Ninh Binh - a land of "charming mountains and rivers" with a cultural history of over 1,000 years, the ancient capital Hoa Lu, where many valuable cultural and natural heritages converge, has been recognized by UNESCO as a World Cultural and Natural Heritage with the Trang An scenic complex. On the journey of development, Ninh Binh has been constantly innovating, striving to become a dynamic and modern province in the Red River Delta region.
In recent times, our Party has paid great attention to the development of science and technology (S&T): The 6th Central Conference - The 11th Party Central Committee's Executive Committee "on the development of S&T to serve the cause of industrialization" stated the view: Development and application of S&T is the top national policy, one of the most important driving forces for economic and social development and national defense; is one of the contents prioritized for investment one step ahead in the activities of all sectors and levels. The 13th Party Congress continued to affirm the policy of promoting industrialization and modernization on the basis of advances in S&T and innovation. The Party pointed out: "Promoting national digital transformation, developing the digital economy based on the foundation of S&T and innovation". Also at this Congress, the 10-year Socio-Economic Development Strategy for 2021-2030 was approved, emphasizing: "Strong development of science and technology, innovation, creativity and digital transformation is the main driving force for economic growth". On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation.
Therefore, it is necessary to summarize the current status of science and technology development and innovation in recent times, thereby proposing some solutions for science and technology development, innovation and digital transformation in Ninh Binh province in the new era.

In the recent period, the province has made efforts to create a fundamental change in the capacity and level of local science and technology research and application, strengthen the potential of science and technology, continue to invest and effectively exploit topics and projects using development capital for science and technology, build high-tech agricultural zones and regions. At the same time, promote movements, initiatives and scientific and technical innovations; promote the development of the science and technology market and the ecosystem of innovative startups and digital transformation; promote domestic and international cooperation in science and technology.

