
The Cinema Association's announcement about the 2025 Kite Awards said there are problems related to operating costs, organization and awarding.
Specifically, the announcement of the Cinema Association inviting establishments and individuals to participate in the award stated: The works and individuals who win the award will be awarded a trophy, a certificate and a prize. However, due to problems with the general spending standards, if the Association cannot resolve the problem, there will be no prize money for the 2025 Kite Award.
Sharing the cause, Permanent Vice President of the Vietnam Cinema Association - Mr. Nguyen Van Tan said that this is a temporary problem and a common difficulty of the Central Specialized Literature and Arts Associations in 2025, including the Cinema Association.
He said the Kite Award was formed from a fund under Decision No. 25/TTg of the Prime Minister , according to which there is an annual award fund for literary and artistic associations to encourage and motivate the creative work of members and artists.
For the Kite Award, the organization of appraisal (review and grading of films), awarding of trophies or certificates along with cash prizes accompanying the Kite Award categories are also taken from here.
However, from 2024, based on the provisions of the State budget law, budget expenditure must follow technical economic norms. “This is very difficult to apply to the awards of associations, currently there is one union and 10 literary and artistic associations. Each association and union has an award with a different structure and number of awards. Therefore, requesting a fixed number or a common norm for all is an impossible task,” Mr. Tan shared.
The association representative also said that in 2024, the Union of Literature and Arts Associations, the Ministry of Culture, Sports and Tourism, and the Ministry of Home Affairs participated in developing this common standard but have not found a solution.
Also in 2024, the 22nd Kite Award, which was in the process of being organized, was almost stopped due to the new decision. After the Association submitted an urgent request to the Prime Minister for approval, the fund was disbursed to organize the award ceremony and award prizes.

Regarding the Cinema Association’s solution, Mr. Nguyen Van Tan said that the association has notified its members, artists, and groups and individuals participating in the competition. The association is currently working with other partners to mobilize socialized funding.
“Although the bonus is not much, it is still a great encouragement. The Kite Award is one of three Lotus Awards of the National Film Festival, the Kite Award of the Union of Literature and Arts Associations and the National Television Festival. These are awards that can be used to apply for the title of People's Artist, Meritorious Artist, State Award, Ho Chi Minh Award…” The Permanent Vice President of the Vietnam Cinema Association added.
The association representative also said that in recent years, the association has made efforts to participate in common cultural and social tasks, organizing Kite Awards in many places such as Hanoi, Ho Chi Minh City, Nha Trang (Khanh Hoa) to promote the locality through cinema:
"With this year's Kite Award, the Association continues to work with many parties to find solutions, as well as protect the spiritual and material interests of members and authors participating in the award, depending on the conditions of the Association. The award ceremony is expected to be held in early December in Hanoi."
Currently, with high competition from domestic awards (such as the Da Nang Asian Film Festival) and regional awards, the Kite Award needs new solutions and directions to truly affirm its value./.
