic Zone, a system of modern urban areas with an area of about 530 hectares is also developed, associated with industrial and service zones in the direction of green, ecological, smart, modern, synchronous social infrastructure, modern technical infrastructure...
The total investment for the Special Economic Zone is expected to be about VND 338,017 billion, of which the budget source accounts for about 0.65%. The investment phase of the zone is divided into 2 phases: Phase 2026-2030 with a total investment capital demand of about VND 136,142 billion, of which the budget source is about VND 1,200 billion; Phase 2031-2035 with a total capital demand of about VND 201,875 billion, of which the budget source is about VND 980 billion.
In the 2025-2026 period, it is expected to complete the Master Plan and some construction zoning plans; promote the attraction of domestic and foreign investment projects. In the 2026-2030 period, procedures will be completed and investment and construction activities will be implemented. In this period, the specialized economic zone will initially become the driving force for economic growth in Hai Phong city. In the 2031-2035 period, the economic and social structure system of the economic zone will be completed in a synchronous and modern manner. Conditions will be prepared to expand the specialized economic zone to a scale of 10,000-15,000 hectares.
After the Prime Minister decides to establish the Special Economic Zone, the People's Committee of Hai Phong city will proceed to establish a general plan for the economic zone and develop an investment plan, specific solutions to mobilize capital for each project; including state budget capital to support investment according to the target program; in which, projects that purely serve the public interest, serve the community, and do not generate profit can initially use the state budget, while the remaining projects will actively call for investment in the form of public-private partnership (PPP).
It is expected that the Special Economic Zone will contribute to Hai Phong's GRDP from 3% to 4% by 2030 and over 5% after 2030. Budget revenue in the Economic Zone accounts for about 4 - 5% of total budget revenue.
Currently, Hai Phong has all the conditions to form a Specialized Economic Zone according to the criteria of Decree No. 35/2022/ND-CP on the management of industrial parks, economic zones and mechanisms to create Resolution 226/NQ/QH15 dated June 27, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city.
