The first Congress of the Government Party Committee for the 2025-2030 term took place in the context that the whole country is striving to successfully implement the goals and tasks of the 2025 and 5-year plan for 2021-2025, ready to firmly step into the era of developing into a rich, prosperous, civilized, happy nation and firmly advancing towards socialism.
Together with the entire political system, the entire people and army, the Party and Government always unite, join hands, are unanimous, highly determined, make great efforts, take drastic actions, have courage, intelligence, aspiration for development and pioneering, exemplary and leading spirit, contributing to the successful implementation of the two 100-year strategic goals that our Party, State and People have chosen.
The Government Party Committee currently has 51 party organizations with hundreds of thousands of party members, a large party committee directly under the Central Committee established under Decision No. 243-QD/TW, dated January 24, 2025 of the Politburo to meet the requirements and tasks of the revolution to reorganize the apparatus, ensuring the comprehensive, absolute, and direct leadership of all aspects of the Party over all aspects of the Government's work as the highest state administrative agency, exercising executive power. This is a strategic development step, both inheriting and promoting the role of the previous Government Party Committee, and laying the foundation for the mission of building and governing a modern nation in the leadership and direction of the Government Party Committee, especially in terms of strategic decisions, pillars and driving forces for national development in the new situation.
Looking back at the 2020-2025 term, in the context of the world and regional situation evolving rapidly, complicatedly, unpredictably, with many unprecedented and unforeseen issues; our country is subject to the "double impact" of negative external impacts and internal limitations and shortcomings that have lasted for many years, in general, there are more difficulties and challenges than opportunities and advantages; under the leadership of the Party Central Committee, directly and regularly led by the Politburo and the Secretariat, headed by the late General Secretary Nguyen Phu Trong and current General Secretary To Lam; The Government Party Committee, the Party Committees of the Ministries, branches and the 2 Party Committees of the Blocs and now the Government Party Committee have inherited and promoted previous achievements to focus on leading and directing the Party committees and subordinate Party organizations to closely follow the Party's guidelines and policies, synchronously and effectively implement the 3 strategic breakthroughs, 6 key tasks, 12 main groups of solutions set forth by the 13th Party Congress; synchronously and comprehensively deploy tasks and solutions in all fields; while focusing on solving regular tasks; at the same time, responding promptly, flexibly, appropriately and effectively to newly arising issues with the spirit of making outstanding efforts, not retreating in the face of difficulties, always innovating and being creative to make decisions to "turn the situation around, change the state;" Especially in the last two years of the term, it has focused on directing, advising, and implementing strategic tasks and historic decisions of the Party and State on restructuring and streamlining the apparatus, building a two-level local government organization model, and Resolutions of the Politburo to create breakthroughs in development in key areas in the new period.
Thanks to the drastic participation of the entire political system, business community, and people of the whole country under the leadership of the Party and the help of international friends, our country has achieved important and comprehensive results, with many outstanding highlights in all fields, contributing to affirming: "Our country has never had such a foundation, potential, prestige and international position as today."
Regarding Party building work, the Government Party Committee/Government Party Committee pays special attention and clearly identifies this as the driving force of innovation and the decisive factor, ensuring comprehensive and effective leadership, direction and management of the Government Party Committee in all aspects of operation.
There have been many innovations in personnel work, focusing on building and training a contingent of cadres with capacity and qualities equal to the task. The work of protecting the Party's ideological foundation has been strengthened; the movement to study and follow Ho Chi Minh's ideology, morality and lifestyle has become increasingly in-depth, practical and effective.
Mass mobilization work and leadership of socio-political organizations have been innovated towards being closer to the people and the grassroots, especially mass mobilization of the government and state agencies; direct democracy at the grassroots has been enhanced. Inspection, supervision and Party discipline work have been strengthened; many negative cases, corruption and group interests have been strictly handled.
