(GLO)- Today (September 25), the 1st Patriotic Emulation Congress of Gia Lai province (2025 - 2030) took place at the Provincial Convention Center (Quy Nhon ward). This is a political and social event of special significance, aiming to summarize, honor and arouse the strength of patriotic emulation among the entire population.

In the exciting atmosphere welcoming the Congress, Comrade Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Emulation and Reward Council of Gia Lai province, shared with Gia Lai Newspaper and Radio and Television about the outstanding results of the emulation movement over the past 5 years, as well as major orientations in the period 2025 - 2030.

Competition is the driving force to overcome difficulties and develop.

● Dear comrade, looking back at the period 2020 - 2025, how has the patriotic emulation movement changed the social life of the province?

- Comrade PHAM ANH TUAN: Imbued with the teachings of President Ho Chi Minh: "Emulation is patriotism, patriotism requires emulation", over the past 5 years, emulation and reward work in Gia Lai has been widely deployed, closely following the Central's direction and in line with local realities. Patriotic emulation movements have truly gone into depth, becoming a strong driving force, arousing the spirit of solidarity and creativity in the entire political system and all classes of people, contributing to the successful implementation of many socio-economic development goals, strengthening national defense and security, and building a strong political system.

Movements launched by the Central Government such as "The whole country joins hands to build new rural areas", "For the poor - No one is left behind", "The whole country unites and unanimously prevents and defeats the Covid-19 pandemic", "Join hands to eliminate temporary and dilapidated houses"... have all been concretized and effectively implemented by the province.

In particular, the poverty reduction movement has brought about clear results. By the end of 2025, the poverty rate in the whole province is estimated to be 2.24% and the poverty rate has decreased by an average of 1.53%/year, with 61,305 poor households escaping poverty. Notably, the poverty rate of ethnic minority households has decreased by an average of 4.96%/year, with 32,336 poor ethnic minority households escaping poverty.

The emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" also left a special mark. With the spirit of mutual love and support, Gia Lai has completed the elimination of 12,520 temporary and dilapidated houses in the area with a total support fund of 807.6 billion VND, reaching the target ahead of the Central deadline, and was awarded the Third Class Labor Medal. The result of this movement is not only a "bright spot" in sustainable poverty reduction, but also has profound humanitarian significance, helping poor and near-poor households stabilize their lives, have a warm home to feel secure in production and escape poverty.

Or, the peak emulation campaign "500 days and nights to complete 3,000 km of expressway" is being vigorously deployed to remove difficulties, especially in site clearance in the eastern part of the province, to ensure the technical opening of the entire route through Gia Lai province on September 30, 2025.

The movements launched by the province have also left many marks. Administrative reform has been promoted, the Provincial Governance and Public Administration Performance Index (PAPI), the Public Administration Reform Index (PAR Index), the objective measurement index, honestly reflecting the assessment results of people and organizations on the service of state administrative agencies (SIPAS) have changed positively.

The movement "Cadres, civil servants, and public employees compete to implement office culture" creates changes in discipline, administrative discipline, and builds the image of a civilized and professional office. In socio-economic development, the movements "Promoting synchronous and modern infrastructure", "Digital transformation", "Innovation", "Building a learning society", "Digital literacy for all" have created a vibrant atmosphere, contributing to the province achieving many important targets...

It can be said that patriotic emulation has become an important driving force for Gia Lai to overcome difficulties and grow strongly.

● What are the outstanding results in the emulation movement of the province in the recent period, comrade?

- Comrade PHAM ANH TUAN: In the period of 2020 - 2025, patriotic emulation movements have become an important driving force to help the province achieve many achievements in all fields. Binh Dinh province (old) has achieved and exceeded 21/22 targets of the Resolution; Gia Lai province (old) has achieved and exceeded 14/23 targets of the Resolution set by the Party Congresses of the two provinces.

The economy maintained a good growth, the gross regional domestic product (GRDP) per capita increased rapidly. The average economic growth rate in the period 2021 - 2025 reached 6.71%; GRDP per capita reached 3,555 USD/year; the economic structure shifted in the right direction with the proportion of industry - construction and services accounting for 78.31%; budget revenue by the end of 2025 is estimated at 27,000 billion VND.

Industry alone increased by 10.77% per year, forming many large projects in processing, renewable energy, and high technology. Agriculture shifted towards modernity, with 18 high-tech agricultural zones and more than 2,000 concentrated livestock farms; agricultural export turnover, especially coffee, grew impressively...

The trade, service and tourism sectors have developed strongly, with total retail sales of goods and services exceeding VND741 trillion; tourism has welcomed over 12 million visitors, becoming a key economic sector. Socio-economic infrastructure has been invested synchronously, the urbanization rate has increased to 42.7%. Culture and society have had many positive changes; national defense and security are solid, and the political system has been comprehensively consolidated.

Social security policies, policies for meritorious people, ethnic and religious policies are focused on and implemented fully and promptly. Vocational training, job creation, and labor export have achieved positive results...

In particular, many outstanding collectives and individuals have become bright spots in the emulation movement, from pharmaceutical manufacturing enterprises, high-tech agriculture, creative teachers, dedicated doctors, athletes to volunteering for the community... All have contributed to creating a new look, affirming Gia Lai's strong aspiration to rise up in the development journey.

Overcoming difficulties, awakening the desire for development

● Besides the achievements, what difficulties does the province's emulation movement face, comrade?

