Online conference to guide the application of economic and technical norms according to Decision No. 2133/QD-BTTTT dated December 5, 2024

On the morning of July 10, the Postal Department - Ministry of Science and Technology held an online conference to guide the application of economic and technical norms for guiding, receiving, digitizing records, and returning results of administrative procedure settlement at ministries, ministerial-level agencies, and localities by public postal service providers according to Decision No. 2133/QD-BTTTT dated December 5, 2024 of the Ministry of Information and Communications.

The conference was held directly at the Ministry of Science and Technology and connected online with 34 provinces/cities across the country. Attending and co-chairing the conference were Director of the Postal Department La Hoang Trung and Deputy Director of the Planning and Finance Department Nguyen Ngoc Hai; representatives of leaders of departments and units under the Departments.

At Son La bridge, Mr. Pham Quoc Chinh - Deputy Director of the Department of Science and Technology chaired the conference; also attending were representatives of leaders and experts of the Department of Finance, the Provincial People's Committee Office, the Provincial Public Administration Service Center, the Provincial Post Office and representatives of the Department Office and the Infrastructure Department of the Department of Science and Technology.

Decision No. 2133/QD-BTTTT issued by the Ministry of Information and Communications on December 5, 2024 applies to competent authorities deciding to hire public postal service providers to perform a number of steps in handling administrative procedures, including activities: guiding, receiving, digitizing records, returning results of handling administrative procedures at one-stop-shop departments at all levels; this economic-technical norm is the maximum direct loss level of labor; machinery, equipment; tools, instruments; office supplies and a number of other direct losses. Decision 2133/QD-BTTTT is the basis to ensure that the preparation of estimates, construction of service unit prices and budget allocation are carried out correctly and effectively, while contributing to promoting the implementation of the one-stop shop and inter-connected one-stop shop mechanisms at state administrative agencies, in accordance with the Project on innovation of the one-stop shop mechanism approved in Decision No. 468/QD-TTg dated March 27, 2021 of the Prime Minister.

Overview of the points participating in the online meeting.

At the conference, under the direction of the leaders of the Postal Department, 34 localities exchanged opinions and problems surrounding the implementation of Decision No. 2133/QD-BTTTT. The opinions focused on the following issues: Funding for the implementation of BCCI services in 2026; Implementation period of Decision 468/QD-TTg dated March 27, 2021; Calculating norms when merging communes with communes, Departments with Departments; Evaluating the quality of BCCI services; Bidding for BCCI services when there is 1 BCCI enterprise; postal enterprises other than Vietnam Post Corporation participating in providing BCCI services; The focal point for implementation is the Department of Science and Technology or the Office of the People's Committee; Digitalization criteria; Legal value of documents when the Ministry of Information and Communications merges with the Ministry of Science and Technology; How is the salary for postal employees working in place of civil servants at the one-stop department calculated?

According to statistics, currently 09/34 provinces and cities have issued economic and technical norms according to Decision 2133, including Son La province. Regarding the transfer of HCC centers according to Decision No. 468/QD-TTg dated March 27, 2021 of the Prime Minister approving the Project on innovation in implementing the one-stop, one-stop mechanism in handling administrative procedures, Mr. Chu Quang Hao - General Director of Vietnam Post Corporation said that currently 20/30 provinces have handed over the provincial HCC Center to the Provincial Post Office for implementation.

Concluding the Conference, Mr. La Hoang Trung, Director of the Postal Department, acknowledged the opinions of the localities, some of which were partly answered, the issues discussed by the localities at the Conference will be compiled by the Postal Department and responded to the localities in writing with instructions as soon as possible. The Conference has basically resolved difficulties and obstacles and provided guidance on the implementation of the application of economic and technical norms for the activities of guiding, receiving, digitizing records, and returning results of handling administrative procedures at ministries, ministerial-level agencies, and localities by enterprises providing public postal services in the localities, especially in the context of reorganizing and changing the organizational apparatus of provinces/cities./.