Regarding the prevention and control of the COVID-19 pandemic, with the consistent viewpoint of "putting the health and lives of the people first and foremost," "fighting the pandemic like fighting the enemy," the Government Party Committee has focused on leadership, direction, quick and timely response, safe and flexible adaptation, and effective control of the COVID-19 pandemic; promoted vaccine diplomacy; resolutely and effectively implemented the largest national free vaccination campaign in history, ranking 5th in the world in terms of vaccine coverage rate; supported about 119,000 billion VND for over 68.4 million workers and over 1.4 million employers facing difficulties; issued over 23,300 tons of rice; promptly develop and effectively implement the Program for socio-economic recovery and development after the COVID-19 pandemic, in which about 175,500 billion VND of investment capital from the central budget has been allocated for projects on infrastructure, healthcare, information technology...
Successfully overcoming the COVID-19 pandemic, Vietnam has become a bright spot recognized by the international community during the pandemic, especially in protecting people's health and maintaining stability, recovery and socio-economic development.
Regarding economic development, in the context of the very difficult situation since the beginning of the term, the Government Party Committee/Government Party Committee has focused on leading and directing the drastic, synchronous and effective implementation of tasks and solutions to maintain macroeconomic stability, control inflation, promote growth and ensure major balances of the economy.
Despite being continuously negatively impacted by the pandemic, supply chain disruptions, strategic competition, conflicts; declining global growth, investment, and trade; and extreme climate change, Vietnam has demonstrated resilience, the ability to recover quickly, and achieved growth rates among the highest in the world.
GDP scale increased from 346 billion USD in 2020, ranked 37th in the world, to 510 billion USD in 2025, up 5 places, ranked 32nd in the world and 4th in the ASEAN region; GDP per capita increased 1.4 times, increased from 3,552 USD to about 5,000 USD, entering the group of upper middle-income countries.
Inflation is controlled at a low level of about 4%/year; import and export increase strongly, trade scale is among the top 20 countries in the world; trade surplus has been maintained continuously for many years.
State budget revenue in the 2021-2025 period is estimated at 9.6 million billion VND, 1.36 times higher than the 2016-2020 period and exceeding the set target (8.3 million billion VND); the total exemption, reduction and extension of taxes, fees, charges, land rents and water surface rents is about 1.1 million billion VND; the total increase in revenue and savings in expenditure of the State budget is about 1.57 million billion VND; public debt, government debt, foreign debt and State budget deficit are well controlled, much lower than the prescribed limits, in which public debt decreased from 44.3% of GDP in 2020 to about 35% in 2025.
Total social investment capital reached 17.3 million billion VND, equivalent to about 33.2% of GDP; focusing on overcoming the dispersion and improving the efficiency of public investment; total public investment capital in the 5-year period of 2021-2025 (including the socio-economic recovery and development program) reached about 3.4 million billion VND, an increase of 55% compared to the 2016-2020 term; FDI attraction is a bright spot.
Business development continues to trend positively. Prestigious international organizations highly appreciate the leadership, results and development prospects of the Vietnamese economy.
Regarding strategic breakthroughs, in the spirit of the Resolution of the 13th Party Congress, the Government Party Committee/Government Party Committee has focused on leading and directing all levels, sectors and localities to focus on implementation in conjunction with promoting economic restructuring towards improving productivity, quality, efficiency and competitiveness with the motto "open institutions, smooth infrastructure, smart governance", contributing to creating strong development momentum, opening up new spaces and opportunities to help the country take off and fly high and far.
The work of building and enforcing laws has seen strong innovation in thinking and working methods with the determination to turn institutions from "bottlenecks of bottlenecks" into "national competitive advantages"; many obstacles and barriers have been removed and cleared.
The Government Party Committee has focused on building and submitting to the Politburo many breakthrough resolutions; submitting to the National Assembly for consideration and approval the largest number of draft laws and resolutions in a single term so far; issuing 820 Decrees and nearly 1,400 Resolutions of the Government.
