Guidelines for foreign affairs tasks of two-level local governments

On September 25, at the Provincial Conference Center, the Department of Foreign Affairs of Tuyen Quang province presided over and coordinated with the Department of Law and International Treaties, and units under the Ministry of Foreign Affairs to organize a Conference on providing local guidance on a number of contents in the field of state management of the sector in the process of operating two-level local governments in Tuyen Quang province.

Attending the conference were delegates from the leaders of the departments and offices, experts in charge of foreign affairs of the Provincial Party Committee's Party building departments; leaders and experts in charge of foreign affairs: Provincial Party Committee Office, Office of the National Assembly Delegation and Provincial People's Council; Provincial People's Committee Office; leaders and officials in charge of foreign affairs of departments, branches, sectors, the Fatherland Front Committee, socio- political organizations; leaders of the People's Committees of communes and wards; representatives of the border guard stations, representatives of border section 4; businesses interested in foreign affairs and international integration.

The delegates were informed by the leaders and reporters of the Department of Law and International Treaties and units under the Ministry of Foreign Affairs ; leaders of the Tuyen Quang Department of Foreign Affairs on the following topics: Instructions on the implementation of introducing sample seals, signatures of titles and new legal regulations on consular certification and consular legalization. Instructions on the inheritance of international agreements signed by the People's Committees at the district level before July 1, 2025 and the handling of other international agreements affected by the reorganization of the apparatus and administrative units at all levels. Regulations on the functions and tasks of local foreign affairs agencies and decentralization in the field of organizing and managing international conferences and seminars.

At the same time, information on the situation of border management according to 3 legal documents on the Vietnam-China land border is updated; orienting measures to resolve issues arising on the Vietnam-China land border. Guidance and answers to questions arising when implementing the two-level local government model for border management and protection according to legal documents on the Vietnam-China land border.

Speaking at the conference, comrade Nguyen Trung Thu, member of the Provincial Party Committee, Director of the Department of Foreign Affairs of Tuyen Quang province , affirmed that in the context that the whole country is actively implementing the two-level local government model, the conference will guide and help students equip themselves with more knowledge, well meet the political requirements of localities, agencies and units in the process of operating two-level local government, ensuring efficiency, effectiveness, unity and smoothness.
