The Organizing Committee assigned staff to monitor, direct, and appraise the documents: Draft political report, review report of the Executive Committee of the 7th term, draft resolution, personnel plan and program of the Veterans Association congresses of communes, wards, and blocks in administrative agencies, public service agencies, and State-owned enterprises (Block 487). At the same time, a working group was established to direct the pilot congress in To Hieu ward and Tan Yen commune to regularly inspect, urge, and remove difficulties, ensuring the progress of preparing reports, documents, personnel, and propaganda for the congress.

This term, the content of the congress has changed. 7 Association organizations that are not subject to merger (Association of War Veterans of Muong Lan, Muong Leo, Muong Bam, Suoi To, Tan Yen, Phieng Khoai and Ngoc Chien communes) carry out 4 contents: Summarizing the implementation of the Congress Resolution for the term 2022 - 2025, determining the direction, goals and tasks of the Association's work for the term 2025 - 2030. Discussing the draft Political Report of the Executive Committee of the Provincial Association of War Veterans, the Central Association of Vietnam War Veterans. Electing the Executive Committee of the Commune Association of War Veterans for the 8th term. Electing delegates to attend the Provincial Association of War Veterans Congress.
And with 68 groups Associations subject to merger and new establishment and the Association of War Veterans, Block 487, the Provincial Association of War Veterans, in coordination with the Party Committees of communes and wards, appointed members of the Executive Committee, Standing Committee, Chairman, Inspection Committee, Head of Inspection Committee for the new term and appointed a delegation to attend the Congress at a higher level.
A key task before the Congress is personnel work. According to the Central Association's guidance, the Chairman of the Commune-level Veterans Association must be a retired officer, professional soldier, or a retired Vietnam People's Army officer who has commanded a Battalion or equivalent or higher, or a People's Army officer who has transferred to an equivalent position. For border communes, remote and isolated areas, members can be officers, demobilized soldiers, or reserve officers. Associations with 12 or more members can elect an Executive Committee (3-25 members); less than 12 members cannot elect an Executive Committee. Executive Committee members must be old enough to serve the entire term (60 months).

The Phu Yen Commune Veterans Association has just held the 2nd Extended Executive Committee Meeting to implement the personnel work process of the 8th Congress of the Commune Veterans Association, term 2025 - 2030. At the meeting, the Executive Committee of the Commune Veterans Association unanimously proposed the Provincial Executive Committee of the Veterans Association to appoint 25 comrades to join the Executive Committee of the Commune Veterans Association, 7 comrades to join the Standing Committee, and 5 comrades to join the Inspection Committee. Comrade Dinh Cong Hoa, Chairman of the Commune Veterans Association, said: Personnel work is carried out objectively, transparently, ensuring the correct standards and structure. The Congress of the Commune Veterans Association is expected to be held on October 22.
Along with that, the draft political report was organized to collect opinions and synthesize comments from departments, branches, organizations; former leaders of the Veterans Association of all periods. In addition, the Provincial Veterans Association organized to collect opinions and expectations of members for the congress; called for ideas and suggestions to enhance the effectiveness of the Association's activities at all levels.
The Standing Committee of the Provincial Veterans Association has also launched high-point emulation campaigns to excellently complete the Association's targets and tasks; organize specific, practical, meaningful projects and tasks to participate in building new rural areas, urban civilization, participating in local economic and social development; activities to care for members in difficult circumstances...
