
Removing many obstacles
In Resolution No. 66.4/2025/NQ-CP, the Government allows the application of the provisions in Clause 2, Article 72 and Point d, Clause 2, Article 73 of the Law on Geology and Minerals to exploit Group IV minerals and provide materials for public investment projects, investment projects under the public-private partnership (PPP) method; key and important national works and projects; urgent construction works and tasks; natural disaster prevention projects and works; socio -economic development works and projects under the approval and investment policy decision authority of local authorities...
Accordingly, the Government allows the exploration and exploitation of Group III minerals for construction materials, and the exploitation of Group IV minerals to serve the construction of the above-mentioned works and projects without having to carry out procedures for deciding or approving investment policies, approving investment projects; not having to base on land use planning, annual land use plans and not having to carry out procedures for changing land use purposes, except for land used for national defense and security purposes.
At the same time, it is not necessary to carry out procedures for appraisal and approval of appraisal results of environmental impact assessment reports, issuance of environmental licenses, and environmental registration; it is not necessary to base on the management plan on geology and minerals prescribed in Clause 2, Article 12 of the Law on Geology and Minerals.
Resolution No. 66.4/2025/NQ-CP of the Government removes many difficulties and obstacles in exploiting minerals for common construction materials. The Department of Agriculture and Environment, the Department of Construction, construction investment project management boards... urgently propose to deploy and implement this resolution, to avoid shortage of common construction materials.

In the resolution, the Government also allows the delimitation of areas where mineral exploitation rights are not auctioned for group III mineral mines used as construction materials; group IV mineral mines used for the above-mentioned works and projects; limestone and clay mineral areas used as raw materials for cement production and minerals used as additives to adjust cement production as determined in the planning for exploration, exploitation, processing and use of minerals as construction materials (group II mineral planning) approved by competent authorities... Resolution No. 66.4/2025/NQ-CP takes effect from September 21, 2025 and is implemented until February 28, 2027.
Urgently auction 14 mines, delimit and license many other mines
With the implementation time of the above resolution being less than 1.5 years and the shortage of construction materials occurring in the area, at the above regular meeting, the city leaders requested departments, branches, sectors and localities to urgently and resolutely deploy and implement this resolution.

Vice Chairman of the City People's Committee Phan Thai Binh said that the content of Resolution No. 66.4/2025/NQ-CP of the Government clearly stated many opinions and proposals of the city on removing difficulties and obstacles in the process of implementing the Law on Geology and Minerals in general and the exploitation of minerals for common construction materials in particular.
“The Government’s resolution has many points to remove difficulties and obstacles in the past time. The city is looking forward to this resolution and now that it has been issued by the Government, departments, branches and localities need to urgently deploy and implement it,” said the Vice Chairman of the City People’s Committee.
In addition, the Director of the Department of Agriculture and Environment is requested to urgently carry out the tasks assigned by the City People's Committee, and direct the immediate auction of 14 mines exploiting minerals for common construction materials. Through survey and assessment, the reserves of minerals for common construction materials (soil, stone, sand and gravel) currently available in Da Nang city are much larger than the market's demand for construction materials.
In addition to organizing the auction of the 14 mineral mines mentioned above, the Department of Agriculture and Environment, based on Resolution No. 66.4/2025/NQ-CP of the Government, immediately resolved the delimitation of mine areas that do not auction mineral exploitation rights to grant licenses for exploration and exploitation of common construction materials to supply for projects using state budget capital (public investment projects).
“The Government’s Resolution allows the licensing of mineral exploitation as construction materials for construction works and public investment projects without having to base on land use planning and annual land use plans. Communes and wards need to immediately review mineral mines in the area to determine which mines are or are not included in the land use planning and plans, as well as determine the demand for common construction materials for public investment works and projects in the area.

"The local authorities should propose that the city demarcate the mine area that ensures the reserves and is closest to the public investment project that requires common construction materials in order to grant the mining rights and immediately provide construction materials for these public investment projects," the leader of the City People's Committee requested.
Based on the list of more than 100 mineral mines of soil, stone, sand and gravel provided by the Department of Agriculture and Environment, investors and construction investment project management boards also proposed to delimit and exploit common construction materials to supply for projects with state investment capital.
The Government's Resolution has come into effect, investors and project management boards select mine sites to propose demarcation and put into exploitation. At the same time, select qualified and capable units to exploit; ensure supervision of exploitation of correct reserves, transportation according to regulations, and collection of sufficient money to pay into the budget...
With the above resolution of the Government, in general, there are no major problems leading to the shortage of common construction materials, so investors and project management boards should coordinate with departments to urgently implement it.