The infrastructure system has been invested with concentrated resources, resolutely directed to implement with the spirit of "overcoming the sun, overcoming the rain, not losing to the wind and storms," "eating quickly, sleeping urgently," "3 shifts, 4 shifts," "not enough work during the day, working at night," "through holidays, Tet," "only discussing work, not discussing back" and has achieved important results; by the end of 2025, it is expected to complete 3,245km of expressway and 1,711km of coastal road; complete the expansion of Tan Son Nhat, Noi Bai, Phu Bai, Dien Bien Phu airports; basically complete phase 1 of Long Thanh International Airport with the first 4F standard in Vietnam; expand Cai Mep-Thi Vai port, Hai Phong; deploy the construction of belt roads and put into operation a number of urban railway lines; strive to start the construction of the Lao Cai-Hanoi-Hai Phong standard gauge railway; Completed the 500kV Quang Binh-Hung Yen and Lao Cai-Vinh Yen lines in record time.
Cultural and social infrastructure has been invested in, contributing to improving the quality of life and enjoyment of the people. The quality of human resources has been constantly improved, meeting the needs of the labor market.
The labor structure has shifted positively; the proportion of labor in the agricultural sector decreased from 33.1% in 2020 to about 25.8% in 2025; the proportion of labor in the industrial, construction and service sectors increased from 66.9% to 74.2%; the proportion of trained labor increased from 64.5% to 70%.
Development in science and technology, innovation, and national digital transformation are being strongly and comprehensively implemented in the spirit of Resolution No. 57 of the Politburo. Vietnam's Global Innovation Index in 2025 ranked 44/139 countries and territories.
Regarding culture, society and people's lives, the Government Party Committee/Government Party Committee pays special attention to, focuses on leading and directing the effective implementation of the Party and State's guidelines, policies and strategies on cultural and human development, making progress and social justice, ensuring social security and people's lives.
Cultural works and traditional cultural values were promoted, and the level of cultural enjoyment of the people was raised. The series of events celebrating the 70th anniversary of Dien Bien Phu Victory, the 50th anniversary of the Liberation of the South, the reunification of the country, the 80th anniversary of the August Revolution and the National Day on September 2 were very successfully organized, strongly arousing the spirit of patriotism, solidarity and national pride.
Gift giving to all people on the occasion of National Day September 2nd with a total budget of nearly 11,000 billion VND. Capacity of primary health care, preventive medicine, and quality of medical examination and treatment have been improved.
Health insurance coverage increased from 90.9% in 2020 to 95.2% in 2025 (the target is over 95%). The national education system has been basically completed in an open and interconnected direction; the construction of inter-level schools in land border communes is being actively implemented, striving to start 100 schools in 2025 from savings; tuition fees are exempted and supported for preschool and general education levels from the 2025-2026 school year; the quality of education and training in general is increasingly improved.
Fully and promptly implement policies for people with meritorious services, sustainably reduce poverty, "leave no one behind." The multidimensional poverty rate decreases, especially in ethnic minority areas, remote, border and island areas (from 4.1% in 2021 to 1.3% in 2025).
Average income of workers increased from 5.5 million VND/month in 2020 to 8.4 million VND/month in 2025.
Complete the basic goal of eliminating temporary and dilapidated houses 5 years and 4 months ahead of schedule with over 334,000 houses. Vigorously deploy the construction of 633,000 social houses, striving to complete 100,000 houses in 2025.
Over 689,500 tons of rice were provided to support the people. Total State budget expenditure for social security (including national target programs) reached 1.1 million billion VND, accounting for 17% of total State budget expenditure.
Vietnam's happiness index increased 37 places, from 83rd in 2020 to 46th in 2025.
