The 8th Congress of the Central Party Committee of the Public Security, term 2025 - 2030, held a preparatory session.

On the afternoon of October 3, 2025, at the Hall of the Ministry of Public Security (Hanoi), the 8th Congress of the Central Public Security Party Committee, term 2025 - 2030, held a preparatory session. General Luong Tam Quang, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security chaired the preparatory session of the Congress.

Attending the preparatory session of the Congress were Deputy Ministers of Public Security : Senior Lieutenant General Tran Quoc To, member of the Party Central Committee, Deputy Secretary of the Central Public Security Party Committee (CPP); Senior Lieutenant General Le Quoc Hung, member of the Party Central Committee, member of the Standing Committee of the CPP; Senior Lieutenant General Le Van Tuyen, member of the Standing Committee of the CPP; Senior Lieutenant General Nguyen Van Long, member of the Standing Committee of the CPP; Senior Lieutenant General Pham The Tung, member of the Standing Committee of the CPP; Senior Lieutenant General Nguyen Ngoc Lam, member of the Standing Committee of the CPP; Lieutenant General Dang Hong Duc, member of the Standing Committee of the CPP.

The delegates summoned to attend the Congress include 350 delegates (24 ex-officio delegates and 326 delegates elected from the congresses of Party Committees under the CATW Party Committee). At the Congress preparatory session, the delegates elected the Presidium, Secretariat, and Delegate Qualification Examination Board; approved the Congress's Program and Working Regulations; disseminated the Party's Election Regulations; announced the division of Delegate Groups; and provided guidance on the organization and activities of Delegate Groups attending the Congress.

After an afternoon of urgent and serious work, the preparatory session of the 8th CATW Party Congress, term 2025 - 2030, completed the proposed contents.

To organize the official session of the Congress which will open on the morning of October 4, 2025, Minister Luong Tam Quang emphasized a number of contents; in which it clearly stated: Implementing Directive No. 45 of the Politburo , in the past time, the CATW Party Committee and Party committees at all levels have focused on leading and closely directing the Party Congresses at all levels in the CATW Party Committee and in the People's Public Security (Public Security) to ensure compliance with the requirements of the Politburo; at the same time, promoting responsibility, devoting a lot of time and effort to preparing for the 8th CATW Party Congress. On September 8, 2025, the CATW Party Committee Standing Committee and the Ministry's leaders reported to the Politburo on the preparations for the Congress. The Politburo highly appreciated the leadership of the organization of Party Congresses at all levels in the PAND; assessed that the Congress documents were carefully prepared, serious, of high quality, and in accordance with the Central's instructions; The review report of the CATW Party Committee is highly combative, self-critical and critical. The Politburo agreed on the personnel plan for the CATW Party Committee for the 2025-2030 term and the personnel for the CATW Party Committee delegates to the 14th National Party Congress. At the meeting, General Secretary To Lam highly appreciated the efforts, determination and achievements of the CATW Party Committee and the Public Security Forces during the term; at the same time, directed the orientation, goals and requirements of the CATW Party Committee and the Public Security Forces in the coming term.

According to the Regulations, the 8th Congress of the CATW Party Committee will carry out 3 contents: (1) Summarize the implementation of the Resolution of the 7th Congress of the CATW Party Committee; determine the directions, goals, targets, tasks, solutions and strategic breakthroughs of the Party Committee for the 2025-2030 term. (2) Discuss and contribute opinions to the draft documents submitted to the 14th National Party Congress. (3) Elect delegates to the 14th National Party Congress. At the same time, the Congress will also focus on discussing and discussing solutions to effectively implement the Conclusion of General Secretary To Lam at the working session with the Standing Committee of the CATW Party Committee on September 8.

For the Congress to be a great success, truly exemplary according to the direction of the Politburo and the General Secretary, the Presidium and the Party Committee of the Public Security Forces request that delegates fully and deeply understand the position and significance of the Congress. This is an important milestone in the development of the Public Security Forces Party Committee and the Public Security Forces not only in the 2025-2030 term, but also in many years to come. The success of the 8th Congress of the Public Security Forces Party Committee will contribute significantly to the success of the 14th National Party Congress.
