Speaking at the opening of the Conference, Deputy Minister of Science and Technology Bui Hoang Phuong praised and highly appreciated the achievements of the staff working on emulation and commendation of the Science and Technology sector in the past time. The comrades were proactive, positive, and promptly proposed to commend many collectives and individuals with outstanding achievements, especially in important events of the country, of the Science and Technology sector, in the work of building and completing important law projects of the sector and in thematic emulation movements.
In order for the emulation and reward work in 2026 and the following years to go deeper and have a strong influence, the Deputy Minister of Science and Technology requested that the comrades assigned tasks strictly grasp the provisions of the law on emulation and rewards, especially the newly issued documents. Units under the Science and Technology sector build and put into operation a digital database on emulation and rewards, integrated with the management system of cadres, civil servants and public employees of the Ministry; launch and organize emulation movements that are substantial and effective, avoiding formalities, closely linked with the professional tasks of each unit...
At the Conference, delegates listened to the following contents: Report on the results of implementing the law on emulation and commendation of the Ministry of Science and Technology; discussions on emulation and commendation work; dissemination of the Law on Emulation and Commendation in 2022; Decree No. 152/2025/ND-CP dated June 14, 2025 of the Government; Circular No. 15/2025/TT-BNV dated August 4, 2025 of the Ministry of Home Affairs stipulating measures to organize and guide the implementation of the Law on Emulation and Commendation in 2022; introducing some contents of the draft Circular detailing the implementation of a number of articles of the Law on Emulation and Commendation and Decree No. 152/2025/ND-CP dated June 14, 2025 of the Government for the Science and Technology sector.
The conference was held to continue promoting the emulation movement of the Science and Technology sector in 2025 with the theme "The entire Science and Technology sector unites, disciplines emulates, accelerates, breaks through, reaches the finish line, enters a new era - the era of national growth" which has a pervasive influence throughout the sector, making the patriotic emulation movement a driving force to excellently complete assigned political tasks; at the same time, linking emulation movements with "Promoting the study and following of Ho Chi Minh's ideology, morality and style"...