The work of resource management, environmental protection, climate change response and natural disaster prevention has been given attention. In recent years, in the face of many storms of very strong intensity and complex developments (such as storms Yagi, Bualoi, Matmo...), the work of storm and flood prevention has received special attention, timely and unified leadership and direction from the central to grassroots levels; the total expenditure to support the prevention and overcoming of natural disaster consequences from the central budget reserve has reached over 47,000 billion VND, contributing to minimizing damage and promptly overcoming and stabilizing people's lives and economic and social activities in the damaged areas.
Regarding administrative reform, reorganization of the apparatus, prevention of corruption, waste, and negativity, and implementation of the Central Committee's policy on the revolution of "rearranging the country," the Government Party Committee/Government Party Committee has focused on directing and implementing resolutely, ensuring the requirements and progress of reorganization and streamlining of the Government apparatus (reducing 8 ministries, ministerial-level agencies, and agencies under the Government, to 14 ministries, 3 ministerial-level agencies, equivalent to a 32% reduction) and operating 2-level local governments, ensuring synchronization, unity, smoothness, and efficiency associated with promoting decentralization and delegation of power; up to now, the 2-level local government model has gradually become routine; the total payroll of the state administrative sector has decreased by 145,000 civil servants and public employees; total regular expenditure has decreased by 39,000 billion VND/year.
Promote administrative reform, strengthen discipline and order, continue to rectify the situation of cadres and civil servants shirking, avoiding, and fearing responsibility, shifting from administrative management to serving the people and creating development.
Strictly implement the Program and Conclusion of the Central Steering Committee on preventing and combating corruption and negativity; inspection, settlement of complaints and denunciations and citizen reception are enhanced.
Developed, submitted to the Politburo for comments and implemented a plan to handle 4 weak banks and is proposing to competent authorities solutions to handle SCB Bank; focused on handling 12 projects, enterprises with slow progress, inefficiency and long-standing backlog projects, causing waste of resources; at the same time, reviewing and proposing to competent authorities to remove obstacles for nearly 3,000 projects with a total capital of nearly 5.9 million billion VND and a total land use scale of about 347,000 hectares; of which, according to authority, obstacles have been resolved to put into operation, business, continue investment, and launch 868 projects with a total value of about 373,000 billion VND.
Regarding national defense, security, foreign affairs, implementing the Party and State's guidelines, policies, and guidelines, the Government Party Committee/Government Party Committee has focused on leading and directing the strengthening and consolidation of national defense and security potential; ensuring social order and safety; maintaining national independence, sovereignty, and territorial integrity. In particular, prioritizing the allocation of resources and saving expenditures, increasing revenues to contribute to the largest increase in defense and security expenditures ever; investing in self-production of some important weapons. Building a revolutionary, disciplined, elite, and modern people's armed forces by 2030.
Foreign affairs and international integration are a bright spot; economic diplomacy has achieved many great successes; Vietnam's international prestige and position have been enhanced; a peaceful and stable environment has been maintained and a favorable situation has been opened for national development.
Vietnam's active contributions to solving regional and global issues have been recognized and highly appreciated by the international community. Vietnam has established diplomatic relations with 195 countries, including comprehensive partnerships, strategic partnerships, and comprehensive strategic partnerships with 38 countries, including 5/5 permanent members of the United Nations Security Council, 17 G20 members and all ASEAN countries.
Entering the 2026-2030 term, the world situation is forecast to continue to develop in a complex and unpredictable manner; strategic competition is increasingly fierce; the world economy continues to fluctuate strongly, posing many potential risks.
Domestically, we continue to face negative impacts and influences from outside, internal limitations and shortcomings, and increasingly serious non-traditional security issues, epidemics, natural disasters, climate change, cyber security, etc.
In general, difficulties and challenges continue to outweigh opportunities and advantages. This context requires the Party and Government to continue to make greater efforts, be more determined, and take more drastic actions to contribute to the successful implementation of the strategic goal of the 100th anniversary of the Party's founding by 2030 and create a solid foundation towards the strategic goal of the 100th anniversary of the country's founding by 2045.
