The telegram was sent to specialized management departments (Roads, Railways, Maritime and Waterways, Aviation, Construction Investment Economics and Management, Construction Infrastructure), Departments of Construction of localities from Quang Ninh to Khanh Hoa and Gia Lai, together with Vietnam Railways Corporation and units under the Ministry.
Risk of strong, fast-moving storms with wide impact
According to the National Center for Hydro-Meteorological Forecasting, storm No. 10 has entered the East Sea with the strongest wind near the storm center at level 11, gusting to level 14 and likely to strengthen.
The Ministry of Construction warns that this is a very fast moving storm, about 35km/h (twice the speed of normal storms), very strong storm intensity, wide range of influence. The storm can cause combined impacts of many types of natural disasters such as strong winds, heavy rains, floods, flash floods, landslides and coastal flooding. The storm circulation is expected to cause heavy rain in the Northern and North Central regions, commonly from 200-400mm, locally over 600mm.
To proactively respond, the Ministry of Construction requires heads of agencies and units to review, update plans and be ready to immediately deploy response measures to storm No. 10 with a decisive spirit, early and from afar.
Specific requirements for the transport and construction sectors
Road Traffic Sector (Vietnam Road Administration and Department of Construction):
The Vietnam Road Administration was directed to coordinate with the Department of Construction and local authorities to review and complete the on-call and traffic diversion scenarios.
Control and ban roads: Assign guards, set up buoys, barriers, and signals at flooded, overflowing, and landslide-prone locations. Resolutely ban roads at dangerous locations (overflowing, bridges, ferries, etc.) on national highways in affected areas, and do not allow people or vehicles to enter.
Troubleshooting: Prepare adequate spare materials, arrange machinery, equipment and human resources at key locations that are frequently prone to landslides to proactively fix the problem and ensure smooth traffic in the fastest time.
Railway sector (Vietnam Railway Authority, Vietnam Railway Corporation):
Railway units must strictly implement patrol and guard regimes at key works and key areas such as bridges, weak roads, and steep mountain passes, areas prone to flash floods, falling rocks, and landslides.
Operational adjustments: Have plans to stop trains, stretch trains, increase trains, and transfer passengers when rain and flood situations cause inundation or landslides in sections where trains must stop.
Remediation: Concentrate vehicles, materials, equipment and human resources to overcome the consequences of floods and ensure smooth traffic in the fastest time.
Maritime and Waterways Sector (Vietnam Maritime and Waterways Administration):
The Vietnam Maritime Administration requires Port Authorities to keep a close eye on the number of ships and boats anchored and guide them into safe anchorage areas.
Counting and controlling: Organize counting, strictly manage sailing and maintain regular contact with ships and boats operating in the storm-affected area. Resolutely request ships and transport boats to move to safe shelters or proactively move out of the danger zone.
Search and rescue: The Vietnam Maritime Search and Rescue Coordination Center must arrange vehicles in key areas forecast to be directly affected by storm No. 10 to be ready to quickly deploy response and search and rescue work.
Inland waterways: Urge inland waterway management and maintenance units to promptly withdraw buoys and signals before floods arrive or when there is a flood discharge notice.
Aviation Sector (Civil Aviation Authority of Vietnam):
Flight schedule: Instruct Airlines and Aviation Service Companies to closely monitor weather developments to adjust or change flight schedules accordingly to ensure absolute safety of flight operations.
Infrastructure inspection: Strengthen inspection of airports, terminals, communication systems, flight operations and command to promptly detect and handle incidents.
Urban and construction management (Department of Construction of provinces and Management Departments):
Urban flooding: The Department of Construction of the provinces directs relevant units to inspect and review locations at risk of flooding, causing traffic congestion to have plans for quick drainage and flood prevention.
Trees: Inspect and have plans to cut and prune trees that are at risk of breaking or falling, causing traffic and construction safety risks.
Construction works: The Department of Economics and Construction Investment Management directs Project Management Boards, investors, and construction contractors to immediately deploy response work and prepare conditions to promptly overcome construction incidents.
Warning information system:
Vietnam Maritime Electronic Information One Member Limited Liability Company must direct the coastal information station system to increase the broadcasting time to announce and warn about the movement direction of storm No. 10; guide and call on ships to move not to enter or exit the danger zone or to safe shelters.
Finally, the Ministry of Construction requires the above agencies and units to organize 24/7 duty and regularly report to the Ministry of Construction's Civil Defense Command.