Specifically, in the industrial sector, the province restructures investment attraction, focusing on attracting modern technologies associated with the development of supporting industries to form value chains. Attracting investment to develop industries in the direction of priority development including: Mechanical engineering industry, electronics, agricultural and aquatic product processing, food; small-scale industry. In the agricultural sector, building a modern and sustainable agriculture based on the foundation of developing high-tech, smart and clean agriculture. Large-scale concentrated commodity production areas are formed, focusing on key products, typical products with potential and strengths, meeting the increasing needs of domestic consumers and aiming for export. In the field of environmental protection and climate change response, the province strengthens the prevention and control of sources of environmental pollution from industrial production projects with high risk of environmental pollution such as: production of microbial fertilizers from agricultural by-products, production of construction materials... Scientific and technological advances are applied to exploit, use natural resources reasonably and effectively; treat the environment of rural and urban residential areas. The province continues to invest in building and upgrading environmental technical infrastructure, automatic environmental monitoring systems; protect and develop forests, conserve nature and biodiversity.
Strengthening the application of information technology to serve state management and production and business activities. The province deploys information technology applications on 4G and 5G platforms, focusing on the following areas: digital economy, digital government, Bigdata, broadband Internet, artificial intelligence, IoT, smart cameras...; promoting the effectiveness of urban government and e-government in serving and meeting the needs of the people. The province focuses on building smart urban models, smart healthcare, smart transportation, smart tourism, STEM models in schools...; applying 3D, 4D technology, simulation technology in areas of social life... With the viewpoint of "Low investment, high efficiency" has been affirmed to be true to the practical situation of the province, specifically: The province's shared information systems are deployed to 100% of agencies and units and soon complete the required connection with national systems; The e-Government/Digital Government platform is being built on the basis of focused and key investments, taking advantage of and inheriting existing technical infrastructure and equipment for development, meeting the requirements and tasks set out in the new situation; Departments, branches, People's Committees of districts, cities and people and businesses in the province have accompanied and taken drastic action, thereby having many positive changes and achieving many results; the promotion of e-Government/Digital Government construction and digital transformation in recent times has contributed to improving the capacity of direction and administration, promoting administrative reform, serving businesses and people more and more effectively.
From 2020 to now, we have successfully organized 02 science and technology competitions, 05 science and technology innovation competitions and 01 Hoa Lu award to arouse the potential and promote the creative thinking of young people, train creative skills, build the dream of invention right from when they are still in school, at the same time encourage the emulation movement of research, application of science and technology into production practices, improve the efficiency of competitiveness, encourage and honor the team of scientific and technological intellectuals and the working masses to contribute to promoting the development of science and technology in Ninh Binh province.
Some limitations
Although the achievements of science and technology, innovation and digital transformation in recent years are enormous, there are still certain limitations, reflected in some basic points below:
Firstly, regarding policy mechanisms: There are still some problems in the mechanisms and policies, leading to the fact that the Science and Technology Development Fund of the province and Enterprises has not been formed; tax incentives for investment in scientific research and technological innovation are still difficult to implement due to the lack of uniformity in legal regulations.
Second, the technology absorption capacity of enterprises, production and business establishments is still limited. In the context of economic difficulties and challenges, investment in research and technological innovation is limited, causing the productivity of creating scientific and technological products to be far behind that of other countries in the region and the world. On the other hand, technological innovation is not only replacing old machinery and equipment with new ones, but also requires changing the mindset, the entire management system as well as creating high-quality human resources, in this regard in Ninh Binh is still modest.
Third, the level of technology is slow to be renewed in many production, business and service sectors; the products of science and technology are still modest; the rate of application of science and technology in production, business and life development is not high; the import and use of foreign machinery, equipment and technology is not yet synchronous and effective.
Fourth, the science and technology market has not yet developed, the value and quantity of science and technology goods traded are still limited. The factors forming the science and technology market have not developed synchronously, the capacity of many subjects in the science and technology market is still low, there is no connection between research facilities, universities, research institutes and enterprises...
Solutions for developing science and technology, innovation and digital transformation in Ninh Binh province
By 2030, in order for Ninh Binh to become a dynamic innovation center of the Red River Delta with a developed science and technology ecosystem, capable of connecting and integrating internationally, contributing significantly to the sustainable socio-economic development of the province, it is necessary to implement a number of solutions:
- Strengthen propaganda and education so that leaders at all levels, businesses and people clearly understand the importance of science and technology, innovation and digital transformation in the process of socio-economic development; encourage the spirit of creative entrepreneurship in the community, create a favorable environment and apply new ideas in production, business and scientific research.
- Continue to improve mechanisms and policies to encourage and support, mobilize all social resources to invest in research, development and application of science and technology, digital transformation and innovation; issue policies to encourage enterprises to invest in research, development and application of new technologies in production and business; sectors and localities in the process of building and directing the implementation of socio-economic development plans need to include the goals and tasks of science and technology, digital transformation and innovation in this plan.
- Increase investment and development of science and technology infrastructure; ensure balance and adequate allocation of resources for investment in science and technology development and innovation; invest in digital infrastructure, build modern information technology infrastructure, ensure network safety, security and high connectivity; develop digital platforms, facilitate effective sharing and exploitation of data; ensure the rate of increase in investment from the State budget for science and technology development; diversify investment sources for science and technology from sources outside the State budget, mobilize investment sources from enterprises, the private sector, and the community for applied research activities, innovation, startups, and technology transfer to serve the synchronous development of fields and sectors; focus on investment in important industries and product areas that have a great impact on socio-economic development to improve competitiveness.

- Develop the science and technology market, encourage innovation; enhance digital transformation to serve socio-economic development. Accordingly, strive to achieve a strong increase in the value of science and technology goods annually, reaching an average of 20% and over 25% for a number of key export sectors and industries. The proportion of intellectual property transactions reaches over 15%, the proportion of transactions of imported technologies from developed countries reaches over 20%. Promote cooperation between research institutes, universities and enterprises. Develop commercialization policies, quickly bring research results and intellectual property into production and business.