The 14th National Congress of the Party was identified by the Central Committee as the starting point of a new era - an era of striving for prosperity, civilization, happiness, and steady progress towards socialism. In the article "Vietnam steadily enters a new era and the issues facing the cause of defending the Fatherland," General Secretary To Lam emphasized: "We are facing a historic moment, a historic opportunity for rapid and sustainable development, but also facing very high requirements for revolutionary and scientific breakthroughs, promptly removing bottlenecks and knots in all aspects of social life."
Thoroughly grasping that guiding spirit, the first Government Party Congress, term 2025-2030, will be a particularly important political milestone, affirming the vision, mission and determination for comprehensive innovation of the entire Party to contribute to bringing the country firmly into a new era according to the Resolution of the 14th National Party Congress.
The Congress is not only a summary of a term, but also opens the journey to realize the aspiration for national development, bringing Vietnam to progress rapidly and firmly on the path of industrialization, modernization and deep integration with the motto of action: "Solidarity, discipline - Democracy, innovation - Breakthrough, development - Close to the people, for the people." In which, "Solidarity, discipline" is the basis, foundation - "Democracy, innovation" is the principle, method - "Breakthrough, development" is the goal, requirement - "Close to the people, for the people" is the idea that the people are the root, the strength originates from the people to carry out the activities of the Government in the new era.
The Government Party Committee will focus on leading, directing, and building an honest, action-oriented, development-creating Government, determined to make breakthroughs, and successfully implement the goal of developing a rich, prosperous, civilized, and happy country.
Realize the policies and directions of the Central Executive Committee, the Politburo, and the Secretariat; be self-reliant, self-reliant, and confident in moving forward in the new era of development.

Focus on dynamic, fast and sustainable economic development; maintain macroeconomic stability, control inflation, ensure major balances of the economy; average GDP growth of 10% or more per year; GDP per capita by 2030 reaching about 8,500 USD; strive to be a developing country with modern industry, high average income, and among the top 30 economies in the world in terms of GDP scale by 2030.
Perfecting development institutions, liberating production capacity, mobilizing and effectively using all resources, creating new driving forces to promote socio-economic development; striving to bring Vietnam's investment and business environment into the top 3 of ASEAN countries.
Promote industrialization, modernization, economic restructuring, establish a new growth model, take breakthrough development of science and technology, innovation and digital transformation as the main driving force; develop green economy, digital economy, creative economy, and circular economy.
Focus on training, improving the quality of human resources, strongly developing high-quality human resources according to international standards, including training 100,000 engineers in the fields of semiconductor chips and artificial intelligence (AI).
Continue to promote the construction of a synchronous and modern infrastructure system; effectively exploit and expand new development spaces; take urban areas as the driving force for regional development; focus on completing the goal of having 5,000 km of expressway nationwide by 2030, completing the coastal road; develop high-speed railway projects, urban transport infrastructure, synchronous and modern seaport and airport systems; focus investment resources on developing energy infrastructure, digital infrastructure, telecommunications infrastructure, cultural and social infrastructure, including building a number of cultural, sports, educational and medical works of regional and international stature.
Regarding the implementation of social progress and equity, ensuring harmony between economic development and environmental protection, improving national governance capacity, focusing on developing cultural and social fields and comprehensively developing Vietnamese people in terms of ethics, personality, intelligence, creativity, aesthetics, and physical strength; focusing on improving the material and spiritual life and health of the people; building a modern national education system on par with the region and the world, improving the quality of education and training at all levels.
Ensure social security, social welfare and that all people enjoy the fruits of development. Manage and use resources effectively; strengthen environmental protection and proactively respond to climate change, prevent, combat and mitigate natural disasters; synchronously implement solutions to fundamentally handle environmental pollution in both urban and rural areas, especially in large cities.
Promote the building of a socialist rule-of-law state that is constructive, developmental, honest, active, and serves the people; enhance social governance capacity, build a modern, effective, efficient, and effective national governance system with regional and international competitiveness.
