Vietnam Lawyers Association held the 13th Party Delegation and Standing Committee Conference

Attending the conference, on the side of the Vietnam Lawyers Association were members of the Party Delegation and the Standing Committee of the Association; on the side of the Party and State management agencies were representatives of the Central Party Office, the Central Internal Affairs Committee, the Ministry of Justice , and the Ministry of Home Affairs.

Mr. Nguyen Van Quyen, Party Secretary, President of the Vietnam Lawyers Association and Mr. Tran Cong Phan, Deputy Party Secretary, Vice President, General Secretary of the Vietnam Lawyers Association co-chaired the conference.

On behalf of the Party Delegation, Mr. Nguyen Van Quyen, President of the Vietnam Lawyers Association, delivered an opening speech welcoming delegates to the 16th Conference of the Party Delegation and Standing Committee, Term XIII, 2019-2024.

Mr. Tran Cong Phan, Vice President and General Secretary of the Vietnam Lawyers Association, presented a summary of the Draft report on work results in the first 6 months of the year and some key tasks for the last 6 months of 2023.

According to the conference chair, from the beginning of 2023, the Party Delegation, the Standing Committee, and the Central Standing Committee of the Vietnam Lawyers Association have focused on directing all levels of the association to thoroughly grasp the Party's guidelines and viewpoints; the State's policies and laws; especially the Party and State's guiding viewpoints on the work of the Vietnam Lawyers Association.

To organize the implementation of Directive No. 14-CT/TW, dated July 1, 2022 of the Politburo on continuing to strengthen the Party's leadership over the Vietnam Lawyers Association in the new period, on May 30, 2023, the President of the Vietnam Lawyers Association signed and issued Action Program No. 163/Ctr-HLGVN. At the same time, the Party Delegation of the Vietnam Lawyers Association also had Plan No. 108-KH/DD on implementing Resolution No. 27-NQ/TW dated November 9, 2022 of the 16th Conference of the 13th Party Central Committee on continuing to build and perfect the Socialist Republic of Vietnam's rule-of-law State in the new period and Plan No. 11-KH/TW, dated November 28, 2022 of the Politburo on implementing Resolution No. 27.

Mr. Tran Cong Phan, Vice President and General Secretary of the Vietnam Lawyers Association presented a report at the conference.

The Lawyers Associations of provinces, cities, units and branches under the Central Association held a conference to review the work in 2022 to evaluate the results achieved, set out directions and key tasks for 2023 and commend collectives and individuals with outstanding achievements in work and launch emulation movements in 2023.

In the first 6 months of 2023, the Association directed specialized units to research and organize comments on draft Law and Ordinance documents under the National Assembly 's Law and Ordinance development program in 2023. Specifically, the Vietnam Lawyers Association coordinated with the Institute of Legislative Studies under the National Assembly Standing Committee to organize two workshops to comment on the draft Law on Land (amended) on February 28 and March 1, 2023.

In the first six months of 2023, provincial and municipal associations organized 600 conferences and seminars to contribute opinions and contributed more than 8,000 opinions to draft central and local documents.

The Central Committee of the Association has researched and collected prolonged complaints and litigation cases to propose to the Vietnam Fatherland Front to conduct supervision according to the Coordination Program between the Standing Committee of the Central Committee of the Vietnam Fatherland Front, the Government Inspectorate, the Ministry of Justice, and the Vietnam Lawyers Association.

The Party Central Committee and the Standing Committee of the Central Association have promptly directed and guided the press and publishing agencies and the Central Association's general electronic information website to perform well the assigned tasks, actively participating in propagating the Party's policies and viewpoints, the State's policies and laws. The Life & Law Magazine and the daily news publishing pages always ensure the accuracy and promptness of information; the news articles are of quality and oriented to serve the political tasks of the Party, the State and the Vietnam Lawyers Association.

At the same time, Vice President and General Secretary of the Vietnam Lawyers Association Tran Cong Phan presented a request for opinions on the dismissal and election of additional members of the Executive Committee and Standing Committee of the Central Committee of the Association, term XIII, 2019-2024.

Mr. Tran Duc Long, Vice President of Vietnam Lawyers Association, presented a report to the conference for comments.

Following the conference program, Mr. Tran Duc Long, Vice President of the Vietnam Lawyers Association, presented a report on organizing the 70th Anniversary of the Founding of the Vietnam Lawyers Association (2025) and the 4th Patriotic Emulation Congress.

Mr. Nguyen Van Hue, Member of the Standing Committee, Head of the Department of Research, Construction and Legal Dissemination, presented a Report on the implementation of some important tasks of the Association in recent times.

Under the chairmanship, delegates attending the conference included Mr. Nguyen Khanh Ngoc, Vice President of the Vietnam Lawyers Association, Deputy Minister of Justice; Pham Hong Quang, Deputy Head of the General Department of the Central Party Office; Duong Thanh Bac, Member of the Standing Committee of the Vietnam Lawyers Association; Le Minh Tam, Member of the Standing Committee of the Vietnam Lawyers Association... participated in discussions, contributed comments on the reported contents, and asked for opinions at the conference.

Mr. Phan Trung Ly, member of the Standing Committee of the Vietnam Lawyers Association, gave a speech at the conference.

Mr. Pham Hong Quang, Deputy Head of the General Department of the Central Party Office, spoke at the conference.

The conference chair highly appreciated, acknowledged and accepted the discussion opinions and suggestions of the delegates attending to complete the report and issues for which opinions were requested.

Delegates voted to pass the Resolution of the 16th Party Congress, Standing Committee, 13th term, 2019-2024 term.
