Representatives of leaders of departments, ministries and branches reported on the progress of implementing the Resolution, especially the concretization and deployment of the core contents that have been identified.
In particular, focusing on groups of issues on advising on institutional improvement; arranging, streamlining, and improving the capacity of the health system, especially preventive medicine and grassroots health; quality of health human resources; implementation of periodic health check-ups, free screening, health check-ups for students, occupational disease check-ups, health check-ups for workers; creating health books for all people; reforming health finance, health insurance policies; implementing breakthrough solutions and measures for science and technology development, innovation and digital transformation.

After 1 month of implementing the Resolution, the Ministry of Health has proactively and urgently advised, organized dissemination and implementation; submitted to the Government for promulgation Resolution No. 282/NQ-CP dated September 16, 2025 on the Government's Action Program to implement Resolution No. 72-NQ/TW, which closely followed 6 groups of tasks and solutions to resolve existing problems, limitations, bottlenecks and key points, creating breakthroughs to strengthen protection, care and improve people's health; demonstrating a spirit of strong innovation and reform, ensuring close adherence to 3 strategic breakthroughs (institutions, human resources, infrastructure) in the overall important Resolutions that the Politburo has issued in recent times.
Attached to the Action Program is a list of tasks to be implemented; identifying specific tasks, host unit, coordinating unit, results, products and completion deadline.
On that basis, the Government has assigned specific responsibilities to ministries, branches, agencies and units to develop action plans, organize implementation, inspection, supervision and evaluation to achieve the goals of Resolution No. 72-NQ/TW, ensuring 6 clarity: "Clear people, clear work, clear time, clear responsibility, clear products, clear authority" for effective implementation.
Concluding the working session, comrade Tran Cam Tu emphasized the special importance of Resolution No. 72-NQ/TW. The concretization and implementation of the Action Program determine the success of the Resolution. The Politburo, the Secretariat, and General Secretary To Lam have given strong direction, and must overcome the situation where the policy is correct but implementation is ineffective.
He emphasized that it is necessary to focus on completing the contents that must be implemented immediately in 2025, ensuring progress and quality, and to let the people and society clearly see and monitor the breakthrough changes of this important Resolution.

The Ministry of Health directs and coordinates to focus on restructuring the healthcare system to be streamlined, efficient, effective, and consistent with the 3-level government model. This is a very important issue that directly affects the organization and operation of the entire industry. It is necessary to accelerate the progress and complete it before December 2025.
The transfer of some hospitals under the Ministry to local areas requires close coordination and agreement with local Party committees and authorities where central health facilities are located to have specific and effective plans, roadmaps and implementation methods, to avoid loss of assets, disruption of public services and especially a decline in service quality for the people.
The construction of a commune health station model following the public service unit model must be completed before October 30, 2025, ensuring the provision of basic and essential services for disease prevention; ensuring primary health care, medical examination and treatment, social care services and disease management.
The health sector needs to proactively coordinate with the Ministry of Home Affairs, the Ministry of Finance, relevant agencies and localities to quickly complete the organizational model of the commune health station in accordance with the two-level local government; closely following the direction of the General Secretary that the health station must be attached to the commune, serving the commune and directly serving the people in the commune, not being a regional or intermediate-level station.
The new commune health station must be different from the commune health station before the merger or consolidation; it must have sufficient facilities, equipment, human resources, operating mechanism, and financial mechanism, ensuring the goal of primary health care, examining and treating people right at the grassroots level, managing and treating non-communicable diseases, and not transferring them to higher levels.
Regarding improving the quality of medical human resources, the Standing member of the Secretariat suggested that, in the immediate future, priority should be given to focusing resources from the National Target Program on Health Care, Population and Development for the 2026-2035 period on preventive medicine and grassroots health care. Urgently complete regulations on salary policies and preferential allowances for specific occupations for medical staff to retain and attract human resources.
At the same time, key universities that are given priority in capital allocation must focus on developing specialized specialized training and human resources for grassroots healthcare; proactively coordinate with the Ministry of Education and Training to advise the Government in reviewing the planning of the university network and decentralizing the management of higher education institutions in the medical sector in a scientific, practical, and effective manner, ensuring compliance with the spirit of Resolution No. 71-NQ/TW, dated August 22, 2025 of the Politburo on breakthroughs in education and training development.
He requested that projects and tasks in the 2026-2030 period, especially the National Target Program on Health Care, the Project on Hospital Fee Exemption; and periodic health check-ups for people must be implemented with the highest political determination; implemented with a scientific, public, and transparent roadmap to ensure sustainable resources for health, reduce the financial burden on people, and increase the level of financial protection of the health insurance fund; completed before November 30, 2025.
The Standing Secretariat noted that the application of information technology and digital transformation is currently not yet synchronous, and data connection between medical facilities with Social Insurance and the National Population Database is slow.
The Ministry of Health shall act as the focal point in coordinating with relevant ministries and branches to build and operate the national health database, ensuring standards for connection, sharing and seamless, synchronous communication with other national databases; strengthen extensive communication on proactive disease prevention, building a health culture and social security policies such as free hospital fees, periodic health check-ups, helping people to understand correctly, clearly, support and effectively implement the Resolution. The quality and progress of assigned tasks need to be reported monthly.
