According to the report at the workshop, implementing the Central's direction on deploying the 2-level government model and merging 3 provinces of Ninh Binh, Nam Dinh , Ha Nam, named Ninh Binh province from July 1, 2025, on the basis of outstanding results in digital transformation, the Department of Science and Technology promptly advised the Provincial People's Committee to direct the implementation of the assessment of the operations of shared information systems of the 3 provinces and select the only information system to deploy for Ninh Binh province after the merger from July 1, 2025. Specifically, regarding the deployment of the Dedicated Data Transmission Network and the Data Sharing Integration Platform (LGSP), currently, 100% of communes and wards have been connected to the high-speed internet network and the Dedicated Data Transmission Network, ensuring effective service for the interconnection, connection, and sharing of information and data at 3 levels from the Central to the province, to the commune and ensuring effective service for the province's online video conferencing system. The LGSP platform operates smoothly and stably, ensuring effective connection and sharing of data with the systems of ministries, branches and the National Public Service Portal to meet the requirements of direction and administration of authorities at all levels.

Ninh Binh ensures the implementation of public administrative procedures for people and businesses when implementing the two-level local government model.
The document management and administration software has been operating stably since 0:00 on July 1, 2025, with 100% of users accessing smoothly, ensuring the sending and receiving of interconnected administrative documents on the national document interconnection axis. By the end of July 24, 2025, more than 202,705 documents had been circulated on the software, of which 202,705 were incoming documents, 38,243 were outgoing documents, and 31,078 were digitally signed outgoing documents (81.26%).
Regarding the implementation of the administrative procedure settlement information system (TTHC), Ninh Binh is one of the leading provinces nationwide in implementing integration and connection with the National Public Service Portal to deploy the National Public Service Portal as a national "single window". From 0:00 on July 1, 2025, the system has officially operated at the new address https://motcua.ninhbinh.gov.vn, ensuring smooth and uninterrupted reception and settlement of administrative procedures. Up to now, 1,910 online public services of the province have been updated and integrated to the National Public Service Portal, reaching a rate of 100%. As of July 23, 2025, the system has received 36,694 records. Of which, 28,599 records are online (accounting for 77.9%); 8,156 records are paid online (reaching 59.9%); 35,300 files returned on time, reaching a rate of 96.2%.
Regarding the deployment of some other essential information systems, currently 100% of communes and wards have been equipped with a synchronous, unified online video conferencing system and connected to the specialized data transmission network, ensuring effective service for 100% of meetings between the Central Government and the province with the commune. 100% of the People's Committees of communes and wards have completed updating, upgrading or redesigning the Portal and Electronic Information Page of the unit, ensuring compliance with the provisions of Decree No. 42/2022/ND-CP dated June 24, 2022 of the Government regulating the provision of information and online public services of state agencies in the network environment. The issuance of electronic identification codes, official email systems, official digital signatures... were also promptly deployed to meet the needs of information exchange, use of information systems, shared software of the province, serving the work of cadres, civil servants, public employees, and workers at agencies and units.
In addition to the achieved results, the process of deploying information systems serving the 2-level local government model in the province in the past time still has some limitations and problems such as: Some information systems sometimes operate unstably, errors still occur; the process and operations of processing work records, sending and receiving incoming and outgoing documents on the document management and administration software are not synchronized, slow and difficult to handle, especially for digital signature activities; some connections serving the settlement of administrative procedures are not operating stably: Connection to the National database on population, connection to the Interconnection System of 2 groups of interconnected administrative procedures, connection to the Civil Registration Database System, connection to the Land Database...
At the workshop, delegates focused on assessing the situation and results of implementing information systems and software to serve the implementation of the 2-level local government model in Ninh Binh province; difficulties and obstacles in the process of using and operating the systems and software. At the same time, they discussed and proposed solutions to improve the efficiency and quality of operations of information systems to serve the implementation of the 2-level local government model in Ninh Binh province in the coming time.
Concluding the workshop, Mr. Ta Quang Phuong, Deputy Director of the Department of Science and Technology, acknowledged and highly appreciated the frank and enthusiastic opinions of the delegates at the workshop. The opinions focused on analyzing and evaluating the current situation, pointing out the causes, limitations and shortcomings in the implementation of shared information systems to serve the implementation of the 2-level local government model, especially the Information System for handling administrative procedures and the Document Management and Operation software. Based on the opinions at the workshop, the Deputy Director of the Department of Science and Technology requested the specialized department to fully absorb and synthesize them to complete the report to the Provincial People's Committee. In the coming time, the Department will continue to coordinate with relevant agencies and units to establish working groups to visit localities to grasp the situation of deployment and use of shared information systems. From there, propose solutions to upgrade and complete the essential information systems that have been deployed; promptly overcome existing problems and difficulties in the process of using software, ensuring smooth and effective operation of the 2-level local government model./.