- Comrade PHAM ANH TUAN: It is true that besides the achievements, there are still limitations. The patriotic emulation movement in some places is not really uniform, sometimes it is just a formality, not creating real motivation. The work of discovering, fostering and replicating advanced models is still slow in some places. Although the reward for direct workers has been given attention, it has not met expectations.

From practice, we have drawn many lessons. Firstly, the close leadership and direction of the Party Committee and the government is the decisive factor.

Second, the content of the competition must be closely linked to political tasks, directed towards the grassroots, and solving life problems.

Third, we must do a good job of propaganda to arouse people's voluntary participation.

Fourth, it is necessary to promptly detect and reward accurately and fairly, especially direct workers.

And finally, it is necessary to continue reforming administrative procedures in rewards and combating achievement disease.

From these lessons, Gia Lai has a solid foundation to enter the new competition phase with more determination.

Historical milestone of the emulation movement

● The first Patriotic Emulation Congress of the province was held in a special context. Could you please tell us about the significance of this event for Gia Lai province in the new development stage?

- Comrade PHAM ANH TUAN: The Congress takes place in the context of the country entering a new stage of development with aspirations for power. For Gia Lai, this is a political and social event of great significance, creating a milestone affirming the determination to innovate and arousing the desire to rise strongly.

The goal of Gia Lai in the 2025 - 2030 period is to promote the strength of national solidarity, arouse the will of self-reliance, promote innovation and digital transformation, determined to successfully implement the goals and tasks of socio-economic development, strengthen national defense and security; build Gia Lai province to develop rapidly and sustainably, becoming a center of processing industry, renewable energy, high-tech agriculture, tourism and especially high-tech industries such as semiconductor chips and artificial intelligence.

In other words, the Congress is not only a place to honor outstanding collectives and individuals, but also a call to arms, arousing the spirit of competition for Gia Lai to break through, become a fairly developed province of the country and, together with the whole country, firmly enter a new era of development.

● So in the next 5 years, what key movements will the province focus on to achieve this goal, comrade?

- Comrade PHAM ANH TUAN: We set specific targets for 2030. GRDP growth rate reaches double digits, from 10 - 10.5%/year; GRDP per capita reaches 6,300 - 6,500 USD; economic structure shifts strongly to industry - construction accounting for 36 - 36.5%; services account for 40 - 41%; agriculture, forestry and fishery account for 19.5 - 20%; total budget revenue over 41,000 billion VND; digital economy contributes 25 - 30% of GRDP; welcoming 18.5 million tourists.

The urbanization rate is over 45%, the poverty rate is lower than the national average, the trained labor rate is over 75%. The province also strives for a forest coverage rate of over 46.5%, 100% of communes have doctors, 98% of people participate in health insurance...

To achieve the above goals, the province will focus on 6 major groups of solutions.

Continue to propagate and thoroughly grasp President Ho Chi Minh's thoughts on patriotic emulation, Directive No. 41-CT/TW of the Politburo, the Law on Emulation and Commendation and documents guiding its implementation, in conjunction with promoting the study and following of Ho Chi Minh's thoughts, morality and lifestyle, creating a strong change in awareness and action throughout society.

Innovate the content and methods of organizing patriotic emulation movements, closely following the goals and tasks of socio-economic development of the province. Focus on synchronously implementing solutions on breakthroughs in science and technology development, innovation and digital transformation according to Resolution No. 57-NQ/TW of the Politburo; Resolution No. 71/NQ-CP of the Government; Action Plan of the Provincial Party Committee...

Strengthen the leadership and direction of Party committees and authorities at all levels, promote the role of the Fatherland Front and socio-political organizations in organizing a widespread patriotic emulation movement. Focus on discovering, fostering and replicating advanced models.

Promote the movement of creative labor competition, promote initiatives, improve techniques, apply new technologies, and improve labor productivity. Promote the spirit of "lightning speed", "no retreat, only work", "think deeply, do big" in leadership, direction, and operation, resolutely and renovate the organization to promptly and effectively implement tasks and solutions for socio-economic development in the new situation, determined to complete and exceed targets and tasks.

Promote the emulation movement for administrative reform, transparency of administrative regulations and procedures according to the motto "People know, people discuss, people do, people check, people supervise, people benefit".

Improve the quality of commendation work, ensure accuracy, publicity, transparency, and timeliness. Prioritize commendation of direct workers, groups, and individuals with outstanding achievements, specific products, and daring to think and act.

Strengthen information and propaganda work on emulation movements and commend and set examples of advanced models.

Strengthening and perfecting the organizational structure and improving the capacity of cadres doing emulation and reward work at all levels, meeting the requirements of tasks in the new situation...

● What message do you have for cadres, party members and people on the occasion of the Congress?

- Comrade PHAM ANH TUAN: I want to emphasize that: "Competition is the strength, the driving force for us to overcome difficulties, break through and rise up". I hope that every cadre, party member, soldier, enterprise and people of all ethnic groups in the province will promote the tradition of solidarity, diligence, creativity, and enthusiastically respond to the emulation movement from the smallest and most specific actions.

With the joint efforts and consensus of the entire political system and people, we believe that patriotic emulation will be the key driving force for Gia Lai to rise strongly, become a bright spot in the patriotic emulation movement, build our homeland to be increasingly rich, civilized, rich in identity and become a fairly developed province of the country.
