The Government urgently promulgates the Human Resources Development Strategy to 2030, with a vision to 2050, which is one of the main contents of Resolution No. 1796/NQ-UBTVQH15.

Resolution No. 1796/NQ-UBTVQH15 on thematic supervision of the implementation of policies and laws on the development and use of human resources to meet the requirements of socio -economic development, especially high-quality human resources, has just been signed and issued by National Assembly Chairman Tran Thanh Man.

Human resources increased in both quantity and quality.

Regarding the results achieved, the Resolution stated that in the 2021-2024 period, the Party and State issued many documents guiding and guiding the development of human resources and high-quality human resources.

The system of legal documents has been promulgated relatively completely, gradually institutionalizing the Party's policies, creating a legal corridor, orienting the content, setting out specific requirements, guiding the implementation of human resource development and use, attracting and using high-quality human resources. The Government, ministries, branches and localities have focused on directing, operating and implementing tasks of human resource development and use.

Notably, human resources, high-quality human resources have increased in both quantity and quality, and the structure is increasingly more appropriate. The staff, civil servants, and public employees are generally well-trained, have good political will, qualifications, and professional capacity. The quality and quantity of research and development human resources have been gradually improved.

Unemployment and underemployment rates remain below 3%. Labor productivity increases by an average of 5% per year. Average income of workers increases.

Along with that, the quality of education and training is increasingly improved, better meeting the needs of human resource development. Recruitment, use, management and development of human resources have many innovations, ensuring publicity, transparency, compliance with regulations, paying more attention to female workers and workers from ethnic minorities. Policies to attract, promote and reward talents and high-quality human resources have initially shown effectiveness.

Policies and laws on human resource development and use are still limited.

The Government, a number of ministries, branches and most localities have not yet issued comprehensive documents and long-term strategic orientations on human resource development and high-quality human resources.

The quality of human resources is improving at a slow pace, without any breakthroughs, and failing to meet the development requirements of the labor market in the coming period.

Entering a new era, the demand for high-quality human resources is increasingly urgent. Our country is facing the risk of a shortage of high-quality human resources, especially leading experts, "chief engineers", strong research groups in the fields of science, technology, new economics, human resources serving the defense industry, security and other important fields such as law, artificial intelligence, semiconductors.

In addition, the financial mechanism for human resource development, especially high-quality human resources, is not commensurate with the role of "strategic breakthrough". Special mechanisms and policies to attract, train, foster, and promote talents and high-quality human resources are slow to innovate, and the working environment is not really attractive.

Urgently issue the Human Resource Development Strategy to 2030

The Resolution sets out key tasks and solutions. Among them, regarding the tasks and solutions for improving institutions, policies and laws, the Government urgently promulgates the Human Resources Development Strategy to 2030, with a vision to 2050.

Ministries, branches and localities shall, based on the Government's orientation, develop and issue documents on human resource development in accordance with reality and development requirements in the coming period.

At the same time, amend and supplement the Law on Education, the Law on Higher Education and the Law on Vocational Education, including studying and amending the policy on educational autonomy; amending and supplementing the Law on Civil Servants, including studying and amending regulations on recruitment, training, fostering, planning, appointment, secondment, and evaluation of civil servants based on output products; and specifying criteria for identifying and discovering talents.

Develop and implement the National Target Program on modernization and improvement of education and training quality; National Target Program on health care, population and development. Research and promulgate regulations on high-quality human resources in the direction of clearly defining the concept, criteria, and authority to determine high-quality human resources in the total human resources (through criteria on qualifications, training results; professional skills; experience, reputation, and achievements in work).

Regarding tasks and solutions for implementation, the Resolution clearly states: Effectively implement national planning, regional planning, specialized technical planning, and issued human resource development programs and projects.

The Government assigns an agency to preside over state management of human resource development in both the public and non-public sectors, responsible for monitoring, forecasting, developing strategies for national human resource development and supervising and evaluating implementation results; preside over the development of a human resource database, select key areas to develop policies for high-quality human resource development; direct agencies to implement strong communication programs and raise social awareness of human resource development.

Along with that, innovate human resource forecasting. Focus on investment and improve the quality of key universities and vocational training institutions, linked to priority industries and industries lacking human resources.

Building a learning society, lifelong learning, focusing on improving the quality of training from primary school, retraining, advanced training, and transitional training; developing diverse forms of training, fostering skills and knowledge for workers, and expanding the implementation of online training.

At the same time, effectively carry out career guidance and streaming for high school students, increase the rate of students with good academic performance or better participating in vocational education. Shift the structure of the labor market towards using high-quality human resources associated with high income.

Synchronously implement solutions to reduce the size of the informal sector workforce; reasonably reduce the proportion of workers in the agricultural, forestry and fishery sectors, and increase the proportion of workers in the industrial, construction and service sectors, especially the high-tech industry.

Complete the project of job positions of state agencies and public service units at all levels after reorganizing the apparatus. Implement strong decentralization to localities and establishments in developing and using human resources, high-quality human resources, paying attention to the transfer of authority and responsibility to localities and establishments must be accompanied by resources for implementation, including payroll and budget. Ensure proper and sufficient implementation of regulations on minimum state budget expenditure for education and training.

Regarding the development and use of high-quality human resources, the Resolution clearly states the need to strongly innovate the mechanism for using, promoting, developing, and retaining high-quality human resources to effectively promote the number of recruited talents, attracting them in the direction of organizing separate programs, works, and projects with open remuneration mechanisms and working environments, encouraging innovation and promoting responsibility.

Focus on attracting talents such as Vietnamese students studying abroad, experts, leading scientists, "chief engineers", strong research groups of Vietnamese people abroad and experts, leading scientists of foreign origin working in new and important fields (high-tech services, green transformation, digital transformation, circular economy, science and technology, education and training, artificial intelligence, semiconductors, law, etc.) in high-tech zones, international financial centers, and dynamic development regions./.
